AN ORDINANCE AUTHORIZING AN "INTER GOVERNMENT AL AGREEMENT
REGARDING 2009 GRANT OF ARAPAHOE COUJ\TY OPEN SPACE PROGRAM FUNDS
PROJECT NAME : CENTENNIAL PARK BALLFIELD LIGHTING" BETWEEN THE CITY
OF ENGLEWOOD, COLORADO AND THE BOARD OF COUNTY COMMISSIONER S OF
TI-IE COUNTY OF ARAPAHOE , STA TE OF COLORADO.
WHEREAS, the City of En glewood comp leted a 9.4 acre expansion of Centennial Park in
200 I, which included a baseball fie ld, softball fie ld, soccer field , resuooms and trail connections
to Centennial Lake and the South Platte River/Mary Carter Greenway; and
WHEREAS, the original plan called for the baseball field , Brent ~ layne Field (Lirough a
partnership with the Colorado Rockies) and the adjacent softball field to be lighted ; and
WHEREAS , budget constraints required the project to be phased , delaying lighting of the ba ll
fields until phase two when funds became available ; and
WHEREAS, the fields are considered two of the premier game field s in the area and are
consistently booked for youth and adult organized pla y; and
WHEREAS , li ghting of the fi elds is critical to adding much aeeded play time in order to me et
the needs of community associations ; and
WHEREAS , the City of Englewood submitted an appli cation and has been awarded a Open
Space Grant to fund the Centennial Park Ballfield Lighting ; and
WHEREAS, Arapahoe County agrees to provide the City of Englewood with Grant fund s in
the amount not to exceed $16 7,400 from the Arapahoe County Open Sp ace Parks and Trails
Grant Program for the Centenni•I Park Ball fie ld Lighting ("Grant Project"); and
WHEr EAS, the City agrees that such Grant Funds will be expended by no later than one year
from th e date of tran sfer of Grant Funds from the Arapahoe County 10 the City of Englewood,
unl ess a longer period of time is oth erwi se agreed to by Alapahoe Co unty in writing ; and
WHEREAS , thi s Ordinance will authorize the Intergovernmental Grant Agreement between
Arapahoe County Commis sioners and the City for the Centennial Park Ba ll field l .".ghting;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCil.. OF THE crrv OF
ENGLEWOOD , COLORADO , AS FOLLOWS:

ap proved by th e Englewood Ci ty Council.
Section 2. The Mayor is outh orized to execute and the City Clerk to attest and seal the
Intergovc mmental Grant Agreement for and on behalf of the City of Englewood , Colorado .
Section 3 Pursuant to Article V, Section 40, of the Englewood Home Rul e Charter, th e City
Coun ci l ba s detcnnined that Attachment I, attached to this Ordinance, shall not be publis ed
because of its size. A copy is avai labl e in the Office of the Englewood City Clerk.

2009 GRANT OF ARJ\PAHOE COUNTY OP EN SPACE PROGRAM FUNDS

This Interg overnmental Agre ~ment ("Agree ment"), is made and entered into by and
berween THE BOARD OF C01.'"1 TY COMMISSIONERS OF THE COUNTY OF
ARAPAHOE, STATE OF COLORADO , (the "County") and the CITY OF ENGLEWOOD,
a municipality and political subdivis ion of the State of Colorado (the "Grantee"). ·
V,IHEREA S, on November 4, 2003, th e vo ters of Arapah oe County approved a county -
wide sales and use tax to b·e used for specified ('pen Space purp oses as set forth in Count)'
Resolution No. 030381; and
WHEREAS , Resoluti on No. 030381 authorizes the County to 11ward grants of funds from
the Open Space Sales and Use Tax ("Grant Funds") to be distributed to muni cipalities and
special districts , ·as mo re full > set fo ·th therein;
\VHEREAS , on M.,· \9, :u09 the County approved the Grantee's Project Applicati on,
which is attached heret0 an,, ir.torporated by refe ren ce herein as Exhibit A, ("Project
Application"), subject to the execution of an intergovermnental agreement and subject to the
terms an d condi tion s co ntained herein;
WHEREAS, th e County des ires to enter into intergovernmental agreements, as a
conditio n of grant approval , wi th such municipalities and special districts that have been
approved for grants from the County; and
WHEREAS , these intergov ernmental agreeme nts are authorized by Art icle XIV, Section
18 of the Co lorad o Constitution and COLO. REv. STAT.§ 29-1-203.
N OW , THEREFORE , the County and th e Grantee agree as folio..,,,:
I . Amount of Grant. The County agrees to provide Grantee with Grant Funcis in
the am ount not to exceed$ 167,400 from the Arapah oe County Ope n Space,
Parks and Trai ls Grant Program for th e Centennia l Park Ballfie ld Lighting
("Grant Project").
2 . Use of Grant Funds. Th e Grantee agrees that it shall only use the Grant Fun ds
for the Grant Project, w; set forth in Exh ibit A.
3 . Time For Use of Grant Fund s. The Grantee agrees that such Grant Fund s wi ll be
expended by no later than one year from the date of tr ansfer of Grant Fund s from
th e Granter to the Grantee , unless a longer period of time is otherwi se agreed to
by the Co unty in writing .
4, Interest on Grant Funds . The Grantee further agrees that , afte r receipt of its
Grant, the Grantee will use an y interest earned on the Grant only for the Grant
Project as set forth in its approved grant application .
Administration of Grant Project. The Grantee shall be re sponsible for the direct
sup ervis ion and administration of tl1e Grant Proje ct. The Coun ty sha ll not be
liable or responsible for any cos t overruns on the Grant Project. Nor shall the
County shall have any duty or ob ligati on to pro vid e any additional funding fa :
the Grant Project if the Grant Project canno t be rn mpleted with the amoun t oi
Gr~.,t Funds awarded by the County to the Grantee.
6. Grant Proj ect Site Visits . Upon 24 hours writlcn notice to the Grantee,

the Gra ntee agrees lo allow the County to make sit e vis its before, du ring, at il1c
completion of and/or afte r the Grant Project.
Acknowledgement of County by Grantee. The Grant'-e agrc•s to ack.nowl erlqe the
County as a contributor to the Grant Project in all publications, news re le~ses and
other publici ty issued by the Grantee related to the project and agrees to allow the
Co unty to do the same. If any even ts are planned in regard to the Grant Project,
the County shall be acknow ledged ts a contributor ir, ~--, invitation to such events .
Grantee shall cooperate with the f'.c•u,ty in preparing public information 'oieces,
providin g ph otos of the Grant Prt )' c, irom time to time, and providing access to
the Grant Project for publicity put , Jses.
8. Requi re d Si gn at Project Site. Grantee agrees 10 erect and permanently maintain at
least one sign in a publicly visible area in recognition of the grant from the
Arapahoe County Open Space Program . The location, form, design , and wording
of such sign shall be approved by the Co unty . Such sign shall be erected prior 10
the completion of the Grant Project or its public openi ng , whichever is the earlier.
9. Report Requirements . On or before January 31, 2010 the Grantee agree s to
provide the County with a Grant Project status repcrt that describes the amount of
progress in com pletin g the Grant Project, Grant Project milestones, and the use of
the Grant Funds to date. The status report shall include r. spreadsheet comparing
tl1e original oudget to actual expe nses , plus two (2) or more high resolutio n dig ital
photographs srJwing progress and seasona; context at the Grant Project site.
Upon completion f the Grant Project, the Grantee also agrees to submit to the
County a final report, including a cover letter and a final spreadsheet comparing
the original budget to actual expenses that certifies what the Grant Funds have ·
been used for and that the Grant Funds have be en used in accordance with County
Resolution No. 030381. · The final report shall also include a detailed project
summary along with high resolution photographs of the various stages of the
Grant Project development and its completion . The Grantee further agrees to
provide the County with an electronic copy of th e fin al report , including separate

high resolution digital photographs. The final re port shall be submitted within •
three (3) months of project completion unless a longer period of time has been
agreed to by the County in writ:ng. The County shall be allowed to use

failur~ to Submit Reou ired Repo rts . Upon "~inen not ice from th: Count y's Open
Space Manager, infonn ing the Grantee that it has fa iled to submit any req uired
sta tus rep ort and /or iinal rep ort, the Grantee sh1II submit such rep orts to the
Count y through the Coun ty's Open Space Manager within thirt y (30 ) da ys, and , if
it fails to do so , the Grantee shall be deemed to be in violation this Agree ment.
The Grantee shall be ineligibl e for any future Grant Funds, until and unless such
reports ha ve been submined to the County's Open Space Manager.
Record Keeping Requirements The Grantee shall maintain a comp lete set of
bo oks and records documenting its use of the Grant Funds and it s supervision
and administration of the Gra nt Project. The County 01 an y of its du ly authorized
representative s shall have reaso nable access to any books, documents, papers, and
re co rds of the Grantee which are pertinent to th e Grant Project for the purpose of
making an audit, examination, or excerpts. The Grantee shall keep all books,
documents, pape rs , and records, which are pertine nt to the Grant Project , for a
minimum of th ree years . Grantee agreec to report to the County any une xpended
Grant Funds and consult with the County ~nceming proper accounting for
unexpended Grant Funds prior to completion of the Grant Project final report .
Reimbursement of Grant Fund~; The Grantee understands and agrees that if the
Grant is not used in accordance with its approved Grant Appl ication and /o r this
Agreement , the County ma y require the Grantee to reimburse the County in th e
amu unt of such Grant Fund s that a:e not used for the Grant Project.
13 . Remed ies . The rights and remedie s of the County as set forth in this Agreement
shall not be exclusive and are in addition to any other rights or remedies provided
by law.
14. No Waiver of Rights. A waiver by either party to this Agreement of the breac h of
any term or provision of this Agreement shall not operate or be constru ed as a
waiver of any subsequent brea:h by either party .
I 5. Chanues to Grant Project. The Gra ntee agrees and understands that its Grant
Project , once it has been approved by the Coun ty, may not be changed without the
County's pr ior approval. Cha nges mu st be reque ste d in writing and ma y not
be gin unt il an amendment to thi s Agreement ha s been appro ved by the County .
16 . Tran sfer of Interest in Grant Project. The Grantee und erstands and agree s that no
land or interest s acqu ired with the Grant Funds as part of th e Grant Project may
be sold , leased, tra ded, or otherwise conv eyed, nor may an excl us ive licen se or
penmi t on sa id land or interests be given , without prior approval of the Grantee's
governing body after conducting a public hea ring . The Grantee further agrees if
such sale , lease , trade or convey ance is made or an exclusive license or interest
has bee n given, th e proceeds shall be dep osi ted in an open space fund to be used
for purp oses co nsiste nt with Reso luti on No. 030381.
17, No tice on Us e Restricti on fo r Acq uir ed La nd s. Ara pahoe Co un ty intends to
req uir e use -restriction s on land acquired with Co unty Open Space fund s to ensu re
the long-term prote cti on of la nds for pa rks and ope n sp ace purp ose s, cons is tent
with Resoluti on #0303 81. The use -restriction may be in the fo rm of a
conservation casement or deed restriction , as appr oved by the Co unt y, att ac hed as
Exhib it B, if applicable to thi s project.

deemed by virtue of this Agreement to ha ve entered mto any partnership, jo int
venture , employer/employee , or other relr.t ionshi p wi ·'.h the County.
20 . No Third Party Beneficiaries. Nothing in this Agreement shall give or all ow any
claim or right of action whatso ever by any third party , incl uding , but not limited
to, any agents or co ntractors of the Grantee,
21. Severability. Sho ul d any one or more provis ion s of thi s Agreement be determined
to be ill egal or unenforceable , all other provisions nevertheless shall re main
effect ive ; provi ded , howeve r, the partie s shall forthw ith enter into goo d faith
negotiation s and proceed with du e diligence to draft a provision that will achieve
the original intent of th e part ies hereunder .
22. Written Amendment Required . Thi s Agreement ma y be amended , modified, or
changed , in who le or in part, only by written agreement dul y au th ori ze d and
exec uted by the Cou nty and the Grantee .
23. Venue. Venue for the trial of any action arising out of any di spute hereu11 der shall
be in Arapahoe Co unty District Court, pursuant to the appropriate rule s of civi l
procedure.

Disbursement of Gram Fund s. For land a.cq uisition projects, Gra nt funds are
to be made available to the Grantee by the Co un ty al the time of real estate
clos in g. For all other Grant Proj ects , fu nd s shall be transfer red soon after the
exec ution of the \GA . The preferred method used by the Co unty for transfe r of
Gran t project fund s is by ACH Authorizat ion . Gr.1nlee agrees to this method .
Signatures . The signatories to th is Agreement re prese nt tl1al they are fully
auth ori zed o execute thi s Agreeme nt and bi nd their respective enti ties .

EXECUTIVE SUMMARY
Centennial Park, Englewood 's largest park at 46. 7 acre ,; was expanded in 2001. Th ~
expansion called for a baseball field, softball field , socc,ir field, restrooms and trail
connection s to Centennial Lake and the South Platte R ver/Mary Carter Greenway.
Project budget constraints required that the planned lig •1ting of the baseball and softball
fields be delayed . The baseball and softball fields hav, become two of the premier
ba llfie lds in the so uth m etro area. The need for additio ,al playing t ime on these popJlar
fields is critical for the many yo uth , school and adult tea ms an':l associations that call these
ballfields home.
The increasad co mmunity need and the ability of th e C.i ty to budget substantial fundi
towards the lighting project have elevated the Centenr ial Park Ballfield Lighting Projw;t to
our highest priority. The total project cost of $367 ,400 will provide for green technolc,gy,
&,ate of the art sports field lighting for the 90 foot baseball and adjacent softball field . With
an Arapahoe County grant award of $167,400 and th, r1 ♦v's match of $200,000 (54%),
Englewood will m ove ahead quickly, anticipating proj, ct .. ~:npletion by April 2010 .

Part F -DETAILED PROJECT NARRATIVE AND SELECTION CRITERIA
1. Project Description 20 points
Centennia l Park , Englew ood's larges! park al 46 .7 acres , was expand ed in 2001 adding three
athl etic fields , restroom facilities and trail connections to Centennial Lake fishing amenities and the
Mary Carte r Greenway on the South Platte River. The expansion project was the result of
pa rtnerships ar,J support from the Colorado Rockies McCormick Foundation , City of Sheridan ,
Sou th Suburban Parks and Recreation District , Urban Drainage , All Souls Catholic School,
Arapahoe County, Englewood Youth Sports Association and th e Colorado Conservation Trust
Fund . The former landfill was slated to become a waste transfer station. City leaders, aided by a
$705,000 Brownfield loan , were able to protect the land from development and preserve it as park
land . The expansion goals were to de velop badly needed athletic fields while enhancing access to

Near ly all goals were met in the initial phase one expansion with the exceptio n of the pl1. 1'\ 1ed field
lighting of the baseball and softball fields. Project budget constraints req uired that lighting the
ballfields would have to wait until phase two fund ing became available . The City has been able to
bank funds from various sources including Arapahoe County Sharob?. :k funds an d user fees to
contribute to the ballfield lighting fund . With the grant funding that is being requested , the City of
Englewood can complete the lighting project very qu ickly. Th e City hopes to be :,laying under
lights in the spring of 2010. As evident in our user groups support letters , the need for add iti onal
game and practice time Is critical. As our recreation program leagues , sponsored youth sport
associations and school programs grow , we cannot meet their field time requirements . By lighting
the fields, we can increase playing time substantially . If we are unsu ccessful in obtaining grant •
fu nding, the lighting project will likely be delayed severa l years or be in jeopardy of compl etion due
to the competition of capita l funding within the City.

The Recreation Department participants , yo uth sport s associations and schools tha t will benefit

reasonab le in o ur community which has a high percentage of low income families (approximately
50% fr ee and reduced lunch recipients in Englewoo d Schools). Although these youth association s
can not contribute to th e cap ital construction cost s of th e ballfield light in g project , the y will be
con tributing through user fees .
Over 140 teams wi th in six recreational youth and adult associations and schools currently use
Brent Mayne Field (90' baseball field ) and the adja cent softb.;II field . With additional fi e ld time as
the result of lig hted ballfields , our user groups indicate they ma y be able to grow the ir programs .
Other teams and associations such as University of De nver, Colora ·!= Shristian Un iversity and
Arapahoe Youth League (AYL ) that we pre sently can no t accommo~ate will be able to play on
these 'lighly desirable bal lfield s.
We project that with the add itional evening hours afforded by field lighting, we can increase field
availability by five perce nt c; 900 total hou•s . The total number of individua ls affected by the
lighting project coun tywi dc i ; estimated at 1400 individual athletes and their families .

such as fall yo uth football and sor.cer practices , at-"ity to host local, regional and stote level

3. Planning and Der-i gn 25 points
Th e Centennial Park expam,iun site was identified in the 1979 City of Englewood Master Plan for
future acquisition/park expa11sion . The City completed the Englewood Recreation Facility Study
(Barker Rinker Seacat Architecture ) 2001 ; th e South Platte River Open Space Plan (Wenk
Associ ates) 2002 ; and the t::nglewood Parks and Recreation Master Plan (EDAW) 2006. These
plans identified the need for and recom mended 1he construction of lighted ballfie ld s along with the
other park amenities an d trail enhancements previous ly mentioned. Completion of the Centennia l
Park expansion (phase It , b3llfie ld lighting) has bee n a priority for th e City since 2001. A rece nt
escalation of need and the potential of funding through Arapahoe County Sharebuck and grant
funding has elevated the ballfield lighting proj ect to high priority.
The City has consulted with th e Arapa hoe County Grants Administr~•.or, e lectrical co ntractors and
sports -fiel d lig hting vendors In an effort to confirm project eli g ibi lity and obtain reliable project cost
es timate s. Project planning and costin g has been completed re cently in order to avoid budget
shortfalls and provide for a fast tra ck yet realistic project timeli ne. As suming that we receive grant
lunding the project will be compet iti vely bid in th e fall with product delivery and insta ll ation in th e
late wint e r taking ad vamage of f rozen gro und cond itions that will minimiN turf damage . Th e
project co mpletio n date would be Ap ril 20 10 .

A s part of the Cit y's efforts to be green and as ene rgy efficient as possible , the ballfield lig hts we
are proposing will incorpo rate state of the art , high efficiency spor ts-lighting technolog y. We •
an ticip ate energ y and ope rating savings of 50% co mpare d with the old technology. Automated
scheduling and monitoring systems will ensure lights are on only when they are needed . New
technology will also substantially reduce spill light and glare by 50%, benefitting players an d
neig hbors .
During the ba llfi el d pla nn ing and co nstruction in 2001, although
the fiel d lig hting had to be del ayed, the City was abl e to
com plete placement of th e light standard bases and the
sup port ing electrical co nduit. Thi s will res ult in subs tant ial cost
savings for the proposed project. Having th e pole bases and
conduit in pla ce also allo ws us to avoid major tren ching and
excava t ion.

Englewood partnered with many organizations and government agencies to co nstruct the ballfields
in phase one of the Centennial Park expansion . Several of these group s continue to offer their
support for the ballfield lighting that will complete the proj ect. Many athletic organization~ •hat will
benefit directly by increased playing time on the tw o ballfield s have prepared letters of support:
All Souls Catholic School , Englewood Publi c Schools, Englewoo d Yo uth Sports Association, South
Metro Youth Baseball and th e Natio nal Adult Ba sebal l Associa tion . All Souls School contributed
$2,000 to the initial ballfi eld cons tru cti o n . A le tt er of support from Englewood Parks and
Re creation Commission is al so attached . Alth o ugh installation of th e lig hts does not allow for the •
use of volunteers, the you th ass ociations contribute many hours in the field preparation and park
clean -up.
The tota l project cost is $367,400. Th e grant requ est is fo r $167,400 with a City match of $200,000
(5 4%).
5. Long-term Maintenance 15 points
The C ity of Englewood Department of Parks and Recreation will be responsible for long term
main tenance of the ballfield lights and suppo rting infrastructure. We will be specifying a new
techn o logy sport lighting system th at is not only green and ene rgy efficient, but includes a
comprehensive product warranty prog ram covering 100% of rna intenance costs inc1udlng parts and
labor for 25 years . Englewood will in stall and maintain th e best available sports lighting product,
insuring the best and safest playing conditions . We anticipate ballfield and parking lot lighting will
al so reduce vandalism withi n the park.
6 . Connectivity 10 points
Ce ntennia l Park is loc~ted on !he South Platte River near the confluence of Big Dry Creek and the
South Platte River. Many park and ballfield parti cipan ts bike or walk to the park via Bi g Dry Creek
Trail and the Mary Carte,r Greenw~y. Ample parking adjacent to the fields allows for ballfield and
trallhead parking . The parking lot accommod ates fishing and kayak/canoe access to the South
Platte and Union chutes. Several Centennial Park concrete trails connect to the Mary Carter
Gre enwa y providing easy ADA compliant access to and from the park and ballfields . Centennial •
park is also within walk ing distan ce of RTD bus service on Federal Blvd .

Englewood Youth Sports Associa lion has been in existence since 198 9 serv ing the you th
of Englewood. We a re o non-profil , all volunteer orgonizotion dedic a ted to providing
competit ive sp orts p rograms l o the you th in Englewood . EYS A began a s a You th
football Pro gram. later on adding basketball, softball and even tu all y baseball. We
o ff er competitive sports at the lowest possible cost for both boys and girls , grades
sec o nd through eighth.
Our organization is very fortunate to h:ive a cooperalive, working partnersh ip w ith
Eng lewood Parks and Rec reation. They provide both practice and ploying fie lds for all
our spor ting events, including foo tball . They provide fi eld maint enance for ploying
fields, support to our sp or t director s and as sistance with sc heduling lo meet the needs
•
of a ll th e chil dren w ithin our communi ty. Th e scheduling of bo lh pra c tice and ploying •
time is a very de loiled proc ess as it "'11 only in volves our orgoniza li on bul also th e Porks '
team programs as well as so m e ~duli ng for high sc hool teams. The sched uling
process in its elf req uires a dedicated efforl on behalf of oll lhe argonizo lions to g et the
proper fie ld usage for the variou s tea ms. Th e Eng lewood Parks and Recre alion group is
the leader in accomplish ing I hi s task and we are very grate ful for their commitment to
our organizati on and athletes. With0Jf their support of our organizalion we would not
have a dequate field ti me far our kids to play on.
EYSA sp onsored a regional Babe Ruth so ftball tournament in 2008 over a 4 day period,
involving four sep a rale fields within Englewood. Th e tourn ament was a great succes s for
our organiza ti on, th e Babe Ru th Softball organ iza ti on and the en tire Englewood
community. However, thi s event would not have brought such accolades to those
involved with ou t th e hard work and dedic ation of the Englewood Parks orgonizali on.
They contributed their li me, maintenance equipment. event expertise and general
support efforts lo er ;ure the event was o su ccess. Th is was on event spons ored by EYSA
but you wouldn'I ho,e known that based upon th e in volvement of our Parks staff. Thi s
was true dedic ation to the you th of Englewood and th eir ac ti vit ies.
Our sof tball and baseball programs normally have lOQ.120 players enrolled. Our goal is
to have a te am at every grade level for both sports . As much as we want our numbers
to increase we will certai nly a dd to a growing problem related to field usage . We have
no available land w ithin our community where we can build additional fiel ds so we •
• m usl fi ne w::,ys to b et1 er utilize the fi elds w e c urre n tl y hove and meet all the parti cipants
n eeds . Adding lights to the Brent Mayne fa c ilit y would c ert ainl y help us a chieve this
goal. Du ri ng the months of Moy and J~ne we hove EYSA baseball and softball.
Englewood High School baseball, Catholic youth teams and the Englewood Porks
youth pro grams all vying for the some fie lds. This entire scheduling process is ind eed a
headach e but if there ore any game changes due to weather or field conditions thi s
instantly turns int o quite the nightmare . If we were able to add lights to a current field
we c ould in c rease our field usage t:mefrome. This would also enhance our ploying
•,mes far our football program which continues to odd numbers each seosa11. Anoti,~r
factor to adding lights would be our ability to schedule night games allowing more
famil y and frien d attendance. Due to our limited timefrome we must s1ort our games as
soon as possible in the afternoons . preventing some of ou r working familie s from
attending. If were able to schedule games later in th e day we would poss ibly in crease
our parent and comrnuni1y support.
The Brent Mayne field is a wonderful venue for the City of Englewood .Our children lov e
to pl oy th ere saying "this is like ploying at the Col orado Rockie s". For many al them this
field is as close to th~ Rockies field that some of them may ever get. As a community
w e wont to t:.e able to offer the best opportunities to all our children. whe1her i1 is
through Englewood Porks and Recreo1ion C ' EYSA programs. We trul y believe that
adding lighting to this field wil! help us increase our participation numbers . alleviate
some of our scheduling ~sues and bring our community togethe r at a great venue for
a ll. Everyone dreams of being under the lights. whether they ore ploying or cheering on
their players . If we are able to enhance the fields with lights . it will help us achieve 1his
dream for our entire community.

Council has supported several City applications for Arapahoe Coun ty Open Space grant fundi n g
since the Open Space Sales and Use Tax was approved in 2003 . This ye ar th e City was successfu l in
its gra nt requ es t fo r funding ph ase two deve lo pmen t of Centen ni al Park ex pansion. (Ballfield
li gh ting)
RECOMMENDED ACTION
Staff recommends th at Council approve a bi ll fo r an o rdinan ce auth o ri zi ng an intergovernm en tal
agreemen t between th e City of En glewood and A rapahoe Coun ty for acceptan ce of Centen ni al
Park Ballfi eld Lighting grant funds .
BACKGROUND, ANALYS IS, AND ALTERNATIVES IDENTIFIED
Cente nnial Park was ex panded in 2001 to include baseball and softba ll fie lds with lights. Bud get
constraints restricted the work related to ballfied lighting to elec trica l conduit and light pole base
ins tall ati on. The placeme nt of th e ligh t poles and fixtures was d elaye d until additi onal funding
became avai lable. In c reas ed play o n the two ballfields eleva ted the nee d for li ghts that w ill provid e
addi ti o nal p laying tim e. Th e ava il abili ty of Open Space shareba c k ft1nds and a successful grant
appl icat io:i award in Jun e 2009 p rovide the necessar capital to complete the lighting project.
FINANCIAL IMPACT
Total project cos ts are es timated at $367,400. Fu ndi ng sources w ill be p rov ided by th e grant award
of S167 ,400 and bud ge ted Open Spa ce Shareback iunds of $200,Jr,0.
