WHEREAS , the du ly qualified electors of the City of Englewood, Colorado,
by a majority vote, heretofore adopted th e City Council-City r anager Form of
:unicipal Gevernment in the mann e r prescr i bed by the statutes of the S tate of
Colorado. an d
',/HERE.AS , said statutes provi de th a t within Sixty ( 60) days following appoint-
ment of the City ~ana g er under said p la n , said City Manager shall present to the
to the City Council a proposed pl a n of administrative organization which shall
be adopted by ordi nance, it a pproved by said City Council. and
IHER EAS '• on January 1, 1952, a City Manag er was appointed pursuant to the
provisions of statu te an d said City t;anag er has heretofore presented to the City
Council an adminis trative plan which said City Council has approved for adoption.

NOW, THE REFORE , BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD,
COLORADO:
ART ICLE l.
GENERA L "Ulf(jAN' ... -I~ZA-T-I ON
a. Tha t pursuant to the vote of th e qualified electors of the City of
Englewo od. Colorado, and the statutes of the state of Colorado, and the statutes or the State of Colorado in such cases made and provided, the City Council of the
City of Eng lewood shall emply a City Mana ger, pursuant to Section 115 (10),
Chapter 163, 193 5 c . s. A., as am ended an d supplemented.
b. The City Council of th e City of Englewood. Colorado, at its first reg-
ular ses sion following each regular election, shall appoiat a Police Magistrate
and a City Attorney , pursuant to S ection 115 (8), Chapter 163, 1935 c. s. A.,
as amended and supplemented.
c. The City Council shall. as provided by existing ordinances, appoint a
Lib rary Board consisting of five memb e rs; a Planning Board consisting of seven
member s; an Examining Boa rd consisting of three members; and a Board of Adjust-
ment co nsisting of fi ve mem b ers. The duly appointed City Manager is hereby desig-
nated as an Ex-officio member of each Board herein described.
d. The Admi nistrative Departnents of the City of Englewood shall bJ the
.• at c r Utility Depa rtment; the F inance De p ·rtment; the Police Department; the
F ire Department; and t he Public Works Department.

ARTICLE 11.

a. City 1.:anager Powers and Du ties. The duly appointed City Manager of
t he City of Englewood s ha ll posess all of the powers and perform all of the duties
se t forth in Secti on 115 {11), Section 11 5 (12), S ection 115 (13), and Section
115 (1 5), Chap t e r 163, 1. ·.5 c . s. A., u s amended and supplemented, and sh a ll have
such other powers and perform such other duties as may be presecribed in Article
3A, Subdivisi on 1, Chapter 163, 1 93 5 c . s. A., as a me nded and supplemented, and
future amendments and su pp l eme nts thereto. Said City t canager shall have such fur-
ther powe rs and perform such further duties as may be granted or preseribed by the
Ord ina n ces of th e City of ~nglewoo d , Colorado, or am endme nts thereto, or future Or-
dinanc e s or amendme nts thereto, and Jtesolutions. Said City Lanager shall further
furnish any report s or state~ents as sh a ll be, from time to time, requested by the
City Cou nc il of the Ci t y of Englewood, Colorad o. The City ~anager shall be respon-
sibl e f or t he c ar e and na int enance of t h o City Hall and shall employ such persons
as he deems necess a ry t Q acc omp lish sai d purpo se, at sularies t o be determined b y
him .
b . ~a t er rrt ility Department. The \l ater Utility Department shall consist

it shall further be t he dut y of s a id Boo rd to arrive at a determination of all suoh
referred is sues and r e comme nd to the Ci t ;r Council and City Manage r• such action as
it shall deem nece ssary in all suc h matter s, includins determinations of policy.
The memb ership of s a id ~ater Advisory Bo Lrd shall be as heretofore appointed by
Resolution, and said memb ~r s sho ll be compe nsated for actual expense incurred in
connection with their duti e s when eve r su i d duties require said mem bers to leave
t he city l i~its of the City of Eng leWJod. This Board may be dissolved and rein-
stated any time by Hesolution of the City Council without necessity of the passage
of a further ordinance .
c. F inance Department . The Fine nce Departm ent shall consist of a City
Clerk who shall be Ex-officio Cl erk to the City Council, and Ex-officio ~reasurer
of the municipality ; said City Clerk shell by the departmental head under the City
Manag er, and be appointed by the City 1.l ane g er as provided by Statute. Said Depart-
ment shell have a Dep uty City Cl erk who s aall also act as an accou ntant and book-
keeper, and such cle rks as are deem e d n e cessary by the City ~anager, all to be
a ppointed and emp loyed by the City Manager, pursuant to statute.
Said Dep artment shall include a Building Inspection Section consisting
of the Building Inspector, Plumbing and/or Wiring Inspector, and such other in--
spectors as deemed necessary by the Cit y 1°o nager, all appointed by said City Mana-
er, pursuant to st atute. .
Said F inance Department, under th e supervision of the City Manager ·and
the City Cl erk , sha ll have all of the duties set forth in Section 115 (15) through
Section 11 5 (l?}, Chapeer 163, 1935 c. s. A., as amended and supplemented. War-
rants issued by the City of Englewood sha ll be signed by the Mayor and attested
and countersigned by the City Cl erk. All oheoks in paYJllent of said warrants shall
be signed by the City Clerk or his De puty, if said Deputy be so authorized by the
Clerk and the City Council.
-d. Police Department. The Police Department shall consist of a Po lioe
Chief who shall be the head of th e Po lic e Department subject to the control of the
City Manager , and such other employees as are deemed necessary by the City Manager,
which employees shall be divided into employment grades, designated as Sergeants,
Patrolmen and Dispa tchers or Clerks. Th e Police Chief and all employees shall be
appointed by the Ci ty kana ger, pursuan t to statute, and shall perform such duties
as are prescribed by statute and the Ordinances of the City of Englewood, Colorad9,
and shall have such other powers and perfo rm such other duties as may be required
by the said City ~a nager.
e. Fire Dep artment. The Fire Department shall consist of a Fire Chief
who shall be the h ead of the Fire Departme nt subject to the control of the City
Uanager, and such other em ploye es as are deemed neces s ary by the City Manager ,
which employees shall be divided int o employmen t grades designated as Captains,
Lieutenants, En g ineers, F iremen, Hardens am Inspectors. The Fire Chief and all
employees shall be appointed by the Ci ty Ma nager, pursuant to statute, and shall
perform such duties as are prescribed by statute and the Ordinances of the City
of Eng lewood, Colorado, and shall hav e such other powers and perform such other
duties as may be g ranted or required by the City Manager.
f. Public Works Dep artment. The Publio Vlorks Department shall consist
of a City Engineer who shall be the head of said Department under the city Man ager.
Re shall make all surveys and establish all building, street, alley, curb and
sidewalk grad e s, and shall perform such other duties in connection with Public
arks as t he City l1ianager may direct, including the supervision and inspection of
public works done by contract with independent contractors.
The Publi c Works Department shall perform all duties in connection with
construction and mai ntenance of streets, a lleys, equipment, sewers, exoept work
done by contract by in d ependent co n tractors. It shall mt.ve control of Parks and
Playgr ounds as to construction, im pr ov e ment and maintenance. At such time as such
functions become necessary, said Department shall be responsible for sanitation
and the coll ection of g arba g e and refu s e and disposal thereof.
Said Depa rtment shall consist of suoh employees as are deemed necessary
by the City r:ianager to carry out the duties and perform the functions under the
control of said Depar t me nt. Sa id employees sha ll be ap pointed by the City Manag er,
pursuant to statute .
SECTION 3.
ARTICLE III.
SALAHI ES OF fil.:PLOYEES
11 em ployees of all Dep~rtm e nt of the City of 2ngl uwo od, except the City

compensation as foll ows, to-wit:

The City ?lanager shall receive a nn ually the sum of $7,500.00, plus $300.00
expense; the Police Ma gistrate sh all rec e ive the sum ~~per month; and
the City Attorney shall receive a retainer of $125.00 per mo th until change
thereof by Ordinance of the City of Englew ood.

ARTICLE V.
REORGANIZATION OF BOARDS
Each and every Board , with th e exception of the Water Department Advisory
Board, shell have a membership of a size as heretofore designated by Ordinances
of the City of Englewood. However, as a part of the reorganization of the entire
administration of said City, the terms of all present ap pointees as members of
said Boards { except for the Water Department Advisory Board), shall expire and
their appointments become void as of 12:01 P. M., Uarch 20, 1952. The City Council,
at its regula r session on 1,:arch 10, 1952, shall appoint the me mb ership of each
and every Board described herein, t he new members to be appointed and to hold
such terms as have been heretofore designated by Ordinance of the City of Englewood,
said terms to bet::i:in at 12:00 o'clock noon, lvi aroh 20, 1952.
SECTION 6.
ARTICLE VI.
EUR CHA SE S AND SUPPLIES
All purchasesof supplies, equipment and purchases for any and all other

purposes, shall be as prescribed by the City Manager and in the method ordered
by him.
7. ARTICLE VII.
CITY CO UNC IL MEETINGS
The City Counci l of the Cit y of Englewood shall meet in regular session on
the first Jl onday of each and every month, ut ? :30 P. M., commencing with the

ARTICLE VIII.
co mmr L ORDE R OF BUSINESS
It sh all b e tlie duty of th e Ci ty Muno g er to pr e pare f or each session of the
City Council, whether regular or adjourned, prior to the convening of such
session, an agenda which shall be presented to the llayor at the opening of every
session of said Council , The order of bu s iness of the City Council of the City
of En ;i:lewood shall fol low such a genda as prepared by the C 1 t y Uanag er.
SECTION 9 .
ARTICLE IX.
REP~ING PROVISIONS
All Ordinan ces or pa rts of Ordinan ces in conflict herewith are hereby repealed.
SECTION 10.
AnTICLE X.
If a nd section, subsection, sentence, clause or phrase of this Ordinance is
for any reason held to be unconstitutional, void, or invalid, the validity of the
remaining portions of this Ordina n ce shall not be af f ected thereby.
SE CT I ON 11.
The City Counci l hereby finds, deteITiines and declares that this Ordinance is
necessary for the immediate p reservation o f the public peace, heolth, safety and
convenience.
SE CTION 12.
In the opinion of t he City Vou nci l an emergency exists; therefore, this Ordi-
nance shall take effect and be i n force fram and after its final passage and publi-
cation.
