Pa yme n t s as se t f o rth in Se ct i on 2 hereof are to be made in accordance with th e pr o v ision s of S e ction 1 4 00 of the F ederal Insurance Contribution Act on all s e r v ic e s which cons t i t u te emp lo ym e n t w it ~j n the meaning of that Act. Payments ade t o t h e Depar t r:1Cn t o f ~~m p loym ent S e c ·1 rity, S t ate of Colora do, shall be due and p a yab l e on or before t he 1 6 t h day o f t l1 c month i mme d i u tely following the completed c a lender qu ar t er , a n d any such payme nts which become delinquent shall bear inter- es t at the rate of o ne-half of one pe rc e nt p e r month until such time as said pay- ments are mad e. 4 . SECTION 5 . The plan an d a g reement executed pursu a nt to the authority granted herein sh a ll provi de t ha t th e perticipation of th e City of Englev.ood, Colorado, in said Old -Age an d Surviv o r's I n ~u ran c e 0 y s t em, s h o ll be effective from and after January 1, 1 9 52 . SECTION 6. The Ci ty Co un c il he reb y f inds, d et erm ines and declares that this Ordinance i s necess a r y for t h e i mm edia te pres e r v ation of the public peace,health, safety and c o n v e ni en c e . SECTION 7. I n t he o pinion of the Ci ty Co u n ci l a n emergency exists; therefore, this Ordi- na nc e shal l take e f f ect and b e in forc e f rom and after its final passage and pu b l i c a t ion. SECTION 8. If any sect i on, subsection, sentence, clause or phrase of this Ordinance is for any rea s on held to be unc onstitutional, void or invalid, the validity of the remaining portions of this Ordinance s htill not be affected thereby.
