APPLICAT ION FOR DUNCAN PARK DEVELOPME NT FUNDING.
WHEREAS , th e Cit y Co un cil of the City of En glewood authorized an intergovernmental
agreement betw ee n the Ci ty and Englewood Schoo ls for the lease of Duncan School pro perty fo r
park and recreat ion al purpos es, with the pa ssage of Ordinance No . 35, Series of 1978 ; and
WHEREAS , the Cit y of Englewood, Co lorado has mai nta ined and operated Dun can Pa rk as a
communit y park fo r over thirt y years through a lease agreemen t with Eng lewood Schoo ls and is
considered a va luable and irreplaceable part of th e Englewood park sys tem: and
WHEREAS , Duncan Park is the~"' .rk located in the so uth east quadrant of the City of
Eng lewood; and
WHEREAS. in 2006 th e Arapahoe School District No . I (Englewood School Di strict) voted
to sell th e Duncan Park propert y; and
WHERE AS, th e Englewood Ci ty Co un cil passage of Ordinance No . 42 . Series of2007
authorized a Contract for Deed for the purchase of Dun can Park located at 4848 Sou th
Pennsy lvania by th e Cit y; and
WHEREAS. the Englewood Cit y Co un cil passage of Ord inan ce No. 8, Series of2008
aut horized an intcrgovemmcmal agreement regarding the 200 7 Grant of Great Ou td oo rs
Co lora do beneen the St ate Board of the Great Ou td oors Co lorad o Trust Fund and the Cit y fo r
Dun can Park acquisition ; and
WHEREAS , tl1 e final third parcel purchase will be completed in 20 IO; and
WHERE AS. the Ci ty intends to raise the old sc hoo l buildi ng on the site and tota ll y re-deve lop
the prop ert y into a neighborhood park: and
WHEREAS . the estimated cost of 1.2 million dollru , inclu des planning/design and
co nstruction: and
WHEREAS, th e !'ark amen itie s may in cl ud e; pla ygro und . pic ni c pa vi lio n, multi-use ball fi el d,
res 1roor.i, landscap ing and int ernal trail develop ment ; and
WHEREAS. the passage of th is Ordinance suppo rts th e City·s grant app lica ti on to Grea t
Outd oors Co lora do for Dun can Park de ve lop ment fundin g.

Section I. Th e Ci ty Council cf the City of Englewood supp ort s the Great Outdoors Colorado
gram application for Duncan Park deve lopmelll funding an d has appropria ted matching funds for

Sec tion 2. The Ci ty Co un cil of the City of Englewood authori1cs th e expe nditure of fund s
necessary to meet the tcnns and obligat ions of an y Grant awarded .
Section 3. The project site is currently bein g purch ased by the Cit y of Englewood and it
anticipales park use fo r the next 25 years.
Section 4. The City Council of the City of Englewood intend s to maintain Duncan Park
developmen t in a high quality condition and will appropriate funds fo r maintenance in its annual
budget.
~-The City of Englewood has the ability to comp let e this project and has
demonstrated this ability . The City's Public Works Department and Parks and Recreation
Department have an exce llent track record of completing projects in a timely manner and within
budget. Successfu l management of capital projects have in cluded ; a nine hole expansion, club
house improvements and establi shment of a teaching facility at Englewood Golf Co urse in 1995;
9.4 acre expa nsion of Centennial Park in 200 I; expansion of Eng lewood Recreation Center,
Malley Senior Recreati on Ce:iter and construction of Pirates Cove Water Park in 2004 and
redevelopment of Broken Tee Golf Co urse in 2008 .

BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
Cou nci l has auth orized a three-ph ased p urc hase of D un ca n Par k fro m En glewood Sc h ools. The fi nal
payme nt fo r Parce l #J w ill b e co mpl eted in 20 10. Redeve lopm ent of Dunca n Park, incl uding th e
removal of th e old sch ool buildin g is su pport ed by th e Parks M as ter Pl an adopted in 2006. Th e
Pa rks and Rec r ea tion Commiss ion has ide ntifi ed redeve lopment of D uncan Pa rk as a high priori ty .
Th e Commissio n has recommended to Coun ci l th at th e City p urs ue a Special O pportuni ty COCO
G ran t in Decembe, 2009. Th e o ne-ti me Specia l Opr,ortunity Gra nt all ows for a maxi mum gra nt
submi ttal of $700,000 for shovel rea dy projects th at mu st be com pl eted w ithin three years of th e
grant award . Th e es tim ated cos t of th e total rede ve lopm ent of Dunca n P rk is $1.2 M illi on.
Ant icipa ted fun ding sou rce; include COCO Special O pportuni ty Grant, A rapahoe Cou nty Open
Space Gra nt, Conse rva tion Tr ust Fun d, and Arapahoe County share back funds.

Op portunit y Loca l Park s and Outdoo r Re creation ("LPOR ") grant cycle tha t will award between $5 and
$7 million of Local Govcmmcnt purp ose fu nds to help municipalities, co untie s, and park and recrea ti on
s pec ial di stri cts acqui re, ex pand, enh ance and imp rove parks, outd oo r recreatio n and environm enta l
education facilities . Th e Proj ec ts Comm ittee meeting to di scuss staff's funding re co mmendations will be
held on Ma rc h 11 , 20 10. Th e Board deci sion for thi s cycle is tentat ive ly sched ul ed for the April I, 20 I 0
Board me eting .
Thi s program is designed to cover projec ts hat are too costly to fit within the regular LPOR b'l'ant cycle
and to take ad va ntage of special op portunit ies du e to relati vely depre ssed real es tate and constructi on
pri ces and the dow n eco nomy. We expect grant requests to exceed $200 ,000, up to $700,000 for
park/o utd oor recreation developm ent/enhancement projects . We will co nsi der applicatio1s th at request
more than $700 ,000 for exceptional proj ects that can demon strate a need for higher levels of fundin g;
howev er, grant requ ests for $200 ,0 00 or less shou ld be submi1ted in the next regul ar LPOR cy cle (which
will likel y be ann ounced in Decem ber). Beca use of the size of th e req uests and the limited amount of
ava il ab le funding, we expect this cyc le to be extremel y co mp et iti ve so funding is not guaranteed.

GOCO will not fund more than 70% of' th e propos ed proj ect's eli gible co sts. In other word s, of all the
re so urces requ ired to compl ete th e propo sed project , in clu di ng the req uested GO CO grant , a minimum of
30 % mu st come from so urce oth er th an GO CO. Alth ough to••I matc hin g resources ma y be eit her cash
or in -kind (see bel ow for more infonnati on regardi ng in -kind match), a minimum of 10 % of the total
project costs mu st be a cash match from the appli ca nt and/or part ners.
In -k ind contribution s may inc lud e donated quantifiab le professio nal serv ices , mat eria ls and suppli es,
eq uipment, etc. "Vo lunte er," or non-qu antifiable, non-profess ional tim e, ma y not be used as an in -kind
co ntri buti on. This in fo nn ati on wi ll be documented in the lellcrs of non-cas h support th at are required to
be included with thi s ap pli cati on.
Land value: You may use the valu e of lend purchased specifi cally for the purpose of thi s proj ect as a
cash match ifit is purchased wi th in 3 yea rs of th e grant decis ion date . You may use the value of land
donated specifica ll y fo r th e purpose of thi s project as an in-kind match ifit is donated within 3 years of
th e grant decision date. Both instances will ass ist in sati sfyin g mat ching requirements on ly when th e land
wi ll be developed for GOCO eligible uses (public outd oo r recreation or enviroument al educati on
facil iti es). The va lu e of th e land used to meet the matchin g requirements may onl y be used one time . The
hi storic co st, or va lu e at time of purchase or donat ion , may be used as ma tch . Land donati ons from one
gove nun ent entit y to ano th er cannot be used as match .
Design, Architectural and Engineering Costs : Only fifty percent (50%) of the total design,
engineering, planning and/or architectural costs ma y be a.scd us pi1rt of th e applicant cas h or in •
kind nuu ch. GOCO fund s cunnot be used to pa y for these expenses. For example, if yo u have
estim ated spendin g $5 ,0 00 on de sign and engin eeri ng for th e project $2,500 co uld be used as match in
yo ur budge t. Please id entify th e total desig n/architectural or engi neerin g as a foo tnote on th e budget (i.e.
50% of $5,000 = $2,500). Agai n, GOCO fund s ma y not be used for these cos ts, so please li st them in the
applican t or partn er co lumn of the budget.
5. Preliminary Timelinc Estimate:
Work on th e propo sed projec t may not begin until after the grant agreem ent has been signed by GOCO
and the grant ee. Howe ver, th e timeline should be gin with th e Boa rd deci sion dat e (Apri l I, 2010). Grants
are allowed up to three years from the award dat e for completi on. Any pro posed chunges, i11cludin g
e/.lensions, modifi cations or ea rly co mpl etion , mu st be req uested in writing an d approved in adva nce by
GOCO . Proje cts not co mpleted in a timel y manner are subject to th e Overdu e Grants Poli cy and may be
de auth oti zed. GO CO's Ove rdu e Gra nt Poli cy can be fo und at www .goco.o rg .
6. Property Ownership:
All pro pe11 y on whi ch GOCO fund ed projects are loca ted mus t be under th e co ntrol of th e applicant ,
with ol'I enc umbra nces, for at least 25 years. This infonn ati on mu st be docum e nt ed on a deed or long-tenn
lease. If th e property is owned by a third party (e .g. a sch oo l di stri ct), an lnt crgovcmmental AL'feem\;!l!
