That Pa ragr aph 2, Section (b), Article II, of Ordinance No. L, Series of 1952 a s ~ended a bove entjtled be, and it is hereby, further amended by ~d d in~ to said Para m-aph 2 as follows , to-w it :: nThe \-;a ter Advisory Board is sp eci fically hereby rantP<l authority to designate a special water counsel for said Board who whall , without compensat i on , sit a s ~ advisor to the Boar d , and shall act as ex-officio secretary thereof . Any counsel s .- so designat ed who is no t at t:iJne of a ppointment a member of the City Attorney's Office or staff shall not be deemed a member of the City Attorn ey 's off ice or staf f b y reason of the provisions hereof and said attorney shall be retained only on a fee basis by the city in the event of necessa ry le ga l work or litigation as its special counsel in connecti on with water matterD,; the city council shall first be advised of any espenditures to be made f or litigation or other legal services to be performed by said special counsel, it being expressly provided, however, that in the event of urgency or emergency, any contract f or legal services entered into by said Water Advisory Board with said counsel, shall be binding upon the city•. Section 2 . 'l.'he City Council hereby finds, determines and declares that thi s Ordinance is necessary for the inuncdiate preservation of the public peace, health , safety and convenience. Section J. In the op inion of the City Council an emergency exists; therefore, this Ordinance shall take effect and be in force from and after its final passage and publication . Passed on First Reading by the City Council of the City of Englewood, Colorado, this 5th day of April , A.D . 195L , and ordered published in the En gl ewood Press.
