There was applause . • Mayor Woodward said to reiterate , I think this is the second year in a row and it is a very valuable program . • Cc.ngratulations Karen and thank you for all the work that you do . (b ) Rose Seemann , an Aurora resident , said I have a rather unusual subject tonight. I have a company called EnviroWagg , LLC and we compost dog waste . We have been doing this for about a year. We have a good product and I am here to talk a little bit about how we would like to have Englewood 's dog waste to use for our composting program . We have t n composting in Broomfield and Westminster ... in two of the parks there . We generated about 14 cubic y. Is of good , safe compost. It is called DOGGONE GOOD COMPOST . We are going to be do ing test marketing , in retail garden centers . this spring . And , for the last several weeks I have been talking to Dave Lee of the Parks Department and Kim and Jean of Englewood Unleashed . What I proposed to them is a program that would give Englewood free dispensers for comp ostable doggie bags . EnviroWag g would collect the dog waste every two weeks . And what we would ask in return . is that the Parks would post signs explaining the dog waste program . explain to the dog owners how they need to put the dog waste in th e compostable bags in separate bu :~. What I am here for today , is I would like to have you conside r giv ing me the ab ility to sail sponsorships for th e dispensers . If I cou ld put stickers of some ~ort on the dispensers saying tha t it is supported by a veterinarian ser.·ice or a doggie da y camp or a pet o•!Aluct store , then that would defra y the cost of composting ~dgs and also trans;:,.:;-:;,g the waste fo r you . This program ... the time li1 •e beg ins next summer . but I am here now because the State of Colorad~. th e Colorado Department of Public Health and Env ironment , has an RREO Grant for recycling , right now . We just hav,, enough time , if Englewood permits advertisi ng , for me to include information in there , so that I can get f,ee dispensers and free bags to get the program started and that would be covered by the grant money . :ha deadline for the gran t is March 13'", so I would like to be able to include Englewood and say that you are cons idering tioing this . The Parks Department is go ing to be considering it on March 12'" anJ fiving a recommendation , bui what I would like to know is whether It would be alright for us to put stickers on those dispensers saying that they are sponsored by local vende rs. It wouldn 't be an ad , so it wouldn't look commercial. It would simply be a sticke r saying that the recycling program is sponsored by a aoctor, a vete ri narian or whoever would do the sponsorship . And not only could we do the composting at Canine Corral , which is a beautifu l pa :r. ... I've been to a lot of fenced in unleashed parks and it is a rea l nice par k ... but we could do it In all the pbrks where there are a lot of • dogs ... ma inl y Centennial and Jason Par k. Dave Lee sa id that the y would consider putting a roll-off at the ServiCenter away from the park s and when they collect the trash and the waste , they could put the dog waste in to a separate roll -off away from the trash , because we can 't mix it with plastic and trash , wh ic h is why we have • Englowood City Council March 2, 2009 Page 3 the compo stab le bags . Eng lewood has 800 ton s of dog waste every year and we cou ld probably , al least, kind of ge t a start recycling that by compo sti ng abou t 6 tons a yea r out of your dog parks ... maybe more , we would ha ve to see what comes in , but I wante d to ask you abou t that. Recognition of Unscheduled Public Comment (a) Jean Alspecto r, a Litt leton res ident , said I am here tod ay as a member of the Englewood Unleash ed Board to tell you that th is EnviroWagg prog ram sounds reall y great to us . Rose has been working with Parks and Rec . And I th ink it would be a big kudo if Englewood could ~ta rt someth ing 1hat Is green , especially with all these dog parks and dog owners . I would like to see Englewood , even though I li ve in Littleton . be the first commun ity to be able to sa y they have done som et hing green in th is manner ... since there isn 't a cost really involved in , a grant is differen t. Thank you . (b) Kim Love , a Littleton resident , said I am Pres ident of Englewood Unleashed . Thank you all for hearing us too ighl We fee l ve ;y strong ly about having Englewood be , probably , the first comm•.:aity with dog • parks tha t is part of the green movement. So , we th ink that En vi roWagg has a lot to offer and we wou ld be abl e to, bas ically , ta~~ the dog waste and put it in a compostable bin and that is later transf~rred to anothe r facility and it actuall y bewmes compostable manure , so to spea k, so it will be used for gardens and such . It is a good way to recycle versus throwing ii in our alread y overfilled landfills . So , we would solve a couple of issues with that. And that would be , we wou ld have separate dis pensers in the park that would be just for dog waste on ly with compostable bags ... these are bags that would decompose along with the waste and separate from the trash . Dave Lee has suggested , in fact tonigh t, tha t since they a·e already there picki ng up the trash anyway , the y wo uld take that as well and we would just ke ep them in separate bins Env iroWagg has offered to have roll-offs at the Serv iC enter, so they would be able to be spl it up . The y are rem ovi ng tha t tras h on ce or twice a week anywa y, so this would be a good wa y fo r Englewood to beco me a green City , especially with that waste ... a go od use for it. Englewood Unleashed is de fi nitely behind the program , so we would like to recommend to the City Co unc il to coos ide r it. Part of the cost. .. they defray the cost of the bags and the dispensers by having advert ising on the dispe nse rs, as Rose mentioned . So , tha t is someth ing to conside r. know that trad itionally that is not something that the City does , but it wo uld be one way to defray the cost. So if you co ns ider that as part of it... it is bas icall y small advert ising tha t we are tal king ab out, sponsored by th e dis pensers . So , it is more of an ins tit uti ona l advertising , bu t th at particular sponsor pa ys a fee and that bas icall y pays for the bag and transportati on to get it to the waste facility , wh ic h is I be lieve in Eaton , Colorado . We are all for th at. Separatel y from En viroWapJ , I am here as Pres iden t of Englewood Unleashed and ii is alwa ys good to see all of you aga in. I want to re mind everyon e ... and I'm go ing to pass these out. .we have a Chili Cook-off com ing up aga in . This will be our 4" one and it has been a very succe ssfu l even t fo r l:nglewood Unle ashed . We are hop ing that some of the Cit \' Coun cil will he lp us by serving as judges aga in, as the y did last year. So this year it is on April 25'" which 1s a Saturda y, the last Saturday in Apri l. It is a little less than two months away We decided to ma ke it a little late r th is year . We ,ind of made a mista ke last year of having it the Sa tu rda y be'.ore ta x da y. We figu red cu t that part of our traffic issue ... whi ch was a litt le less than the previous year ... was because peop le were probabl y still doing the ir last minute taxes on the weekend . So, we dec ided to do it afte r ta x da y th is year ... so that is wh y April 25 ". Again , it is at the Malley Senior Cen ter and it is from 11 a.m. to 2 p.m. We expect to have between 25 to 30 chili re cipes th is year. We are do ing a coupl e of new things . We • have , of course , red and green categor ies ; we also have a vegeta ri an category . And ne w this year. we will be ha ving a w te catego ry ... which as I und erstand , th is is not a toma to base chil i. We will have 4 categories and we will ha ve pri zes fo r tha t and there are some great prize; donated by the community and bus inesses around the commun ity . incl ud ing one of our big corporate sponsurs , th e South Res tauran t. We appre ci ate th e South doi ng that. but tn ey are a bi g su µponer of Englewood Unleashed as are a lot of bus ine sses In the City. I will pas s ou t the Cni h Cook-off ~amphlets , so you can pas s it down . Eve ry yea r the Chil i Cook -off is Englewood U;ileashed b·ggest fund ra ise r. We have become a ve ry successful organ izat ion with close to 300 members now that pa y yearly dues and all that money , of course , goes back int o the parks . Recentl y, Council may not be aware of , bu t we .,u,ct,ased some addit ional ben ches , some poop bag dispensers and Canada Red Cher ry Trees . But we all01:a!ed som e of our budge t for tha t so we just purchased that. Dave Lee just brought them In and they are abeu: 1e~dy to install them . So we ta ke all that money that we ra ise and put it back into the parks . We are also doi r!I some work at Jason Park too . We cont inue to have ou r monthl y brunches at both jason and Can ine Co rra l And along with the brunches , we hav e wha t we ca ll our Pooperazz i crew, and we clean up the par k. We have been very successful lately in keeping it clean . I know that you have n't had any compla ints in quite awhile , so that is a good thing for Englewood Unleashed . But when you get together a big group of people and we j ust basically pic k up the park . In the last few weeks , we have had a lo t of compliments on how clean the parks , 1ve been ... oan icular1 y arnund the perimete r where people miss and don 't see their dogs. And then th e ot her th ing that we j ust recently did, we bought some signs that are professionally made ... me tal signs that are g,een and wh ite ... and ii says , you must pick up your dog poJp per Englewood City ordinance and a number , and we are putting those around the park and we are go ing to be delivering those to Dave Lee tomorrow , sc that the Sen.lCente r can pu t tho &c up at both the Can ine Corral and Jason Park . We are hop ing tt,at will help 10 educate the public to make sure tha t they know that is one of the rules , they have to pick up their dog waste . So , we have been doing rea lly well with it You have the commun ity coming in and even on days we don 't have the brunches , they come in and just bring the ir dog and they come in with shovels and pickups and while they are there and the ir dog is playing , they walk the perimeter of the park and pick up droppings . We th ink that is so fantast ic that the community is willing to do that . So , as a Board . at a recent Board meet ing , we decided to give tho5<1 people a little $5.00 gift card when they come in on their own in itiat ive . We give $5 .00 gift ca rds to McDonalds or, you know , Starbucks or • someth ing like that, just for thankiag them for do ing tha t So , we have allocated some money fo r !hat as well to • thank them fo r taking the initiative. And no one knows about it , we are not promoting it. It is like we see them and we pass out the card . We want to let them know we appreciate them helping to take care of the parks ... both Jason and the Canine Corra l. One more th ing that I wanted to ask , the last 1hing , remember last yea r we asked City Council to approve the banner that we had already purchased from last year promoting the Chili Cook-off for April 25 " ... we would likP. perm iss ion to put that u~ again over Broadway . And we are asking if the City Council would cons ider voting tonight on pass ing that and waive the fees and as k the Serv iCenter to put it up . The dates we are requesting are April 5" through the 26 ". It's bas ically the same week period we had last year and we be;i eve that is directly after the Easter banner ... Easter egg time . So , if the City Counc il would permit us to do that banne r aga in, it would help a lot to let the publ ic know abou t our Chili C0ol:-off. I appreciate your time . Than k you , City Counci l. Mayor Woodward sa id than k you . (c ) Roge r Hutchings , an Eng lewood res ident , sa id I am a retired Navy offie3r. The reason we liv e clos e to Swed ish Hosp ital is they saved my life afte r a series of stro ke s ... the stroke team was amaz ing . Both my ca rdiolog ist and my neurolog ist encouraged us to ge t a dog fo r my wellbe inp , my bl e,,d pressure and keep me active . Ba ck in Jul y of last yea r, we adopted a Boston terrier from the Dumb Friends League and he is an amaz ing dog . But on Janua ry 20" of this year , my wife took him ou t for a wa ik about 1 :·1 5 in the ,•,:en lng and they were attacke d by two loose pit bulls . And Qu incy , th e Boston terrie r, was badl y hon, spent t:,t night In the 24 hour emergency cente r. The on iy th ing that happened was that my wife screamed for over 5 minutes and a ne ighbor cam• out and kind of rescued her, took him ove r to ~is ba ck po ,ch and drove her to the vet cen• The dog is well now. The fac t 1s if he hadn 't been a Boston terrier with a strong neck , he probably would have died , because one of the pit bulls had him by the neck and one by the leg . He had stitches in his leg , stitche s in the back of his neck, but he is WJ II now and serv ing as a serviCP. dog fo r me . The reason I'm telling the story is that I encourage the City Council tc cons ide r ~·•ssing a law to ban pit bulls in Englewood , similar to v,hat Denver has . He is now traumatized an d very pass ive /agg ress ive with other dogs . We have got to retra in him to not be • that way . The ,it bulls were loose , we knew whe re the y lived and Animal Control and Police Officer Mander was wonderful with us and so was th e An imal Cont rol Offi cer Larry Medina . The y are go ing to coun . I don 't know wha t the resu lts of that wil l be . Our ve t bills are approa ching S 1,000.00 . I'm here tonight to talk to you about a young man that was hired here a few yea :s ago , Scott Rhodes . He 's working in the Pro Shop and he 's doing a super job . This young man . I'm ass ·,min•1 he 's about 30 years of age , came in , introduced himself to everybod1•. took me as ir;e and asked me ·.-.1ha\ my responsibilities were on my job . what could I suggest to make that easier or bette r. And ne gives you the impression that you are the only one that he is listening to , that there is nobody else in the room . He wants )'our attention . You tell him these different things that you thi11k are gc1ng to make your job better and easier and later on , he will come back to you and tell you that th is is a great idea and we 're going to do that. That is gong to be very successfu l, but this idea won't fly because of this and this and lhis. He has installed a program w th voicema iL Like , for example , if you work two days a week , you 're gone for five days and you come ba ck an •l you have no idea whal has transpired during the lime that you have been gone . You can call this voicemail at any time . Get any messages from anybody at the Pro Shop from either Bob Spada or Shannon Rhoades o · Scott himself. It kind of keeps you updated . It keeps a good general flowing working relat.. ,,ship that way , He does a lot of the little things too . Like he 's having the guys put the straps into the buckles tha t hol1 the golf bags in . Just the sma'I things... instead of letting them hang . It is just a small thing , but those little things amoun: to a lot of good publ ,_ relations , nice looking , that kind of thing . A good stor; is that he and I are walking along , going up to the driving range, and generally speaking , most guys from my generntion , If they see a piece o< trash . the , ,, stop and they 'll pick it up . He 's about 6'3", 6'4 ", as you can see , a little bit taller than I am . He beat me to that piece cf paper and picked ii up before I co •Jld , Probably the best thing I could say about to i., gu ,, is I have not heard one bad comment from any employ ~e at Broken Tee Golf Course . I also think , in c1y personal • pinion . he is one of the most important hires that has been made at B'.oken Tee because he fits tloe puzzle , He completes the puzzle in the Pro Shop . Bob and Shannon work well together. They do a great job . But here 's Scott and he fills ii in . He 's going to just make a great addition to Broken Tee Golf Course I have a lot of high hopes for this young man . I just want to make you people aware . I'm sure the director knows ... :·m sure Jerrell Black knows and is aware of what he has done, because we've talked about him befo re. r!e is just doing a great JOb . On Floyd , between Broadway and Lincoln , on the north :ide of the stree t, one of the decorative •;treet lamps has been run over by someone , I think , coming out of the G,1thic. II has been this wa y fo r about• or 5 months , with just a traffic cone put over it. Do you have any idea whi,n it could be replaced ? II is just not very attractive . Council Member Jefferson said can you repeat the locati< n? On Floyd ... Mr . Craft sai ,! on Floyd , between Broadway and Lincoln , on the north side by the public parkin!t lot. He sa id a lot of these de corative lamps along Broadway and Floyd , and the other slreets , the1e are four gl 1ss oulbs . a lot of the lights are burned out a,1d ha ven 't been replaced . Regarding the broken li 11ht, I don 't know anyth ing about that. I know th , ·t we have li mited stock on these . Mr . (f) Bill Harrell sa id I am with Pionee r Metal F:nish ing , at 281 2 South Shoshone Street in Englewood . He said I addressed you , Mr, Mayo r and Counc il, abou t a month ago , al your last me eting Englewood City Council March 2, 2009 Page 6 regard ing lhe Littlelon/Englewocd Waslewater permil limits lhat are be ing chan~ed . You had asked me to go out and to do some add itio nal research to find out what it would cosl to put in some prelreatment fa cili ties at my facility , in order to reduce the he xava lenl chrome and I found out some informat io n on that. There 's basically , from what I can gather , two different types of pretreatment that can be done . One involves aboul 6 different chemicals incl uding sulfuric acid . all sorts of other caustic sodiums and very nasty smelling chemicals that take between 18 and 24 hours to change the product over . It requires hold ing tanks and runs about $40 ,000 .00 to $50,000 .00 lo install . The other is a much more technological innovation . It doesn't requ ire very many chemicals . It is pretty much done inline with proprietary technology and runs about $60 ,000 .00 to S80 .000 .00 . Both are not options that I can afford to put into pla ce , so I basically will have to acquiesce to the limits if th ey are approved and work with them to try to l:eep my chrome down to what they need it to be . We have been working with two of the members over at Littleton Wastewater and they have come up with so me solut ions fo r me . We have taken one of our tanks and turned it into a primary rinse tank, in which we rins e all of the parts that go through the chrome bath . I use shortcut terms . Chrome is not really like what you see on bumpers or stuff like that. It is hexavalent chrome . We try not to drag anything into the secondary bath , which is what we end up dumping into the wastewater system . We had a coup lP of different tests done and we have met the limits that they have established on both of the tests that w• .hrough . So , I think , based on some of the processes that we have changed , and the procedures 11 ,ave changed , we may be able to meet the requirements that they need without having to go spen an ex orbitant amount of money. (g) Betty Harris, an Englewood resident, said on Lehow Avenue , on the south side of the Kmart , there is a big sewer pipe thing that sticks up and there is a major erosion problem there . I've already requested , about a couple of weeks ago , that someone do someth ing about it and to date , nothing has been done . So I would appreciate some help with this . Council did debate . at length . a pit bull ban ... it's been some time now and entered Into what turned in to a multi-year process in terms of considering a pit bull ban and ultimate ly settl ing on a dangerous dog /vicious an im al ord inance that ~•P.nt far beyond jus t a breed specifi c ban , with a tremendous amoun t of input from the commun ity . So . I'd lik e to hear how it's working . If we could get...l would like to know how th is situation plays th rou gh. The story presented tonight clearly suggests two vicious an imals on the loose . It is clearly a situation that Counc il was trying to address and I would like to use this as a case study to see how well it is working or works . It is very gratifying to see 20 to 30 dogs out there all playing and having a good ti me . I sit down on the bench and watch them almos t everyday when I walk by there . City staff is doing a good job there too . 2. He said to the gentleman , who had the downtown streetl ight problem ... I lhink you 'll find Iha! our current ordinance will provide some enforc~,nenl against that specific type of situalion . I lhink , you 'll probably also find thal you also will have some civi l recourse to lake care of some of th e damages that you have susta ined . So , we are very sympathetic and .ve'II look inlo that situation . Like I said , I th ink you 'll find there will be some enforcement. 4. I wanted to applaud them and I'm just glad to hear th at Mr. Harrell can continue to do bus iness here in Englewood under the new standards . 7. He sa id to Ms .
