The City Council hereby finds, determLnes and declares that this Ordin- ance is necessary for the immediate prese rvation of the public peace, h e alth, s a fety and convenience. Section 4. In t h e op inion of the City Council an emergency exists; therefore, this Ordinance shall take effect a nd be in force from and after its fina l passAge and publ ication.
