'J3 SERIES OF 2009 -- A RESOLUTION AUTHORIZrNG AN AMENDMENT TO THE COLLECT IVE BARGArNJNG AGREEMENT BETWEEN THE ENGLEWOOD POLICE BENEFIT ASSOCIATION AND THE CITY OF ENGLEWOOD FOR THE PERIOD OF JANUARY I, 20 IO THROUGH DECEMBER 31, 20 10, PERT A[N[NG TO "ARTICLE 22 -INSURANC E." WHEREAS, the City Council of the City of Englewood authori zed "The Collective Bargaining Agreement" with the Englewood Poli ce Benefit Association (EPBA) for the years 2009 and 20 I 0, by thr passage ofResoluti<>n ,S6. Series of 2008: and WHEREAS, the passage of thi s Resolution will authorize amending "Article 22 -Insurance" provisions of the "Collective Bargaining Agreement" between the Englewood Police Benefit Association and the City of Englewood for the period of January 20 IO through December 20 IO ; and WHEREAS, Article 22 -Insura11ce -(,' I Medical, of this Englewood Police Benefit Association (EPBA) Collective Bargaining Agreement provides for the employees to pay a set percentag e of the premium cost for medical insurance for each le,ol of cove. 1ge, i.e . employee, employee plus one or family coverage; and WHEREAS, the EPBA and the Ci ty recognize the projected revenue shortfalls of the City for the fiscal year 20 IO ; and WHEREAS, the City and EPBA agree to amend the Agreement in connection with the employees' percentage of the medical insurance premium lo provide for a "two plan" model; and WHEREAS, the prentium percentage designated in the Co ll ecti ve Bargaining Agreement will cover the basic medical plan (HMO) but may not cover the "two plan" (PPO) medical iru.urance coverage; and WHERE/\S , thi s Amendment will allow employees to use the current percentage contribution and have medi ca l insurance coverage wider the bas ic medical plan (HMO) or to "buy up" to th e (PPO) plan by paying th e difference in th e premium costs which may exceed the current contract percentage . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD , COLORADO, Tl-!AT: Section I. AD OPTED AND AP PROVE D thi s 5ili day ofOctober, 2009 . • • • MEMOR;.NDUM OF UNDERSTANDING The City of Englewood and Englewood Police Benefit Association enter into this Memorandum of Understanding whereby the provisions of Article 22. Insurance, A. Medical will be amended to read as follows for the period effective January 1, 20 10 through December 31, 2010: A. ME01CAL The City will pay $322.36 of the monthly pr~um cost for "employee only" coverag~, $672.84 of the monthly premium cost for "employee plus one" coverage and $954.70 of the monthly premium cost for "family" coverage for employees who participate in the medical insurance plans offered by the City. Employees enrolled in the. "City Plan", (HMO Only) will pay either $3.82, $25.18 or $62.95 per pay period toward the premium cost, depending on the level of coverage . RECOMMENDED ACTION Staff requests Cou ncil's approval of a Memorandum of Understa nding (MOU) amending th e provisions of Article 22 (In surance) of the 2009-20 10 Coll ective Bargaining Agreem ent with th e Engl ewood Police Benefit Associa tion . BACKGROUND, ANA LYSIS, AND ALTERNATIVES IDENTIFIED Th e City's collective bargain in g ag reem ent for 2009-2010 w ith th e EPB A refers 10 em ployee premi um pa rticipati on in "sing le p lan" medica l insuran ce offerin g. Th e MOU outlin es th e contribution leve ls for a "two p lan" m odel. Emp loyee contri buti ons for the base "City Plan " w ill b e 7.5% lower than th e p erce ntages desc rib ed in th e co ntract. Employees choosin g the "Bu y Up" pl an wi ll pay th e differen ce b etwee n th e premium cos ts of th e two plans. FINANCIAL IMPACT Th e finan cial impact of th e M emorandum o f Understandi ng (when th e provisions are appli ed 10 all Gen eral Fund employees) w ill b e a $1 23,000 sav in gs lo th e Gen eral Fund.
