Each an d every retailer ot cigarettes shall post in a con•picuoua place at the counter where cigarettes are aold, a •ign or placard setting forth in lettera not .le•• than one-fourth inch in size, the price per package and price per carton tor oigarettea, to which price the tax set forth ahall be adde d. Said sign shall be clearly visible to the public at large. Each cigarette vending machi ne shall have attached thereto a sign or placard in a con81)icuoua place, fully viaiable to t h e pu blic, diacloains in letters not leas than one-fourth inch in size, the price of the cigarette di•pensed by sa i d machine, to which price the •ax described herein aball be atted. it shall be unlawful for cig ar e tte• to be sold by retailer or vending machine without compliance with this .ection. 3.
