AN ORDINANCE AMENDING TITLE X, CHAPTER 1, OF THE ENGLEWOOD MUNICIPAL
CODE OF 1969, AS AMENDED, RELATING TO THE ESTABLISHMENT OF A PARKS
AND RECREATION COMMISSION AND DUTIES THEREOF.
WHEREAS, the Parks and Recreation Conanission of the City of
Englewood made recommendations to the City Council of the City of
Englewood concerning the duties and responsibilities of the
Commission; and
WHEREAS, the City Council and the Parks and Recreation
Comm i ssion have reviewed the same in joint meeting.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ENGLEWOOD, COLORADO:

COMMISSION ESTABLISHED
There is hereby established a joint commission of the City
of Englewood and School District No. 1, Arapahoe County,
Co l orado, to be known as the Parks and Recreation Commission .•
The said Commission shall consist of seven persons, two of
whom shall be appointed by the Board of Education of School
District No. 1, two of whom shall be appointed by the City
Council, and three of whom shall be selected by the four
appointees designated by the Board of Education and the City
Council .

10-1-2: TERMS OF OFFICE
The City Council shall designate one member of the Com-
mission to serve until February 1, 1982, and one member to
serve until February 1, 1984. The Board of Education shall
designate one member of the Commission to serve until
February 1, 1982 and one member to serve until February 1,
1984. The four members thus designated shall designate two
additional members to serve until February 1, 1982 and one
additional member to serve until February 1, 1984. Members
of said Commission thereafter designated shall be designated
for terms of four ~ears. Current members of the Commission
shall not have their terms affected hereby.
10-1-3: CHAIRMEN
The Parks and Recreation Commission shall select in March
its Chairman for two-year terms. The Chairman shall be
entitled to enter into all discussions of the Commission and
to vote on all questions before the Commission. The Chairman
shall be the presiding officer and shall nave such other and
further duties as may be designated by the rules and regula-
tions of the Commission. ·
10-1-4: QUORUM
Four members of the Commission shall constitute a quorum
for the transaction of business. In the absence of four mem-
bers, such members as are present may adjourn from time to
time until a quorum is present.
10-1-5: POWERS AND DUTIES
The Parks and Recreation Commission shall have the follow-
ing powers and duties:
(a) Be advisory to the City Council in all matters pertain-
ing to Parks and Recreation.
(b) Prepare annuaily a Parks and Recreation master plan for
the development and maintenance of a modern and adequate
Parks and Recreation system.
(c) A~t as a sounding board of the Community and gather and
assess the facts and data necessary to make sound recom-
mendations to City Council in providing Parks and
Recreation services. The Commission, with the approval
of Council, may form committees made up of Commission
members as well as citizens as needed to research pro-
grams that call for extensive time and discussion.
These committees will be advisory only to the Parks
and Recreation Commission.
(d) Review the annual Parks and Recreation budget as sub-
mitted from the Parks and Recreation Department to
City Manager and make recommendations to City Council
if the Commission deems necessary.

(e) Adopt rules and regulations for the conduct of the
Conunission meetings and duties of its officers and
conunittees.
(f) Meet monthly.
