ORDINANCE NO. 28, SERIES OF 1958
AN ORDINANC E PROVIDING FOR THE TERllS, POWERS AND DUTIES OF THE
PUBLIC LIBRARY BOARD FOR THE CITY OF ENGLDOOD, COLORADO; AND RE-
PEALING SUBSECTION 3 OF SIX:TION (c) OF ARTICLE I OF ORDINAll::E NO.
47, SERIES OF 1955, AMI> ALL Ol'BER ORDINANCES AND PARTS OF ORDI-
NANCES IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD,
COLORADO :
Section l. The Public Library Board of the City of
Bn1lewood, Colorado,. shall consist of one City CouncillUUl and five
aeabers appointed by the City Council fro• citizens-at-lar1e. The
City Counc i lman member shall serve during his tenure as Councilman.
Two citizen-at-large meabers shall be appointed to serve until
February l , 1960; one citizen-at-large to serve until February 1,
1961 ; one citizen-at-large to serve until February 1, 1962; and
one citizen-at -large to serve until February 1, 1963. Thereafter,
citizen-at-large meabers of said Public Library Board shall be
appointed for four-year teraa. The City Manager ahall ·-ppoint a
aeaber of the library staff to be an ex-officio non-votin1
aember of the Public Library Board. All aeabers of the Public
Library Board shall be subject to removal by the appointing
authority . The appointing authority shall make appointaents to
f ill vacanc i es for the unexpired terms.
Section 2. The Public Library Board shall have the
following P6wers, duties and obligations:
(a ) To prepare and submit to the City Council
a aaster plan for the developaent and
aa.intenance of a modern library systea.
(b ) To cooperate with the City llana1er in
preparing its annual capital expenditure
buclaet for the City Council, and in
estiaating anticipated revenues and the
sums necessary to aaintain and operate
the library during the ensuin1 year.
(c ) To cooperate with any public or private
agency in obtaining space or for any
other purpose, subject to the approval
of the City council.
(d ) To recoaaend to the City Council the
adoption of rules and re111lations for
the use of tbe library as the Board
may deem expedient.
(e ) To aake recommendations to the City
Manager for supervision, care and custody
of all property of the library including
roo11& or buildin1s constructed, leased
or set apart therefor.
(f ) To assist the City llanager, when requested
by hia, in the selection of a librarian
and such other library eaployeea as may be
deeaed necessary; and to pre•cribe their
duties subject to approval of the City
Manager.
(g ) To adainister such 1ifts of 110ney or property
or trust aa aay be 1ranted to and accepted by
the City Council for library purposes.
(h) To process the purchaae of books, periodicals,
maps, supplies and materials for the library
throu1h the purchasin1 a1ency of the City.
(1) TQ do such other acts as aay be necessary for
the orderly and efficient manaseaent and
control of the library.

Section 3. At tbe close of eacb year, tbe Public Library Board
shall aake a report tbrou1b tbe City Kana1er to tbe City Council showing
tbe condition of their trust during tbe year; tbe au .. of money expended,
and tbe purpoaea of tbe expenditures; tbe nuaber of books and periodicals
on band; tbe nuaber added durin1 tbe year; tbe nuaber retired; tbe
nuaber loaned out; and aucb other statistics and inforaation and sucb
sug1estiona as tbe Board 118.f deem of public interest. A copy of tbis
report aball be filed witb tbe State Librarian.
Section 4. Tbe Public Library Board aball convene on tbe
first Tue•.of February of eacb year to organize and to •elect officers.
Tbe Board shall also convene at least once in eacb calendar month for tbe
transaction of such business as may regularly co .. before tbe Board. A
book of records of each .. eting shall be kept and placed in tbe off ice
of tbe City Clerk for public inspection. All regular .. etings of tbe
Public Library Board shall be open to the public.
Section 5. Tbe Public Library Board, at its first aeeting
in February of each year, shall cbooae its own Chairman and Vice-
cbairaan froa citizen-at-lar1e aeabers.
Section 6. Subsection 3 of Section (c) of Article I of
Ordinance IO. 47, Series of 1955, and all other ordina.Dces and parts
of ordinances in conflict berewitb are hereby repealed.
Section 7. Tbe City Council hereby finds, determines and
declares this ordinance is necessary for tbe iaaediate preservation
of the public peace, health, safety and convenience.
Section 8. In tbe opinion of tbe City Council an eaer1ency
exists; therefore, tbia ordinance shall take effect and be in force
fro• and after its final passage and publication.
Passed on First Reading by tbe City Council of tbe City of
Bn1lewood, Coloradq, tbis 18t~ day of August, A.D. 1958, and ordered
published in tbe Englewood Herald and Enterprise •.
Passed on Final Reading by tbe City Council of tbe City of
En1lewood, Colorado, tbis 15th day of Septeaber, A.D. 1958 and ordered
published in tbe En1lewood Herald and Enterprise.
