Invocation The invocation was give n by Council Member Mccaslin. 3. Pledge of Allegiance The Pledge of Alleg iance was led by Counc il Member Mccaslin. 4. I thin k .vod is a big item on that and certainly is something that is needed in today's economy . We certainly appreciate all of the service and the work that all of the rec ipients, and all of the others that had applied, provide the City of Englewood and the surrounding community . Thank you . Various Council members also sa id thank you . There was a round of applause . (b) Rhonda Wilcox , an Englewood resident , sa id we actually planned our presentation so I would go firs t. Mayor Woodward asked If Jess ica was going to go second then . Ms . 11\Jiico x repl ied sh e will go second . Mayor Woodward said I will just switch you around . Ms . Wilcox said I have lived in Englewood for seven years . Ironically enough , I am here to ta lk to you about food , since we we,e just talking about food . Jessica and I have gotten together. We would like to present to you our idea and desire for a com mun ity garden for the City of Englewood , We believe that a community garden would be an ideal way of uniting Englewood residents , as well as providing an increase in pcsitive • • relations and help community health . We also have an idea for a location to revitalize the historic depot area off • of Dartmouth and Fo x. Jessica is going to talk a little bit about that. I believe that a community garden is an incredible way to have a positive influence on our environment, as well as our community . I'm sure that you are aware ... in reading the news and following the issues .. , that there is an Increased globa .. zation of our food industry as well as ... l couldn 't think of a good word so I came up with my own word ... an •agribus iness ' of our • Englewood City Council January 20, 2009 Page 3 food industry . It has always concerned me that with th e globalizat ion of our food , a lot of our food travel s the distance of New York to Denver Defore 1t reache: its dest ination . We dre so concerned with cu tt ing back on driving , but yet our food travels more than we do to get to us . It 's an SUV diet . which isn 't a term I came up wi th; I got it out of a book. But it : , an SUV diet and it bothers me that this is what ou· food industry has become . Also . alongside of that , I have a hug e concern with the way th at agriculture and farm ing has taken a mass product approa ch to farm ing and that has brought in th ing s like e-col i in spinach and diffe re nt diseases that come with nol having the proper rotat ion and proper harvest ing and growing of our food . It is also a very recent trend . Up unt il about 50 years ago , people got mos t of their food from the ir own gardens or gardens of friends or local produce rs . So having mass globa liz ation is a relat ively new concept. We , Jess ica and I, are concerned with tho se con cerns and also ,,ith the community effect of hav ing a community gard9n . We believe that a com,nun ity garden wo uld decrease our dependency on fossil fuels , in a small . well-rounded way . It would also help to provi de healthy produce for our communities . It would foster relationsh ips among ne ighbors and send a message to other commun ities tha t Engl ewood is doing its part to create a healthier world fo r its citizens and the surrounding area . I also see this community garden as bei ng a way to educate people about the importance of healthy eating as we ll as cu sta lnable wa ys of raising our food . I feel a garden wou ld provide ou r commun ity with a measure of control over the way that we treat the env ironment , the way that we interact with our neighbors , and the way that we take care of ourselves and our families . A ccimmunity garden will require a lot of patience and ded ication and hard work , wh ich as you can see ... since Jess ica and I are here , we are willing to put forth that effort. But I also feel that it will have long last ing , fa r reaching and very pos itive effec ts on our community . Thank you . Mayor Woodward and several members of Council sa id thank you . (c) Jess ica Olsen sa id I ha ve liv ed in Englewood for 8 years . Thank you for letting us tag team on you ton ight. May I have your permission to pass out a flyer th rough the City Clerk ? On that flyer are some bulleted ideas that we will be presenting to you . There are so many reasons to have a commun ity garden . Rhonda mentioned some of our ideas concern ing the environment and conserving and green ify ing the • neighborhood . The other concern that Is on my heart is that we are heading into some fairly difficull economic limes , as we all know , and Englewood is getting hit just as hard as anyon e else rig ht now . We went ahead and talked to some of the local food banks who report to us that they are seei ng so met hing like 25 to 30 new fam ili es every wee k. And so that is just on the incre ase . People are find ing new ways to get the ir food and having a li tt le bit of struggle do ing that. During hard economic times , peop le want to be more self-re li ant. We find people wanting to find more creative ways for find ing the ir own food and the ir own healthy food . And so garden ing is one of those ways that people do that , but not everyone in Englewood ha,. the land . I would argue most peop le in Englewood do no t h,we the ki nd of land to produce a garden ... a kitc hen garden lik e we used to do that would really benefit the ir nutrit,,,n. So a commun ity garden would he!p in a nu"1ber of ways . One is that it would provide some of the lan d •>,e space , for people to gro w the ir own vegetables , whether that Is in a plot by plot bas is or in a communal e , :1 . It would prov ide families an opportun ity, with maybe some educat ion programs , to leam ho w to grow in sma1o areas and even take that back to their own gardens in the ir ow n yards . It would also prov id e fam ilies with food . You co uld do that in a nomber of ways . There have been lots of urban ga rdens in other cities that have done it through the food ban ks, where everyone pulls together. Yo u get a team of volunteers tha t work the land and that produce goes to the food bank . Yo u can also do it through famil ies . maybe th roug h some of the schools . And so with the econom ic times such as the y are , I feel tha t if we use our land wisely in gardening , we ha ve the potentia l to guard aga ins t some of the tt,ings tha t could come down the lin e. I mean , we hope th at the econom y turn s up , but we don 't know . And whether it tums into an inflationary cycle or a deflationary cyc le, it wo uld be good to have some of th e resources in our own town . I would like to po int out that urban gardening has really taken force acro ss th e co untry and , really , the world . It you take a look al some of the websites that I have put on there , you might want to check out Urba n Farming , it is a pretty high profile organization . They have been active in Detroit and California and other cities . In Chicago and Detro it, there are plots that the City has , in one way or another, turned over to urban garden in g organ izations and they have been ab le to prov ide food for local food bank s and some of the restaurants . You 'll see in Chicaao , in the midst of the high-rises , these little squares of green where they are growing sp inach and cabba ge an ti all of these things . Denve r and Littleton both have community ga rdens and we feel tha t ,t is time for Englewood to start do ing the same . I would like to point out that we are not the first ones to come up with th is idea We have • community gardens . on a small scale , at Bishop Elementa ry School and I, myself , have been enjoying having a co uple of thos e plots . And I know , j ust from brief conversations with Linda McCaslln , that sl,e is very interested in expand ing that . So , whe the r this mea ns th at we would maybe start wit h expandi ng lh ~ Bishop gardens ; maybe exp anding 1t to severa l differen t xations in Englewood , we just th ink. ~h at it is worth the time and Englewood City Council • ,nuary 20, 2009 Page'♦ palience that it would take . I wanted to address one of the ideas that came across our little two--person table was the Eng lewood Depot lot. I just want to throw that out there . I know that has been a site that has been in the minutes a lot over the past 10 or more years and you don 't quite know what to do with it. The neighbors , that I talked to , wonder what is going on with that. I personally just th ink that would be a great !t pot in the future for maybe a community garden . That lawn Is just b,,ing mowed and watered . If we had the opportun ity and the supp<:rt of the City, we would maybe do the leg work ... we would need a lot of support ... but we could maybe organize something for that lot to produce something . We would start by beautifying ii a little bit , maybe with some flowers while the land is being cultivated , but it would build the commu nity by having people pull together in whatever way that would be organ ized . So , we th ink that woul d be an excellent use of that particular land . But we want to clarify that we 're really here to try to get the support for an Englewood garden , wherever that is . It's not so import an t the location , although we 're throwing some ideas out there . And in closing , I would just like to say , we 're here to get some support and say where do you Cou ncil members feel that we should go from here? We are not asking Englewo,,d lo produce this and we want to do some of the legwork , but we would like to know where yo u think we should ,io from here? And where do you think we could possibly get some support or funding? Would you feel supportive of this idea ? Should we be speaking with the Community Development Department? Should we be contacting Parks and Rec ? Where should we go from here? So we are ask ing for input. Than k you . Mayor Woodward and several Council members said thank you . Council M~mber Wilson said can I make a comment or speak lo them or should I wait? Mayor Woodward said you can go ahead and make a co mmen t. He sa id Councii ivlember Wilson would like to make a comment. Council Member Wilson said I just want to let you know that I'm on the Cultural Arts Commission and they work with Parks and Rec . Th is just came up al our last meeting ... a community garden . So I've got Jessica 's phone number and If I can contact you and let you know ... because we are supposed to meet tomorrow , but I haven 't heard back from Parks and Rec . Maybe we can all get together or I will talk to them and get back to you and • see what we can do . Ms . Wilcox and Ms . Olsen said great , okay . Council Member Wilson said because we're • very supportive of ii in the Cultural Arts Commission an d I agree that it is a totally great way for the community to come together and we are talking about being able to give the food away to other people . You can raise some for yourself. You can give it away ... whatever you would want to do with it. And ii is a way for all ages to gel together , for the people who live in apartments or senior areas . I think the depot is great , because it is close to the City . So let me get in touch with you and I'll let you know what's go ing on . Thank you for coming . I appreciate ii. Ms . Wilcox and Ms . Olsen said thank you . Mayor Woodward said I just want to mention too that after the Cultural Arts meeting, ii did c.ome to the Parks and Recreation Comm ission . And there was discussion there regarding a previous community garden that we have had , which had been over near the Golf Course , and over a number of years ii became unsucce ssfu l. Bui I think part of that had to do with ... and this is my own opinion ... ii was across Santa Fe , it was in Sheridan . What you are talk ing about , as Jill had mentioned , is close to the Alexan , people that are liv ing in apartments and th ings like that. So, speaking personally , I am alsr supportive of what you are discussing . Council Member Mccaslin sa id I would like to volunteer my wife , Linda Mccaslin , who has put a community garden in al Bis hop . There was laughter . He said I'm sure she would be very responsive as far as what she did . I've got a good idea because we were involved in the whole th ;ng as far as where do you get the supplies , who helped with the work . The mulch was donated by lhe City of Englewood ... so there was a lot of things we can do . I've seen it firsthand because I worked on ii for a couple of years personally . Ms . Wilcox and Ms . Olsen said thank you very much . Mayor Woodward said thank you very muc h. 7. llecognltlon of Unscheduled Public Comment (a) Doug Cohn , an Englewood resident , said you guys have been talking about hard surface, and driveways and such . Tonight I want to challenge you to think outside of the box . Inside the box are concrete • and asphall . I want to encourage you to cons ider crushed rocks and gravel as posit ive alternat ives to the asphall and concrnte . Nol just to grandfather them in, but actually consider them a good cho ice . Porous is better than imperv ious in lots of situat ions . On th e City of Englewood 's website , our very owri website , if you • Engle'NOOd City Couecll January 20, 2009 Page 5 click on Utilities and Storm Water , and reducing storm waler pollution , there is a whole bunch of links where exaclly the issue that you guys are ta lk ing ab out is brought up . While concrete and asphalt are essent ial to our current way of life , driveways and parking pads made out of porous material are a better choice . Follow those links. Go to the City website , and click on Utilit ies and Storm Water and manag ing the Storm Water and see where you go . The first one that pops up is AWARE Colorado and that's an educational site . Those guys put together a whole lot of resou rce s, telling stories of what other cities have done to green up and reduce lhe storm water and make the ir places more friendly , more green . The Co lorado Water Prote cti on Project is the same way . The Colorado Department of Health . The Urban Dra inage and Flood Control District. These are right on our very own website , links to them . The Build Green Colorado . In order for your house to be a bu ilt green house , 40% of the driveway aod park ing pad space needs to be porous . Almost half. The EPA even talks about it. The goal is to reduce storm water run-off and keep the polluti on out of the rivers . That's the goal of that part of the City website , with the Utilities. Colorado Spr ings and a few other cities even offer a tax reba te to people who convert from the impervious to a porous surface . II is all right there to explore . Also , a couple of weeks ago on public television , there was a program on industrial greenhouse gas pollution and where that stuff comes from . The number one source worldwide is the manufacture of concrete . A distant second is asphal t... is oil refin ing . Currently , you all are asking folks to use products made in that sort of way . I challenge you to go green in th is area . Mr. Oakley has come up with some pretty good ideas . I would urge you to let him take the lead on this and explore some possibili ties . Talk to Mr. Fonda and the Ut ilities Depart ment. Go explore the website ... the City has done a whole lot of study ing on storm water ... and find out about those kind of things . One important question that needs to be asked is ... ADA compl iance . I was talking with a builde r that builds qu ite a bit ,n Denver and he was saying that Denver requires concrete/asphalt because of ADA compliance . These could be made ADA compliant and that would have to be a requirement. The American with Disabilities Act is one of the not negot iable laws that we are liv ing with . So I challenge you to go forth and be green and take an opportunity , like you've given yourselves , and really look at this as a poss ibility of becoming a leader in an alternative sort of way ... in a positive sort of way ... to mitigate stonn water and use some other alternative • materials . (b) Matthew Crabtree , an Englewood resident. said I was kind of debating someth ing in my head and th is Is part of the discuss ion on the gravel driveways stuff and Council Bill 79 that was discussed in Stud y Session . You had mentioned that you were go ing to hold a public hearing on this matter, which I think that is a fantastic idea . I really like the direction that Council is tak in g on this topic . I th ink you guys are really discu ss ing it to the fullest extent and yo u are looking at alt of the aspects . But my concern with the hold ing another public hearing and my questio n, I guess for you is ... are you going to base your final decision on the people that show up at the public hearing? As you know, a lot of people were very concerned about th is, as they have the right to be , at the time during the meeting on the 15"'. But what happens if less people show up at the publ ic hearing ... will that change your decision? So kind of mulling this over in my head , I recall ba ck to an instance that Jill Wilson has recommended during the topic of Ogden Street. where you , the City , had sent out a letter to the people that were involved during the pu ~lic hearing . I think it was during a Board of Adjustment and Appeals or a Planning and Zon in g meeting . You had . the City of Englewood , had sent out a letter informing the resid ents that were interested that there was go ing to be another publ ic hearing on th is matter or another discussion on it. Although I'm not very fond of that idea , because it does allow for the situation of favor itis m. I th ink that consider ing it's already been done once and there was a pre cedent set , it mig ht be a good idea in this situation . Send out a letter. Let everybody know that there is a public hearing coming up , if you all are considering a public hearing for this topic again . Tha t's all . Just something for you to consider . Thank you . Mayor Woodward said th ank you . (c ) Steve Scott said thank you Mr . Mayor. I am the pastor at Livin g Branch Community Fellowsh ip at the corner of Fox and Tufts . On behalf of our food bank and the others , thank you for your gifts and generos ity to us in he lpi ng our community . Ms . Ols en and Ms . Wil cox ... we would just like to share with • them ... we are encouraged with you r response to them , to their proposa l. There is a private citizen here in Englewood that for three years now , he has probably about a th ird of ar. acre that he cu ltivates in his backyard and he gives all oi that produce to our food ban k. And just fro m that th ird of an acre , it is more than we can actually distributr,, even giving food away weekly , so we share that with other food banks like Cornerstone Food Englewood City Council January 20 , 2009 Page 6 Bank and olhers . So, we Jusl wanted to give you first hand testimony of lhe huge impact tha l a communal gardening center could have citywide ... just from our aspect of the food bank. Ms . Olsen , thank you for thinking of Englewood . Not ju st in us getting togelher, but in fact that lhe food that could be ,aised really goes to meeting the most basic of needs ... hunger in our city, which the numbers, 25 , are small in some food banks and in new families . We are a very small food bank. We see an average of eight new famil ies every week . So , lhe need increases while our food supply has been dw in dling . So . thank you for ywr consideration and thank you for your proposal. Several Council Members sa id lhank you . Council Member Penn said excuse me Jim, Mayor Woodward . Can I ask him a question? Mayor Woodward said you may. Council Member Penn said being someone that grows an awful lot of produce . are there any items that you really, really need that is not coming in during that time? Mr. Scott said that could be raised in a garden setting? Leafy plants seem to be scarcer than some of the more robust ones . Lettuce , things like that , would be something we don't see a whole lol of and they are very perishable , so they don't normally make it to the food bank warehouses to make it to local distributions. Peppers , boy if you guys want some jalapenos , we can supply you next year, next spring . Potatoes come and go , but potatoes would be very helpful. Not the easiest th ing to grow in our backyards , but would be very helpful. So leafy plants and potatoes. Do you have any ideas Becky? (Clerk's note: She spoke from the audience and it was not recorded .) Mr. Scott said I don 't know the first thing about keeping a green thing green . I don't know if some of the other lettuces are more robust in th is climate than iceberg lettuce and such , but that would be very helpful. Several Council members said thank you . Mayor Woodward sa id I think we are coming upon the lettuce and sp inach season too . 8. Communications, Proclamations and Appointments (a) considered. A letter from Kate Dulaney announcing her resignation from the Cultural Arts Commission was COUNCIL MEMBER WILSON MOVED, AND COUNCIL MEMBER JEFFERSON SECONDED, TO ACCEPT THE RESIGNATION FROM KATE DULANEY FROM THE CULTURAL ARTS COMMISS ION. Mayor Woodward said I'd just like to express my appreciation to Kate for her work over the years ... 8 ½ years , on the Cultural Arts Commission and everything that she ~:d for that and what she does for the Englewood Schools. Council Membe r W ilsoa said I'd like to add to that , that she also was the Colorado Art Teacher of the Year, last year. Mayor Woodward asked if that was Kale or Mary Lynn Aa ird. Public Hearing Items No public hearing was scheduled before Council. 11 . Ordinances, Resolution and Motions (a) Approval of Ord in ances on First Read ing (i ) Engineering /Capital Projects Adm inistrator Henderson presented a recommendatio n from the Public Works Department to adopt a bill for an ord inance authorizing Contract Amendment No. 2 to th e existing Intergovernmental Agreement with the Colorado Department of Transportation for C e construction of a bridge over the Platte River at Dartmouth Avenue. He sa id first I'm pleased that our bridge over the Platte River. south of Dartmouth ... our little Dry Creek Trail Bri dge ... ls under construction now. The contraC\or's forming and pouring abutments and piers . This amendment to our Intergovernmental Agreement, with the Color-do Department of Transportation, will not change any ct the finan ci al commitments that were presented when we awarded the project in October. Th is is basically a housekeeping amendment for COOT . They want to ame nd the Statewide Transportatio n Improvement Program called the STI P, to reflect the latest project esti mate and our over match to the project. It was our over match to th is project that really got us the federal fund ing and we have been able to leverage those federal :ands with other grants and Open Space funds . So basically, th is project is be ing constructed without any impact to the General Fund or lo the Public Improvement Fund . So we ask for Council's approval of this bill authori zing Amendment No. 2 to our agreement with the Colorado Department of Transportation . I'd be happy lo answer any questions . So , what we expect will happen is we will figure out the changes we think are appropriate, bring this off of the table for another reading at a future date . This would go toward numerous City Ditch proj ects . It would be a match in g gran t. We already have about $300 ,000 .00 allocated to go toward these projects , but if we got matching grants , we could do far more with that money . It would go to piping City Ditch in a number of places . Also , separating storm water from City Ditch , wh ic h would help improve our water quality at the water plan t. If th e grant is approved , then we would be back here to enter into an In tergovernmental Agreement by ord inance , based on the grant. Mayor Woodward said Englewood leveragin g its funds again , utilizing $300 ,000 .00 of our money , and $300 ,000 .00 from the Bureau of Reclamation through a grant, is commendable . He said this resolution declares the intent of the City to re imburse itself with proceeds of a future borrowing later this year, for capital outlays incurred by the Util ities Department. This is most likely the first of two or three borrowings that we 'll do in the future years for these cap ital projects . There were letters from Mr. Carlson 's third grade class at Charles Hay , suggestions for improving Englewood . We rece ived the to p three letters from his class , as selected by the classmates . I would just like to mention them . Number one Is from Dan iel and he was suggesting th at we create a place to sk i and snowboard . I think he also • sugge sted a resort , where you learn how to ski and snowboard . There should also be a warm lounge with first- aid . He had thought that the name Skiboards Ice Boulder Resort would probably be very fitting for th is fac ili ty . I will write them a letter, but Dan iel , I th ink the closest we are go ing to come right now in Englewood is probably • Hosanna , which is beh in d the High Scho ol; wh ich provides sl edd ing and snowboard in, ... a short distance ... mostly for the ~eginners . We do not get in to the ex perts and the masters , a~ he has named them here , but I think that's where we have got to look right now , is at Hosanna . Th e second letter was from Joshua . He wanted to relay that he thought that the City of Englewood should have an international museum . Denver has all of them right now and this might give Englewood a rem inder about other cultures . Finally , Joshua thinks that Englewood citizens need some peace and qu iet once in •while . Here aga in, I don 't know if Joshua is aware , but I would like to point him toward the Museum of v •. aoor Arts . The museum is right here on the second floor . and is open during business hours during the week and I think that he would be pretty impressed with what he finds there . Our th ird letter comes from Payton and he says I think maybe Englewood could have a children 's public li brary so kids can learn to read and if they know how to read , they get better . Also , when we read , we get better at spelling because we see the words spelled correctly . When we read , our vocabulary ex pands . So , can we have a children 's library ? Mayor Woodward sa id I'd love to provide a children 's library , another library . We do have , as part of our library , a children 's area . It is for our you nger kids and I know it gets a lot of us,, and is uti lized . So , I did want to share those with Council and with the public . I will be responding to the class . I th ink th is is a great exerc ise (iv) Mayor Woodward sa id I would also like to ack nowledge and congratulate the Human Resources Department , Karen Main spec ifica lly , the Tra ining Special ist , for receiving , for the second time in two years no w, an award of first place in the government non -profil ca tego ry for the ;:,uperv isory Summit . Th is is a best practice awa,d for tra ining and development and it's by the Colorado Chapter of the American Soc iety of Tra ining and Develop ment. I think Karen is a rea l asset to team Englewood , so to spea k. Congratulat ions to her and he r achievement. (b) Council Members ' Choice : (i) Council Membe r Penn · Englewood City Council January 20 , 2009 Page 12 1. He said I, and I'm sure lhat everybody else , will applaud all of the agencies that we recogn ized ton ight. They do probably much more work than we could ever think about. So, to them , congratulations on everything that you do . You do a great job . 2. He said the website for the Chamber is done and I'd lik e to thank Leigh Ann Hoffh ines for doing such a great job with the City portion of the new website . She did a tremendous job and went way above what I expected . 3. He said as far as the National League of Citie s ... talking to the counselors, we could possibly have 6 to 8 students applying , so your work will be cut out on that. So, I think that's excellent... with Jim go in g over and myself and hopefully they follow through like they say . We could lake two more excellent students lo Washington D.C. with us . (ii) Council Member Mccaslin: 1. He said I'd like to second the comments on the rec ipients of our don~uons, or whatever you want to call it... lo the agencies. Each year it gets tougher and tougher. There seems 10 l>e more agencies with less money . It's a tough decision. Trust me , we talk quite u bit on how we are going to do it, who helps Englewood , and who helps outside , so it is really a tough , tough decision . We don 't take it lightly. So, I'd like to thank all of the recipients . 2. He said I'd also like to thank Mike Flaherty. My wife is on a board w,th the Colorado Department of Education on Reading and they were looking for a place to hold a workshop. Mike Flaherty made that happen here in Englewood . II ran very smoothly and everyone was very satisfied. Thank you Mi ke, for all of your help . (iii) Council Member Oakley: 1. He said last Monday we , as you all know, we did interviews for Boards and Commissions, and at the same time , we rece ived a couple of handouts that we haven't had a chance to tal k about. I thought that I might touch on a couple or those. First one wa$ from KmM , iriformlng us of some layoffs at the Broadway store, alnIost implying that maybe the store was going to close . Since then , we ha •;e received another memo stating that they are ju st going to change the ronmat. Is that still the way that is going or does anybody else know anything more about that? Director White said that is the latest infonmation that we have, that they are changing the store from a Super Km crt to a Big Kmart . They will be converting some of the floor space from grocery sales to liquor sales. That ,~pears to be correct information, because they are in the process with a liquor li:ense. Cou ncil Membe r Oakley sa id okay so as far as you know, the store is go ing to stay open. Director While said we learned that another store in the Metro area will be clos in g, not ours . 2. He sa id ach one of us, received a letter that night from th e la w finm of Benez;a and Culver, in re gards to an attempt to file su it over a claim from Dell Montgomery. Since that was addressed to each one of us ind ividually , how does that move forward ? City Attorney Brotzman sa id we 've turned that claim ove r to CIR SA They're processing it rig ht now. I believe that Martin Semple is going to be appoin ted to that case . 3. He said I too would like to thank everybody who come before us ton ight and spo ke. The Aid to Other Agencies , you all do a good job. And to the other people who spoke too ... thanks a lot. He sa id I also just wanted to thank the agencies tha t we support, for their great work in our commun ity. Their ettorts are appreciated and supported . 2. He said Jessica and Rhonda . with their community garden idea . I'm de fi nitely supportive of tha t. I think it would have a positive impact on our community ... susta inability. as well as foster neighborhood relationships and provide healthy and affordable food for o~· community. I think we would have to discuss ... talk a little bit about where it would be located , but I think it would certa inly benefit the community . 3. He said Dou~. hopefully we went the direction that you 're th inki ng on with some of the hard surfa ce standards on the .:-ushed roc k. I think we've got a little movement there . in the direction you "re as ki ng for. 4 . He sa id Matthew, when we do get to that time for the public hearing , we will talk about if we need to issue some sort of special notice for them . So . thanks for bring ing it up . 13 . City Manager's Report (a) City Manager Sears said the only other thing I want to note is that we were conta cted by the Colorado Municipa l League about a position on the Fire and Police Pension Board , which was vacated by a City Manager in Brighton, who had done a very fine job. CML was interested in a person who was knowledgeable about Police/Fire pension issues and requested that Sue Eaton be an applicant for that position . I mentioned that to her. She was Interested . II is a once-a-month timeframe , but I think, in particular. she has very strong knowledge from a managerial viewpoint on how things can work or not. CML has &ccepted her application and encouraged her application . It is a Governor appointee and they will be providing her resume to the Governor for appointment to that board . So , I just wanted to let you know that"s going on. Mayor Woodward said thank you. 14 . City Attorney'• Report City Attorney Brotzman did not have any matters to bri ng before Council. 15 .
