AN ORDINANCE REORGANIZING THE GOVERNMENT OF THE CITY OF ENGLEWOOD,
COLORADO, PURSUANT TO THE HOME RULE CHARTER OF SAID CITY; ADOPTING AN
ADMINISTRATIVE PLAN PURSUANT TO THE PROVISIONS OF SAID CHARTER; PRE-
SCRIBING DUTIES, SALARIES AND WAGES FOR OFFICERS AND EMPLOYEES; REPEALING
ALL ORDINANCES OR PARTS OF ORDINANCES IN CONF~ICT HEREWITH AND DECLARING
AN EMERGENCY.
W~REAS, the duly qualified electors of the City of Englewood,
Colorado, by a majority vote, heretofore adopted a Home Rule Charter
which became in full force and effect January 1, 1960; and,

WHEREAS, the City Manager, pursuant to the provisions of said Charter,
has now submitted to the City Council a revised administrative plan and a
revised salary and wage scale, and the City Council deems such revised
plan and salary and wage scale to be practical and realistic, and for
the best interests of the City:
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO:
ARTICLE I
GENERAL ORGANIZATION
The City Council recognizes and adopts as the organizational plan:
Section (a) BOARDS AND COMMISSIONS
(1) The "Board of Examiners for Electricians" established
by Section 6 of Ordinance No. 2, Series of 1953.
(2) The "Public Library Board" established by Ordinance
No. 28, Series of 1958.
(::S) The "Water and Sewer Board" established by Ordinance
No. 34, Series of 1958.
(4) The "City Planning and Zoning Commission'.' established
by Ordinance No. 35, Series of 1958.
(5) The "Board of Admustment and Appeals" established by
Ordinance No. 22, Series of 1959.
(6) The "Board of Career Service Commissioners" established
by Ordinance No. 13, Series of 1959, as amended.
(7) The "Election Commission" established by Ordinance
No. 25, Series of 1959.
(8) The "Parks and Recreation Commission" established by
Ordinance No. 9, Series of 1960, as amended.
Section (b) LEGAL DEPARTMENT
A City Attorney and Assistants as provided for in the Home Rule
Charter.
Section (c) MUNICIPAL COURT
A Municipal Judge and Court Clerk as provided for in the Home Rule
Charter. The term of the Municipal Judge shall begin the first Monday in
January after his election and shall continue for a term of four (4) years
therefrom. In the event of a vacancy in the office of Municipal Judge,
a successor shall be appointed by the City Council, who shall serve until
the first Monday in January after the next election. At the next election
after such vacancy occurs a Municipal Judge shall be elected for a term
of four (4) years beginning the first Monday in January after such election.
Section (d) OPERATING DEPARTMENTS
To be operated under the control of the City Manager, and with immediate
direction by department heads, as follows:

As provided for by Federal and State Statutes, consisting of
volunteer personnel and cooperating with the City under a Civil Defense
Director appointed by the City Manager, but without City departmental
status.
ARTICLE II
DUTIES
Section (a) The duties of the existing and recognized Boards and
Commissions shall be as prescribed within the ordinances
creating the respective bodies.
Section (b) The duties of the Legal Department and of the Municipal Court
shall be as prescribed within the Home Rule Charter.
Section (c) The duties of the Operating Departments shall be as prescribed
by statutes, H,me Rule Charter, ordinances, and/or directives
of the City Manager as each may be applicable to the respec-
tive departments.
Section (d) The duties of the Civil Defense Agency shall be as prescribed
by Federal and State legislation. The City Council recognizes
the possible functioning of the Agency outside of the
territorial limits of the City of Englewood. In case of a
declared emergency within the City of Englewood, all operating
departments of the City government shall cooperate with the
Civil Defense Director, and shall coordinate their activities
and contribute effort, facilities, materials and equipment
for the duration of the emergency.
ARTICLE III
SALARIES
Section (a) SALARIES OF OPERATING DEPARTMENT OFFICERS AND EMPLOYEES
The following table is adopted for use in determining salaries and
wages upon an equitable basis.

The City Manager shall receive annually the sum of $10,776.00,
payable in equal monthly installments, plus $300.00 annually for expenses.
The Municipal Judge shall receive annually the sum of $3,600.00, payable
in equal monthly installments. The Municipal Court Clerk shall receive
a monthly salary within Grade 6, to be determined by the City Council.
The City Attorney shall receive an annual retainer of $2,400.00, payable in
equal monthly installments; and the Assistant City Attorney shall receive
an annual retainer of $2,100.00, payable in equal monthly installments;
in each case until changed by ordinance of the City of Englewood. The
City Attorney, Ass istant City Attorney or Attorneys, Special Counsel and
Special Water Consultant shall receive such other and further compensation
from time to time for special services as the City Council may determine
and allow:

REPEALING PROVISIONS
Ordinance No. 47, Series of 1955
Ordinance No. 31, Series of 1956
Ordinance No. 37, Series of 1957
Ordinance No. 39, Series of 1958
Ordinance No. 35, Series of 1959
and all other ordinances or parts of ordinances in conflict herewith are
hereby repealed.
ARTICLE V
If any section, subsection, sentence, clause or phrase of this
ordinance is for any reason held to be unconstitutional, void or invalid,
the validity of the remaining portions of this ordinance shall not be
affected thereby.
ARTICLE VI
This ordinance shall take effect and be in force from and after
January l, 1961.

ARTICLE VII
The City Council hereby finds, determines and declares that it is
necessary that the p rovisions of the above and foregoing ordinance be in
effect to conincide with the beginning of the fiscal year of the C i ty,
January 1, 1961 ; that this ordinance could not be in effect under regular
p rocedures of p assage; that an emergency exists, and that this ordinance is
necessary for the preservation of publ ic property, health, peace or safety
and shall take effect u p on passage, specifically as provided in ARTICLE VI
above.
Passed on First Reading by the City Council of the City of
Englewood, Colorado, this 21st day of November, A.D. 1960, and ordered
published in full in the Englewood Herald and Enterprise.
Passed on Final Reading by the City Council of the C i ty of
Englewood, Colorado, this 5th day of December, A.D. 1960, and ordered
p ublished in full in the Englewood Herald and Enterprise.
