Call to Order The regular meeting of the Englewood City Council was calle d lo order by Mayor Woodward at 7:31 p.m . 2. Invocation The inv ocation was given by Council Membe r Mccaslin . 3. Pledge of Allegiance The Pledge of Allegiance was led by Council Member Mccasli n. 4. Roll Call Present: Absent: Council Members Jefferson, Moore, Penn , Oakley, Mccaslin, Wilson , Woodward None A quorum was present. Consideration of Minutes of Previous Session (a) COUNCIL MEMBER PENN MOVED, AND IT WAS SECONDED, TO APPROVE THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF JANUARY 22 , 2008 , Mayor Woodward asked if there was any discussion. Recognition of Scheduled Public Comment • (a) Cily Council recognized the students who were nominated for th e Metropolitan Ma,urs and Comm iss ioners Youth Award . Mayor Woodward said I would like lo welcome you all a,1d thank you for coming tonight. We are honoring lhe 2008 Metropolitan Ma yors and Youth Commiss ioners /.\wards Nominees. We are rect11nizing young people Englewood City Council February 4, 2008 Page 2 who have ov erco me di fficu lt situat io ns and ha ve risen to the cha ll enges of ad vers ity. We are recogn izing 23 nom inees from sc hools in Englewo od. Each nom inee will rece ive a gi ft card and a certifi cate as a token of our adm iratio n. We are honoring the nominees not because of challenges , but bec ause the y have persevered . They have made a differenc.e in the ir own lives and the lives of those around them . Their strength and determination are inspiring . Be ing a participant in th is process for the last few years , I am really pleased to have you here and I know of some of your situations and the th ings that you young people ha ve overcome over the past few years . So, I certainly admire what you 've done and the counselors who've been here to support you . would like to in vi te all the Council members to join us In front of the dais and w ~ can create a rece iving line to congratulate these special young people . Le igh Ann Hoffhines, who represents Englewood on the MMCYA Board of Managers and is our City's Communications Spec ialist, will introduce our guests . So , if the Council members will please come down, John and I will be hand ing out gift cards and certificates . Ms. Hoffhines sa id thank you Mayor Woodward . I'd like to thank all the friends and families who are here tonight and all the counselors , especially for coming out on such a snowy night. I'd like to extend a special thanks to the nominators who have brought these young people's achievements to our attention . I should also mention that I received a call from the School Board last week and they send their regrets . They actually normally meet on Tuesdays, but they rescheduled to tonight so community members and the Board could participate in the Caucuses tomorrow night. But they would like to extend their congratulations . I'm going to call each nominee up individua lly , so please come forward as I call your name. The nominees are : Josh Beard , a 10th Grader at Human ex Academy. His nominator says Josh is caring, level-headed, and never afraid to stand top for what he believes in . He is a solid team player who is always happy to help his fellow students . Josh ,as big dreams and goals, and he is sure to ach ieve them . Congratulations Josh . Dylan Broussard , a 121 " Grader at Humanex Academy. Dylan's nominator says he is an amazing role model at school and he is 1onest, outgoing, and always looking out for the underdog . He is not afraid lo speak his mind and has le arned .101 to give in to peer pressure. Congratulations Dylan. Stephen Daugheny, an 8th Grader at Englewood Middle School. Stephen 's nominator describes him as a nice , respectful , ki nd-hearted young man . He has a knack for focus ing on the positive and has taken steps to be in control of his own destiny . Stephen is not here so we 'll ma ke sure he gets his certificate . Jennifer DeHerrera, a 101 " Grader at Colorado's Finest Alternative High School . Her nominator says Jenn ife r 11as a great inner-strength that has helped her believe in herself. She is responsible and determined , and is always willing to help other students . Congratu lations Jennifer. Cody Dellaport, an 11 1 " Grader at Humanex Academy . Cody is described by his nominator as a hard-working young man who has made a conscious effort to improve himself and his life. He has made a positive impact on the school envirosmenl and serves as a role model for his fellow students . Congratulations to Cody. We will mak e sure he gets his ct:..,.. ~te . Elizabeth Frey, a g'" G, " at Englewood Middle Schoo l. Beth is not abl e to be here tonight but I would like to read her bio. Beth 's nominator sa ys she is a great ex ample to those around her. She has learned to believe in herse lf and is realizing she can achieve anyth ing . Gahrie ll e Garcia, a 121 " Grader at Colorado's Fine st All ernative High School. Gabby is described by her nominator as an indep endent, focused young woman . She is a quiet leader who is determined to accomplish her goals. We will make sure she gets her certificate. • • Diane Gutierrez . an 11 1" Grader at Colorado's Finest Alternative High School. CJ is described by his nominator as an articulate, talented you ng man who actively volunteers to help with school activities . He Is resourceful and productiv e, and has the potential to go far in life . Congratulations CJ . Anna Kirkpatrir.k , a 9th Grader al Coloradc, s Finest Alternative High Schoel. Anna 's nom ina!or says that Anna provides an example for her fellow students . Her motto is "life is not as ,,ard , and is more rewarding , when ycu make the rig ht choices ." Clarissa Lovallo , a 1 o'" Grader at Co lorado's Finest Alternative High School . Her nominator describes hn as a strong , hard -working m-.mber of the school community . Ellice Martin , a 12th Grader at Humanex Academy . Her nom inator says Ellice has an inner strength of will that is as effective as it is powerful. Ordinances , Resolution and Motions (a) Approval of Ordinance s on First Read ing (i) Senior Planner Graham presented a recommendation from the Commun ity Development Depa rtme nt lo adopt a bill for an ordinance amending the Unified Development Code by add ing Hotel and Hotel, l::xtended Stay as permitted uses in the 1-1 , Light Industr ial Zone District. Slaff also requests that Council schedule a Public Hean ng for Tuesday , February 19 , 2008 lo gather publ ic input on th is issue . He sa id th is is an amendment lo the Un ifie d Development Code , also known as the Zoning Ordinan ce . This proposa l would mod ify the Zon in g Ord inance to allow extended stay hotels In the 1-1 District. Also , ii would perm it regu lar hotels in th e 1-1 District. I would lik e I,> offer a little b't of background on th is matter. The City Coun ci l au th or ized a hotel study early last year The ho le l study mad e a cou ple of important fi nd ings , anci that is that there is a market for hotel rooms fo r lodging In Englewo od. If we wo uld allow them in the pla ces where the market would support them an d that is, bas icall y, along the 285 corridor and a liWe bit north or south of 285 on both Santa Fe Drive and Broad way . One other recom men da tion was that we permit th em near the light rail sta tions . As it happens , when the Un ified Development Code wa s adopted initially in 2004 , hote ls were om itted from the industrial zone districts . Prior lo 2004 , hotels were a use by right in the industrial zo nes and that has lo do with the restru ctur ing of th e Zone Districts . The request then would restore hotels as a f'ermitted us e in th e 1- 1 Zone Distr ict. We had a Publ ic Hea rin g before 1;,e Pla nn ing Comm ission on th is matte r, and asked the Pl anning Commission for an ord inance tt u .. t was a bit broad er and cove red the reco mm endat io1is in the Horw ath Hosp itality Study . They recommended that we li mit the request to ju st extended slay hotel s and t,otels in the 1-1 District and so tha t is th e way we took ii to the Planning Comm ission at the Publ ic Hear ing and that's the way that we're bring ing ii forward to Council . We ant ici pate tha t we wi ll cont inue studying th is an d look ing at the poss ibili ty of Implement ing the recommendations in t~e Horwath Stud y at a la ter date. There Is a piece of • compan ion legislation to this . There is a hotel in th~ due dil igence proces s, loo ki ng at a site on San ta Fe Drive, and ii would be nece ssary to ma ke th is mod ifica tion in order lo acco mmodate the hotel and ma ke th e 11(a) (ii) ordinance rel eva nt. He said on th is matter, the Colorado Department of Transportalion has some surpl us property ava ila ble on South Santa Fe Drive, and one of th ose pieces of p, operty is of inte rest to a ho tel. Th e property that we 're discuss ing is addressed 3301 South Santa Fe Drive . That property , together with a pr ivately held property ne xt door, woul d support the • deve lo pment of an extended stay hotel. Th is piec e of leg isl ation wo uld permit the transa ctio n, where the City would be the con du it •or that piece of property to the developer , using a first right of re fusal that the Department of High ways has extended to the taxing entities for th at property . So we are recom mend ing that th e Council , app rove on fi rst reading, Agend a Item 11 (a) (ii), author izi ng the City to purchase and sell lh e COO T surplus prope rty. Your abil ity and success to overcome adversity is ve ry commendable and aga in , having participated quite heavily over the last three years , I find it very impressive what a lot these kid s have done. (Iii) May,x Woodward said I want to ann o•mce that Wal-Mart made a donation of approximately 2200 CFL ligrt !:,u'bs to the Englewood Housing Authority's Simon Center and Orchard Place. The donation should save the En glewood Housing Authority in excess of $60,000.00 over the life of the bulbs and I'd like to thank Wal-Mart for t~is generous contribution . (b) Council Members ' Choice (i) Council Member Mccaslin said thanks guys for volunteering for these commissions. appreciate you all. Thank you .
