NO W, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CI TY OF ENGLEWOOD, COLORADO, as follows: Section 1 . That Section 6 (b) of Chapter 1, Title III, '69 E. 1.C . i s hereby am e nded to read as follows: 3-1-6: DEFI NIT I ONS Section 2 . I-and -II;-are -heYeey-adepted-ey-rejerenee THE RE IS HER EBY ADOPTED AS THE BUILDING CODE OF THE CI TY OF ENGLEWOOD, COLORADO, BY REF- -1 - .. • • • ERENCE THERETO, CHAPTERS 1 THROUGH 70, INCLUSIV E , OF THE UNIFORM BUILDING CODE, 1973 EDITION, INCLU DI NG THE APPENDENDICES, with the same f orc e and effect as if the same were fully set forth herein, subject to the exc e ptions, modifications and amend- ments thereto as hereinafter set forth. 3-2-2 SPECIFIC CHANGES IN ADOPTED CODE The following specific changes, modifications and amendments are hereby made in the provisions of the Uni f orm Building Code, 1973 Edition, hereinabove adopted. 1. Delete Section 204, Board of Appeals, Page 28 -Uniform Building Code. 2 . Section 30l(a), Page 29 -Uniform Building Code. At the end of the first paragraph add the following: EXCEPTIONS: (1 ) Public etility. A permit shall not be required of a public utility duly fran- chised or authorized as such in the City, for the repair and maintenance of the equipment and facilities used in the distribution of such utility which has been exempted elsewhere in this Building Code. (2 ) Schools under jurisdiction of the Colorado Division of Safety shall be exempt. 3. Add new Section 301(a) 1, Page 29 -Uniform Building Code. AUTHORIZED APPLICANTS. Only persons, firms or corporations duly licensed under the terms and provisions of this Building Code may apply for a permit, and such licensees may apply for and be issued permits to perform only such work as they are entitled to per- f orm under their respective licenses. Any application for a permit fil~d in derogation -2- .. • • • of th 's Ch ap ter Building Code shall be deemed to have be n filed falsely and shall be invalid n otw i th~ta nding the foregoing and in additi o n thereto, the following persons shall deemed to be authorized ap plic ants: (1 ) Any person who owns a Group I or J building may make application for a permit to enlarge, remodel, alter, repai r, improve, convert or demolish such building. Upon the issuance of a perm it hereunder, all such work authorized shall be performed only by such person and shall be performed in accordance with all the requirem e nts of this Building Code. (2) Any person who owns a property and wishes to construct or erect a Group I or J Occupancy building or structure on said property for his own occupancy may make application for a permit for such building or structure. Only one (1) such owner's permit may be issue d to the owner in any twelve (12) month period. Any owner who does not occupy said building within ninety (90) days after its construction shall be deemed a contractor and shall be required to qualify as such, including payme nt of all applicable fees. 4. Section 3 0 3, Pa ge 32 -Uniform Building Code. Add a new -s ection (e) as follo ws: (e) The City of Englewood, Arapahoe County, the State of Colora do and the United States of mc rj a s hall be exempt from payment of p e rmit f c s . S. Section 304(d), Page 33 -Uniform Building Code. In sub-section 2 "FRAtl.E INSPECTION" delete the words, "all pipes , chi mney s , and vents are complete" and subs titute the following: "the e J cc r ic a , pl u mbi ng and heating rough -i ns have b e en inspected and approved._" 6. Section 407, Page 38 -Uniform Building Code. In the paragraph "FAMILY" delete the words, -3- · . • • • 7. 8. 9. 10. "five persons" and substitute "four persons of the same sex." Section 810, Page 66 -Uniform Building Code. In the first sentence delete the figure "SO" and substitute the figure "20". Section 17ll(b), Page 102 -Uniform Building Code. At the end of the first paragraph, add the following sentence, "Minimum width of the compartment shall be 51 inches." Section 17ll(c), Page 102 -Uniform Building Code. In paragraph 1 delete the word "24" and substitute "29 1/2". Section l807(a), Page 106 -Uniform Building Code. At the end of first sentence delete the words, "used primarily as offices". In the second paragraph delete the word "75" and substitute "65". 11. Section 3303(d), Page 478 -Uniform Building Code. In the second sentence delete the word "28" and substitute "32". 12. Section 3303(h), Page 478 -Uniform Building Code. In the second sentence delete the words, "not more than 1 inch lower than the threshold of the doorway," and substitute the word "flush". 13. Section 3305(c), Page 480 -Uniform Building Code. In the first sentence after "7" delete the word "1/2". 14. Section 3306(c), Page 482 -Uniform Building Code. In the first sentence delete the figure "10" and substitute the figure "12". 15. Section 3306(d), Page 482 -Uniform Building Code. In the first sentence delete the words "having slopes greater than 1 to 15 horizontal". -4 - .. • • • 16. Sc ions 3 8 8 , '809, 3810, 3811, 3812, 3813 and -314 we re adopted as part of the En glewoo d Bu · d i g ode in 1966 and are ne c es sary to ma intain the proper fire pro t ection and alarm systems. Following Secti n 3807, add new sections as follows: Section 380 8. F ire Detection Systems. (a ) Wher e r equired. Complete fire detection shall b e i nstalled and maintained in all n e w and ex isting C and D Occupancies. EXCEPTIO NS: Day nurseries and Group C Occupanci es when the occupant load does no t exceed twenty (20) persons and the build ing is not more than one (1) story in h eig ht and is constructed of at least one -hour fire resistive materials through- out. (b) Approval . Fire detection system shall be appr ov ed for the particular application and shal l be used for the detection and signaling in the event of fire only. (c) Distance s. Approved fire detecting devices shall be installed not to exceed the lineal or square footage allowances specified, based on the standards, as indicated in Section 3815. (d) No t required. A fire detection system may be installed in lieu of a fire sprinkler sys tem when approved by both the Department and Fire Department. When a fire sprinkler system i s installed in any building or area where a fire detection system was originally required, the detection system need not be provided. (e ) Manual pull stations. Manual pull stations, conforming the requirements of Section 3809, shall be installed in conjunction with fire detection systems. -5- • • (f) Po wer s upply. Electric power supply shall be provided from the most reliable sourc e obt ai n a b le at the building. The pow er supp l y for fire detection systems shall be provided at a point ahead of the main disconnect. (g ) Detailed require~ents. All fire detection syste~s shal: be of the closed-circuit t ype and shall be electrically or mechanically supervised. In addition, such systems shall comply with the following: 1. All wiring shall conform to the require- ment of the National Electric Code, 1975 Edition , and NFPA Pamphlet No. 72. 2. The operation of any detection device shall cause all audible or visual alarm ~ to operate . B. Visual and audible alarms shall be provided in occupancies housing the hard-of-hearing. C. Alarm-sounding devices shall be horns of an approved type. They shall provide a distinctive tone and shall be used for no other purpose than that of a fire alarm. They shall be located so as to be effectively heard above all other sounds, by all the occupants, in every occupied space within the building. 3. A presignal system may be installed in Group D Occupancies. Presignal systems shall not be installed in other occupan- cies, unless approved by the Department and Fire Department. -6- .. • • A. Wh e e a p r e signal system is installed, twenty -four-ho ur personnel supervision sha l l be pro i<led at a location designated by the F i r e Department in order that the alarm si gnal can be actuated in th e event of fi re or other emergency. 4. Each floor shall be zoned separately. If the floor area exceeds twenty thousand (20,000 ) square feet, additional zoning shall be provided. In no case shall the length o f any zone exceed two hundred (200) feet in any direction. A. Zoning indicator panels and controls shall be located as approved by the Depart- ment and Fire Department. Annunciators shall lock in until the system is reset. 5. All systems shall be tested semiannually. A. Accurate logs shall be maintained on the premises indicating box numbers, location and type of devices tested . Any defect, modification or repair shall be logged and shall be available to the Fire Department. Section 3809. Fire Alarm Systems. (a) Where required. A fire alarm system shall be required, installed and maintained in all new and existing A, B, C, D, and H Occupancies. EXCEPTIONS: 1. H Occupancies when less than five (5) s t ories in height. 2. Churches. 3. Day nurseries and Group C Occupancies wh e n the occupant load does not exceed tw e nt y (20 ) persons and the building is not more than one (1) story in height and is constructed of at least one -hour fire resistive materials. -7 - • • • b n ual pull station s shal l be the p a rticular appl i cation e u ~<l for fire protective jng p rpo es o nl y . If the loor area exceeds twenty thousand (20,000) square feet, additional zoning shall be provided. In no case shall the length of a ny zone exceed two hundred (200) feet in any direction. A. Man ual pull stations shall be located in each corridor of each story, base - ment or cellar so that from each corridor door not more tha n one hundred (100) feet will be traversed in or der to reach a manual station. Station s shall be located as near as possible to, a n d not more than five (5) feet from, each s tair exit. Where corridors are not provided, ma nual stations shall be located so that no poin t in the building is more than one hundred (100) feet from a station. Where a stage is provided, a manual pull station shall be located adjacent to the lighting control panel. Manual pull stations shall be locate d at or neaf each exit from th e building . -9 - • • • (e) Coding. Coded stations shall be co d d i n conformance with the particular standard(s). (f) Power supply. Electric power supply s hall be provided from the most reliable s our c e obtainable at the building. The p owe r supply for the fire detection system s sha ll -be provided at a point ahead of the main disconnect. Section 3810. Carbon Dioxide (C0 2 ) and Dry ' Chemical Systems. (a) Where required. C0 2 or dry chemical systems shall be required and installed in rang e hoods and connecting duct systems where used in conjunction with frying and cooling oper- ations in all food ~reparation centers within any Group A through H Occupancy. EXCEPTIONS: 1. Single-story new or existing restaurants, Group F Occupancy, with an occupant load of less than fifty (SO), as determined by Table 33 -A of this Building Code. 2. Churches, when the food preparation center is not used more than eight (8) hours per week. 3. Schools, when the food preparation ·enter is not used more than eight (8) hours per week. 4. Dwelling units. (b) Definitions. For purposes of this Section, the following definitions shall apply: "C0 2 11 shall mean carbon dioxide gas. "Dry chemical" shall mean any approved dry chemical used for extinguishing fires . -10- • • (c) De iled r equirements (general). All r quire d systems shall comply with the following, in clud ing an operational test: 1 . Where natural or liquefied petroleum gas is used in conjunction with cook i ng app liances, a manual reset safety valve shall be installed on the gas service line to prevent the gas from flowing into the burner or pilot in the event of failur e or shutdown. 2 . A man ual station controlling the extin- guishing system shall be located at or near one (1) of the exits from the area, a nd in no case nearer than ten (10) feet f rom the range hood unless approved by the Department. 3. Manual station shall be securely mounted not less than four (4) feet from the floor. 4. All range hoods and duct systems equipped with fi re extinguishing systems, as re- quired by this section, shall provide both automatic and manual actuation and at least one (1) alarm device. 5. The system .shall be maintained in full operating capacity as required by this Building Code and shall be serviced every six (6) months. A sign posted adjacent to the system shall indicate the operation of the system. 6. All nozzles shall be accessible for cleaning and replacement. (d) Detailed requirements (C0 2 ) systems. In addition to the requirements of this chapter, the followi ng shall apply: 1. CO systems shall be approved and installed in 2 accorda nce with requirements of this section and, where applicable, in a cc ord - ance wi th the standards. -1 1 - • • • 2. Where multiple hoods are served, each hood shall provide a separate actuator and a separate co 2 supply. 3. The area of any hood shall be calculated on the basis of a square or rectangle, regardless of shape. 4. 5. 6. Total C0 2 requirements for hoods shall be calculated on the following accumu- lative basis: A. Open area of hood (square feet) ; 0.6 • pounds of co 2 . B. Volume of hood (cubic feet) Minimum depth of 2 feet): 8.0 +pounds of co 2 . C. Hoods located over liquid surface operations. Liquid surface area (square feet); 0.4 •pounds of C02 (10 pounds minimum). D. Volume of plenum (cubic feet): 8.0 • pounds of co 2 . E. Volume of duct to fire damper (cubic feet ); 8.0 •pounds of co 2 . F. Duct above fire damper, minimum ten (10) pounds of co 2 . G. In addition to the caluculations, an add i tional ten (10) pounds of co 2 shall be provided as a safety factor. Upon activation of the extinguishing system, the fans shall cease to operate; the gas valve shall shut the pilot and burner(s) off; and the fire damper shall actuate into the closed position. Duct systems from range hoods shall be equipped with approved fire dampers unless as otherwise approved by the Department. The light shall be .9f a distinctive red color and shall be located in a conspicuous location . (e) Detailed requirements (dry chemical). In addition to the applicable requirements of this chapter, the following shall apply: 1. 2. 3. A te n -pou nd approved portable-type C02 ex tinguisher sha ll be provided and loc- ated not more than fifteen {15) feet and not less than ten (10) feet from the hazard. S ec tion 3811. Fire Hydrants. Fire hydrants installed on public or private property shal l be located and installed as directed by the Fire Department. Hydrants shall conform to the standards of the Utility Director and the Fire Department. Hydrants shall not be installed on a water main of les r. _han six {6) inches in diameter. All hydrants shall be pa~ted in con- formance with the requirements of the Utility Director • Section 3812. Service Station Inside Buildings. {a) Where required. A carbon dioxide system sha ll be installed where gasoline pumps are located inside any building or structure. {b) Detailed requirements. The shall be controlled by a device with a thirty-second delay and sh all be equipped with an audible and visual alarm located on both the interior and exterior of the enclosure. The fire protection system shall be interlocked with the ventilating system and the overhead door or doors so that, in the event of fire, the ventilating system will automa~ically shut off and the overhead door or doors will close. The architect or engineer designing a building or structure shall note upon the drawings and specifications, as approved by the Department, tha~ a central alarm station tie-in be provided, where re- quired by this chapter. It shall be the responsibility of the owner of such building or structure to provide this service. Section 3814. Existing Building Compliance (Fire Detection and Alarm Systems). (a) Legal. This chapter of the Building Code shall become i n force upon final passage of this ordinance by City council. EXCEPTION: The requirements in the following sections fo r exist ing buildings or structures sh all be comp leted not later than January 1, 1975: Section 3808, Fire Detection Systems.
