HomeMy WebLinkAbout1981 Ordinance No. 080-.. -.,.,, -r- • • • •• • ·~ '• BY AUTHORITY ORDINANCE NO. !iQ SERIES OF 1981 COUNCIL BILL NO • .Ji.9._ INTRODUCED BY COUNCIL MEMBER HIGDAY AN ORDINANCE ADOPTING REVISION TO THE ENGLEWOOD MUNICIPAL CODE OF 1969 AS AMENDED, RELATING TO THE CAREER SERVICE SYSTEM OF THE CITY OF ENGLEWOOD, TITLE V AND REPEALING CURRENT TITLE V, EXCLUDING TITLE V, CHAPTER 9. WHEREAS, on the 24th day of March , 1981, the voters of the City of Englewood adopted changes in the Englewood Home Rule Charter; and WHEREAS, the Career Service Board has reviewed and made reconunendations concerning an ordinance to implement the changes in the Home Rule Charter adopted by the voters • Section 1. Title V, Chapter 1, 2, 3, 4, 5, 6, 7, 8, 10 and 11 are hereby repealed. Section 2. There is hereby enacted by the City Council of the city of Englewood, Title V, Chapters 1, 2, 3, 4 and 5 to read as follows: . ~ . . , • • • .. however, that if the bearing or other official business cannot be concluded within the same meeting and must be extended beyond the meeting date, t lhe same three ( 3) aeabers shall be in attendance at each and every seaaion thereafter of that bearing. In the event, however, a member becomes disabled or incapacitated during the course of the bearings, it shall be permissible to substitute another Board member to take the absent member's place. In such instance a transcript of the hearing shall be provi_ded the substitute Board member. 5-1-3: COUNCIL APPOINTEES TO 'l'BE BOARD council shall make appointmen~s to fill vacancies for unexpired terms of their appointees within forty-five (45) calendar days of the date of the vacancy. 5-1-4: EMPLOYEE MEMBERS: METHOD OP APPOINTMENT (a) Candidates for the Board of Career Service Commissioners shall be nominated by petitions on forms supplied by the Director of Finance, ex officio City Clerk-Treasurer. A petition of nomination shall contain the name and address of only one (1) candidate. (b) Nomination petitions may be circulated and signed beginning on the 35th day and ending on the 15th day prior to election. Each petition shall be signed by at least twenty-five (25) full-time permanent -6-. · ..... .. -"!"" .. • • • classified City employees • (c) Each nomination petition shall be filed with the Director of Finance no later than the 15th day prior to the day of election. Every such petition s~all be endorsed thereon the written affidavit of the candidate, accepting such noaination. The acceptance of nomination shall contain the full name and place of residence of the candidate. (d) The City Election Co .. ission, at least ten (10) days before such election, aball give written notice of the election, stating tbe date thereof, establishing polling place or placea, in all locations convenient to said City eaployeea, and llating the names of those candidates whose n011inationa .bave been certified by the Director of Finance. (e) The City Election Ca••i••lon aball be guided in the conduct of said election by _ the general rules of election and suffrage aa contained in the Colorado Statutes, as amended, inaof ar as they provide guidelines for the printing of ballots, the selection of observers, procedure, counting ballots and reporting results. Section J. leverabilitya If any provision or clause of this ordinance, or application thereof to any person or cir- cumatance is held to be unconstitutional or otherwise invalid by any court of competent juriadiction, such invalidity shall not affect other ordinance proviaiona or clauses or applications thereof which can be implemented without the invalid provision, clauae or application, and to this end the provisions and clauses of this ordinance are declared to be severable.
