A RESOL UT ION AUTHORIZING AN AMENDMENT TO THE COLLECTfVE
BARGAINING AGREEMENT BETWEEN THE ENGLEWOOD EMPLOYEES
ASSOClAT ION ANDTHECJTY OF ENGLEWOOD FOR THE PERJOD OF JANUARY I,
20 IO THROU GH DECEMBER 3 1, 20 I 0, P£RT AINING TO "ARTICLE 2 1 -INSURANCE ."
WHEREAS , the City Council of the City of Englewood authorized "The Co ll ective Bargaining
Ag; :ment" with the Englewood Emp loyees Association (EEA) for January I, 2010 through
December 31, 20 11 , by the passage of Resolution 61 , Series of 2009; and
WHEREAS , the passage of this Resolution will authorize amending "Article 21 -Insurance"
provisions of the "Collective Bargaining Agreement" between the Englewood Employees
Association and the City ofEnglewood for the period January 2010 through December 2010 ; and
WHEREAS, Article 21 -Insurance; (A) Medical of this Englewood Emp loyees Association
(EEA) Collective Bargaining Agreement provides for the emp loyees to pay a set percentage of
the premium cost for medical insurance for each level of coverage , i.e . employee, emp loyee plus
one or family coverage; and
WHEREAS, the EEA and the City recognize the projected revenue shortfalls oithe City for
the fiscal year 20 IO; and
WHEREAS, the City and EEA agree to amend the Agreement in connection with the
employees' percentage of the medi ca l insurance premium to provide for a "two plan " model; and
WHEREAS, the premium percentage designated in the Agreement wi ll cover tl'.e basic
medi ca l plan (HMO) but may not cover the "two plan" (PPO) medical insurance coverage ; and
WHEREAS , this Amendment will allow employees to use the cll!Tent percentage contribution
and have medical insuran ce coverage under the basic medical plan (HMO) or to "buy up" to the
(PPO) plan by paying the difference in the premium costs which may exceed the curren t contract
percentage.
NOW , THEREFORE, BE ff RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, THAT .
Section I. The City Counci l of the City of Englewood, Co lorado hereby approves the
amend ment of "Article 2 1 -in surance" lo the Co ll ective Bargaining Agreement between th e
Englewood Employees Association and th e City of Englewood for th e peri od of Ja nuary I, 20 I 0
th rough December 3 I, 20 I 0, a copy of which is attac hed hereto •s Ex hibit A.

A. MED ICAL
The City will pay $322.36 of th e monthl y premium cost for "empl oyee onl y" co verage,
$672 .84 of th e monthl y premium cost fo r "empl oyee plus one" coverage and $95 4.70 of
th e mo nthl y premi um cos t fo r "fam ily" cove rage fo r employees wh o participate in th e
medical insuran ce plans offe red by the City . Employees emolled in th e "City Plan"
(HMO Onl y) will pay either $3.82, $25 .18 or $6 2.95 per pay peri od toward th e premium
cos t, depending on the level of coverage. Empl oyees enroll ed in th e "Bu y-Up Plan"
(Triple Option) will pay either $28.21, $78.84 or $143.44 per pay period toward th e
premhun cost, dependin g on the level of coverag e.

Council for 2010-2011.
RECOMMENDED ACTION
Staff requests Cou ncil's ap prova l o f a Memorandum of Understanding (MOU) am endin g the
p rovisions of Article 2 1 (In surance) of th e 20 10-201 1 Coll ec ti ve Bargaining Agree m ent with th e
Engl ewood Employee s Association .
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
The City's collec tive bargai ni ng agreement for 20 10-20 11 with th e EEA r~fe rs to employee premium
pa rticipatio n in a "s in gle plan " m edica l in surance offeri ng. Th e MOU outlin es the coi,tribution
levels for a "two plan " mo del. Emp loyee contributio ns fo r th e base "City Plan " w ill be 7.5% lower
th an th e percen tages descr ibed in th e contrac t. Emrloyees choos in g the "Buy Up" plan w ill pay the
difference between th e premium cos ts of th e two olans.
FINANCIAL IMPACT

General Fund empl oyees) w ill b e $123,000 sav ings to th e Ge nera l Funrl
