HomeMy WebLinkAbout1960 Ordinance No. 009Introduced as a Bill by CC11ncilman Kreiling BY AUTHORITY ORDINANCE NO. 9, SERIBS OF 1960 AN ORDINANCE ESTABLISHING A JOINT COlllllSSION BBTWEEN THE CITY OF ENGLEWOOD, COLORADO, AND SCHOOL DISTRICT NO. l, ARAPAHOE COUNTY, COLORADO, TO BE KNOWN AS THE PARKS AND R!X:REATION COMMISSION AND PROVIDING FOR THE llBllBERSHIP AND DUTIES THEREOF. WHEREAS, the Charter of the City of BnKlewood, Colorado, provides in part that the "Council shall provide, by ordinance, for the planning and supervi- sion of a community recreation program and for equipping and maintaining City- owned or controlled parks, recreational .-eas and facilities, both in and out- side the corporate City limit• ••. Tbe City may cooperate , with other public utborities, organizations, or individuals, in or outside the City to imple- nt the operations of this program;" and HBREAS, a joint program of parks and recreation between the City of Englewood and School District No. l would be desirable and in furtherance of the purposes set forth in said Charter: NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BNGLDOOD, COLORADO: Section 1. That there be and hereby is e•tablished a Joint Commission of the City of Englewood and School District No. l, Arapahoe County, Colorado, to be known as the Parks and Recreation Commission. Section 2. That the Parks and Recreation Commission shall consist of seven persons, two of whom shall be appointed by the Board of Education of School District No. 1, two of whom shall be appointed by the City Council of the City of Englewood, and three of whom shall be selected by the four appointees designated by the Board of Education and the City Council. Section 3. The City Council of the City of EnKlewood shall designate one member of the Parks and Recreation Commission to serve until February 1, 1962, and one member of the said Commission to serve until February 1, 1964. The Board of Education shall designate one member of the Parks and Recreation Commission to serve until February 1, 1962, and one member of said Comaission to serve until February l, 1964. The four members designated by the City Council and the Board of Education aball designate two additional mbers to serve until February l, 1962, and one additional member to serve until February 1, 1964. Members of the said co .. ission thereafter designated shall be designated for terms of four years. Section 4. The Parks and Recreation Commi••ion shall select its own Chairman at the first regular meeting of the Commission. The Chairman shall be entitled to enter into all discussions of the Commission and to vote on all questions before the Commission. The Cbatrman shall be the presiding officer of the Commission and shall have such other and further duties as may be designated by the rules and regulations of .. the Commission. Section 5. Four members of the Parks and Recreation Commiss~on . shall constitute a quorum for the transaction of business. In the absence of four members, such members as are present may adjourn from time to time until a quorum is present. Section 6. To plan a recreational program with the adwice of the Parks and Recreational Director. To have powers of recommendation for the position of Parks and Recreational Director, as well as recommending release, if he fails to carry out bis duties and responsibilities. (e) To adopt rules and regulations for the conduct of its meetings and the duties of its officers and committees. (f) To carry out such other functions and duties as may be from time to time designated by identical re•olutions of the City Council of the City of Englewood and the Board of Education of School District No. l, Arapahoe County.
