WHEREAS , th e Cit y Co un cil of the City of En glewood authorized an intergovernmental agreement betw ee n the Ci ty and Englewood Schoo ls for the lease of Duncan School pro perty fo r park and recreat ion al purpos es, with the pa ssage of Ordinance No . 35, Series of 1978 ; and WHEREAS , the Cit y of Englewood, Co lorado has mai nta ined and operated Dun can Pa rk as a communit y park fo r over thirt y years through a lease agreemen t with Eng lewood Schoo ls and is considered a va luable and irreplaceable part of th e Englewood park sys tem: and WHEREAS , Duncan Park is the~"' .rk located in the so uth east quadrant of the City of Eng lewood; and WHEREAS. in 2006 th e Arapahoe School District No . I (Englewood School Di strict) voted to sell th e Duncan Park propert y; and WHERE AS, th e Englewood Ci ty Co un cil passage of Ordinance No . 42 . Series of2007 authorized a Contract for Deed for the purchase of Dun can Park located at 4848 Sou th Pennsy lvania by th e Cit y; and WHEREAS. the Englewood Cit y Co un cil passage of Ord inan ce No. 8, Series of2008 aut horized an intcrgovemmcmal agreement regarding the 200 7 Grant of Great Ou td oo rs Co lora do beneen the St ate Board of the Great Ou td oors Co lorad o Trust Fund and the Cit y fo r Dun can Park acquisition ; and WHEREAS , tl1 e final third parcel purchase will be completed in 20 IO; and WHERE AS. the Ci ty intends to raise the old sc hoo l buildi ng on the site and tota ll y re-deve lop the prop ert y into a neighborhood park: and WHEREAS . the estimated cost of 1.2 million dollru , inclu des planning/design and co nstruction: and WHEREAS, th e !'ark amen itie s may in cl ud e; pla ygro und . pic ni c pa vi lio n, multi-use ball fi el d, res 1roor.i, landscap ing and int ernal trail develop ment ; and WHEREAS. the passage of th is Ordinance suppo rts th e City·s grant app lica ti on to Grea t Outd oors Co lora do for Dun can Park de ve lop ment fundin g. • NO W, THEREFORE, P.L IT ORDAINED BY THE CITY C UNC IL OF Tl·IE CIT Y OF ENGLEW OO D. Th e Ci ty Council cf the City of Englewood supp ort s the Great Outdoors Colorado gram application for Duncan Park deve lopmelll funding an d has appropria ted matching funds for a grnn t with Great Outd oors Co lorad o. Sec tion 2. The Ci ty Co un cil of the City of Englewood authori1cs th e expe nditure of fund s necessary to meet the tcnns and obligat ions of an y Grant awarded . Section 3. The project site is currently bein g purch ased by the Cit y of Englewood and it anticipales park use fo r the next 25 years. Section 4. The City Council of the City of Englewood intend s to maintain Duncan Park developmen t in a high quality condition and will appropriate funds fo r maintenance in its annual budget. ~-The City of Englewood has the ability to comp let e this project and has demonstrated this ability . The City's Public Works Department and Parks and Recreation Department have an exce llent track record of completing projects in a timely manner and within budget. Successfu l management of capital projects have in cluded ; a nine hole expansion, club house improvements and establi shment of a teaching facility at Englewood Golf Co urse in 1995; 9.4 acre expa nsion of Centennial Park in 200 I; expansion of Eng lewood Recreation Center, Malley Senior Recreati on Ce:iter and construction of Pirates Cove Water Park in 2004 and redevelopment of Broken Tee Golf Co urse in 2008 . Th e Pa rks and Rec r ea tion Commiss ion has ide ntifi ed redeve lopment of D uncan Pa rk as a high priori ty . Th e Commissio n has recommended to Coun ci l th at th e City p urs ue a Special O pportuni ty COCO G ran t in Decembe, 2009.
