AN ORDINANCE SUBMITTING TO A VOT E OF THE QUALIFIED ELECTORS OF THE
CITY OF ENGLEWOOD , COL ORADO, AT A SPECIAL ELECTION TO BE HELD ON
MARCH 24, 1981 , PROPOSED AMENDMENT TO THE CHARTER OF THE CITY OF
ENGLEWOOD, AS FOLL OWS: INCREASING MEMBERSHIP ON THE ELECTION
COMMISSION AND INCREA SING PETITIONING TIME FOR ELECTIVE OFFICE BY
AMENDING SECTION S 11 AN D 15 OF ARTICLE II, OF THE HOME RULE CHARTER.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD,
COLORADO:
Section 1: There is hereby submitted to the qualified electors
or the City of Englewood,at a special election to be held on
March 24, 1 981, proposed amendment to the Charter of the City of
Englewood, as follows:
Th a t ef fective inunediately upon approval of the qualified
electors of t he City of Englewood, and the certification thereof
t o t he office of .the Secretary of State of Colorado, pursuant to
Sect i o n 9, Article XX, of the Colorado Constitution, the Charter
of the City of Englewood, and Section 31-2-210, Colorado Revised
Statutes, 1 973, as amended.
Article II, Section 11,of the Home Rule Charter of the City
of Englewood is hereby amended to read as follows:
"11: ELECTION COMMISSION
There i s hereby created an Election Commission
con s i sting of the City Clerk,whe ehaii ee ehe ehatrman,
and ewe FOUR qualified electors of the City. Said
electors, during their tenure in office, shall not
be City officials or employees or candidates for
elective city office. Council ahall make tfttttai

ONE TERM OF APPOINTMENT TO TERMINATE JANUARY 1, 1983
AND ONE TERM OF APPOINTMENT TO TERMINATE JANUARY 1,

appointments shall be for four-yeare-TERMS. THE
COMM ISSION SHALL ELECT A CHAIRPERSON FROM ITS
ME MBERSHIP.
The Election Commission shall establish precincts
and appoint the election judges and clerks for each
prec inct as provided in the Colorado Municipal
Ele ction Laws and have charge of all other activities

and duties required of it by law or this Charter •
In case of a tie vote, the Election Commission
s hall determine by lot the person or persons who
shall be elected.
Where municipal election procedure is in .doubt,
the Election Commission shall prescribe the proce-
dure to be followed."
Artic le II, Section 15, of the Home Rule Charter of the
City of Englewood is hereby amended to read as follows:
"1 5: NOMINATIONS FOR ELECTIVE MUNICIPAL OFFICE
Each candidate for an elective municipal office
sha ll be nominated by petition siqned by at least
f i fty qualified electors residinq within the
municipality, or the district, from which the
o f ficer is to be elected.
Petition forms supplied by the City Clerk may be
c i rculated and signed not more than fer~y-five
F IFTY days prior to the day of the election and
s h all be filed with the City Clerk not less than
ewen~y-fi.e THIRTY days prior thereto. Petitions
•hall be circulated and filed in accordance with
Co lorado Municipal Election Laws."
Section 2. The voting machines and paper ballots for said
election sha ll carry the following designation which shall be
the submission clause;
FOR AMENDMENT NO. 8 AGAINST

1) increasing Election Commission membership from
3 me mbers to 5 members, amending Section 11,
Art ic l e II:
2) that petition f orms may be circulated 50 days
pri or to election and are to be filed with the
Ci t y Clerk not l ess than 30 days prior to
elect i on amend ing Section 15, Article II?
And each elector voting at sa i d election and desirous of voting
for or against said amendment shall indicate his choice by
depressing the appropriate counter of the voting machine which
indicates the word "For" or "Against" or by the appropriate
marking of paper ballots, whe re used .

Sect ion 3. A special election is called to consider the fore-
going amendment to the Charter of the City of Englewood, along
with other proposed Charter amendments, for the 24th day of
March, 1981. It is expressly understood that only one special
election is called to consider multiple questions.
Section 4. The proper officials of the City of Englewood
shall give notice of said general municipal election, which
notice shall be published in the manner and for the length of
time required by law, and the ballots cast at such election
shall be canvassed and the result ascertained, determined, and
certified as required by law.
Introduced, read in full and passed on first reading on
the 5th day of January, 1981.
Published as a Bill for an Ordinance on the 7th day of
January, 1981.
Read by title and passed on final reading on the 19th day
of January, 1981 .
Published by title as Ordinance No. 9 , Series of 1981,
on the 21st day of January, 1981. ~~~
