Please note that registration wlth this website olso requires users to be registered with the Central

The Po lice Department is recommending th at City Council adopt a bill for an ordi nance authorizi ng
the acceptan ce of the Community Orien ted Policing Services Hiring Recov ery Program (CHRP)
gra nt via th e U.S. D epartment of Ju stice .
BACKGROUND, AriALYS IS, AND ALTERNATIVES IDENllFIED
Th e so licitati on for th e CHRP gra nt appli cation was announced o n March 16, 2009 . A t Co un cil 's
direc tion, th e Po lite D ep artm ent submitted its applica ti o n reques ting four entry leve l p oli ce officers
on March 3 1, 2009. The purpose of th e gran t is to prese rve and c reate jobs and to in crease a
p o lice age ncy's capacity in its c o mmunity policing and crime prevention efforts. The stated
purpose of th e Po lice Departm ent's app licatio n was to re-es tab lish th e Impact Tea m . One billion
d o ll ars was avai lable to law en forcement agencie~ through o ut th e United Stat es . Na ti o nwide, 7,272
agencies appl ie d ior CHRP funding, inclu d ing 103 la w enforcem ent age ncies in Colorad o. Th ese
requests exceed ed eight b illi on dollars in funding requ es ts. O n Jul y 28, 2009, the Police
D epartmen t was notified th at it was succ essfu l in its grant app li ca tion and was awarded $697,146
for thr ee ent ry leve l p o lice o ffi cer p os itio ns .
FINANCIAL IMP ACT
CHRP funding w ill pay for three entry leve l po lice offi ce r po siti o ns, sa la, y and ben efi ts, for th .a first
three yea rs o f th e grant. Th e gra nt mandates th at th e City o f En glewood maintain th ese three gran t
posi ti ons for a fou rt h yea r and that the City ass um e responsibility fo r th e sa lary and be nefits of th e
three offi cers. Als o, th e grant m andates th at th e Po lice Departm ent cnust maintain it s authorized
staffing leve ls as th ey ex isted w hen th e grant was submitted o n M arch 3 1, 2009.
