• 'Sl'ANDARDS. Sidewa l ks , dr ivew a ys, curbs an d guttera shall be constructed in ac cord ance with
the details show n on the Plans attached hereto. Any sidewalks that are to be con-
structed over baseme ~ areas projecting out int o the confines of streets shall have detailed plans
of construction submitted to th e Build inG I nspector and hie approval secured before work is started.
Sidewalks ~ust have a minimum thickne ss of four (4) inches. Driveways must have an average minimum
t h ickness of six (6) inches, and must be constructed for the full width of the driveway from the back
of the curb or back edge of sidewalk of co~bin n tion curb, gutter and sidewalk to the property line.
No ribbon dr iveways will be permitted within t he confines of public right• of way. Any deviations
from standards he :·ein pr ovide d s hall be submitted •o the J uilding Insp e ctor and his approval se•ured
before procee di ng with construction.
___ _ ____ 5 . AU'IlfOHITY t:6 r.rsPECTOR . The Buildi ng Ins p e c tor sha~l have the right to assign an Inspector
to check on any and all work performed un aer a perm it issued for
sidewalk, durb, gutter and driveway con struc tion, including prepazration of the base, condition and
type of foro s, etc., to be used, ma t erials to be incorporated in th e work, and c onstruction methods
and practices. Insp e ctors s h·1l l be a ssign ed t o call at tention of contr a ctors to infringements of
the se instructions and shall have aut h ority to reject defective materials and worlan anship, and to
stpp work until such tir..e as contr ·1ctor shall correct the situation in question, subject to final
ecision of the Uuildinv. Inspec tor.

sidewalks , service walks and driveways, th e Chief of Police
shall be advis ed of ~my park in t; meters, traffic sig ns an d street signs th at may be effected by the
proposed construction a nd no such meters or signs shall be rera oved or relocated until approval of
hief of ?olice is secired. Cost of any re l ocation shall be paid by the contractor.

all construction locations until such time as concrete is ready to be
opened to use . In th e event the Duild ing Inspect or d oes not consider such barricades and lights
proper or s uf l'icent, the contractor will be advis ed and requested to correct the situation promptly.

18. S.""RV IC E ./ALLS .
(a) W t~•. Sidewalks in r ~sidential areas shall in g eneral con f orm to existing walks in the
same block or district. Sidewalks set back away tram curbs shall be not less than four
(4) fe e t in wi dth unless otherwise ap proved by the Building Ins ~ector. The back edge o~
the walk shall usu-illy be set out from the property line as fo l lows.

Service wll.ka extending f rom property line to curb line shall be not less than thirty (30)
inches in width. ~'ih en set-back sidewalks are used and service walks are to be constructed
extending tram sidewalk to curb an d alon g curb tor landing strips, the width of the service
walk extending along the curb shall be not leas than twenty-four (24) inches in width.
Sidewa lks in business and commercial districts sh a ll be constructed for the full width be-
tween property lines and curbs.
(b) Curb Cuts and Driveways.
Gen eral. All curb cuts shall be of a lenght approved by the Building Inspector. Driveways
sh all be c~nstructed solid for their full widths from curb to property line. In resideptial
area.a driveway widths shall be twelve (12) feet for single garages and fifteen (15) feet tor
double garage s at the widest point or said driveway. Widths of commercial driveways shall
be as approved by the Building Inspec tor. Driveway slabs shall have an average minimum thick-
ness of six ( 6) inches . 11'hen driveways are to cross existing sidewalks, the sidewalk slabs
shall be removed an d dr i veway slab constructed all or th e way back to the property line.

(a ) Gen eral. Side,.:alks, cur bs, gu tte rs , service walks and driveways shall be constructed of
concrete consisting of Portland Cement, fine ac:r~e ea t e , coarse aggregate~ air-antraining ad-
mixture and water. In no case will the use ot' p it-run gravel be permitted.
( b) Cement • PortlaDd Ceoent sh all conform to the current "Standard Specifications tor Port-
land Ceme nt", A.S .T.l ... Design ation: C-150, and shell be Type l when used with an air-entrain-
ing admixture; or shall be air-entraining Portland Cement conforming to A.S.T. M. Design ation:
C-175 , Type l. 1/b en concrete is t o be mixed at site of work in a .... 11 batch mixer, air-en-

(c) Fine .Ag gregate. Fi ne aggreg ate shall consist of n atural sand or of s and prepared from
atone, blast-furnace slag or g rave l. It shall be free from lumps of clay, alkali, soft or
r laky materials an d injurious amounts of ore an i c impurities . •,;hen subjected to the colorimetric
test for orn mic impuritie s and producing a color d arke r than the standard, it shall not be
used with out ap oroval from the Bui l ding Inspector. F ine 8€'gregate shall be well graded from
coarse to fine and when t ested by me ans of laboratory sieves shall confrom to the following
requirements:

(d) Coarse A.ggregate . Coarse aggr ecat e shall consist of crus hed stone or gravel having hard,
strong, durable pieces, free from adherent coatings, soft, thin, elongated or laminated pieces,
disinteg rated stone and injurious amou nts of deleterious substances such as clay, loam end
vege table matter. The maximum am ount of all 'eleterious matter shall not exceed 3 per cent by
wei~t. The coarse aggre g ate sh~ll conform to th e follow ing gradation limi•s:

(e) Air-entraining Admix ture. Unless air-entraining Portland Cement is uied, an air-entrain-
ing admi xture. such as Yinsol r e sin (preferably in solution), Darex, or other ag ent approved
by t he o uil ~ine Inspector shall be adde d . Such admixture shall produce a total entrained air
content in the concrete of not les s than 3 per cent, or more than 6 per cent, by volume of
th e concrete as determi ned by the "Tentative e ethod of Test for Air Content of F reshly Mixed
Ceraent", A.S.T.~:. Design qtion: C-173 , or by oth e r recongnized method of test approved by the
BuildinP, Inspector. Addition of t he admixture to th e concrete shall be by a precise methoi.
(t) Water . Nater used in concrete sh~ll be claen, clear, free from oil, acid, alkali, vege-
table aatter or other su b st ~nce in juriou s to the finished concrete. En g lewood city water
will be satisfactory for use in c oncrete .
( g) Expansion Joint t:aterial. Expansion j oi nt materi Al sh a ll be on e -half' ( t) inch thick and
the full depth of the concrete in width. It shall conform to the specifications for "Per-
formed Expansion Joint E'iller for Concrete (J i tuminous Type)" ,A.S.S .H.O. Designation: M33 -42,
such as the Phillip Carey CanpRny ''Elastite Asp h alt Expansion Joint", or equal.
------· 20. CONSTRUOl'ION ?1:EI'HODS .
(a ) GRADING. The contr ~ct or shall do a l l necessary grading, either excavating or filling,
required to permit construction or t he sidewalk, curb, gutter, service walk or driveway to
the grade set forth in Se ction 3 hereof. The sub-grade shall be firm, compact and of uniform
density. F ills shall be made in lifts of no t to exceed six (6) inches, each lift to be
thoroughly comp a cted )o the eatisf Action of the Building Inspector before n ext lift is made.
Embanklpe nt shall be const r ucted t o a width two (2) feet gr e at e r than the width of the walk
or driveway to be con structed. Al l soft or spongy material, tree roots and veg etable matter
shall be remo ved from the sub-grade an d replaced with suitable material placed in layers not
exceeding six (6) inches in ttickness, each layer being thorough ly compacted before next
layer is placed.
(b) BA.ClnLLING. ·:th en side forms are removed from walks or drivew11a,. the space adj oining

properly compacted, and ~rou ght f lu sh with the surface of the walks or driveways and the
adjoining g round surf ace. After remov eal of side forms, and unless backfill is to be placed
i rr1 edi&tely, surface shall be treated with curin r: compound as set forth in Section 25 hereof.

(o) FOR~S. Forms shnll be mad e of metal or straight sound lumber at least two (2) inches nominal ~:
in t hickness. They shall be free from warp en d bends and of sufficie nt strenght to resist

(d) F.JC?AJTSICN JOD.'TS . Expansion joints shall be proYided approximately every thirty (30) feet
in sidewalks and sha ll ext e nd for t h e fu ll d epth and width of the concrete. Expansi on joint
~.at e rial shall also be in s ta l le d between new sidewalk and driveway slabs and existing concrete
slabs, masonry buildinr,s, etc.; also around fire plug s, poles, etc., and also between the ends
ot sidewalk slabs an d exi stinc curbs, In coino.ercial areas where sidewalk is to cover entire
area between c urb and propert y lin e, exp an sion j o int material shall be installed between ex-
isting curb and new sidewalk as well as between the sidewalk slab and any masonry building.
Expan si on joint material must be set v er tical and with the top edge flush with the finished sur-
face or th e concr et e. One -fo u r t h ({-) inch templates spaced six (6) feet on centers may be
use d in place of the above.
( e) .:,'TREBGHT OF CO~CRETE , ?.:nrn.:m.: CEl.ffiNT CONTENT AN D PROPF.RTIONING. Concrete shall attain a
compressive streng ht of 3000 pounds per square i n ch at the aac ~of 28 days. It sha ll contain
not less t han five end threenuarter (5-3/4 ) sacks of cement per cubic yard, and a maximum of
fiYe and on e -half (5 -t ) e allons of wat e r per sack of cement, including surface water contained
in the a ggreg ate. In g eneral, c onc r ete prop ortioned on the basis of one (l) part cement to two
and one-h alf (2-11-) parts of sand to three and one-hal f (3-t ) parts of coarse aggregBte will be
acceptat>le. Proportioninr: shall be done accurately. The mini01um amount c;>f water 4onsistent
with suitable workability s hall be used.
(t) The official street an d a lley profile maps on file in t he office of the Clerk of the City of
Englewood are hereby declared to be the maps which shall be used for fixing grades in all con-
struction or sidewalks , curbs, gutters, curbs and gutters, curb cuts and driveways within the
limits of t he City of En elewood, and sai d maps are officially declared to be nwnbered as fol-
lows, to-wi t:

(a) t.!I XIN G AT S ITE . An appr ove d type of b atch mixer sh a ll be used for all concrete mixed at the

(d) RE'n:P:' .. ~:C-':'G OF CONCRETE . Retem perin g or concrete which has partially hardened, by remixing,
with or without wate r , will not be permitted.
SECTION 24. CO NS isrENCY OR SUJ?·.P. Concrete shall have-a slump or not less than two (2) inches or more
than four { 4) inches when tested in accordance with "Standard r.:ethod of Slump Test for Consis-
tency of' Porthmd Cement Concrete", A. S. T. r.:. Designation: 0143-39. The alwnp shall be kept
as s ma ll as possible and still secure suitable workability.
SECTION 25. PLACDTG co~m&l<.:TE . Bef ore concrete is placed, the subgrade shall be thoroughly sprinkled
but not to such an extent as to cause a muddy con d ition or pools of water. All concrete shall
be deposited in place i n such a manner as to secure as nearly as possible a monolithic walk or
driveway without joint s except as s pecifi ed. Un der no circumstances shall it be deposited on
a muddy subgrade or in wat er . I t shall not be placed in freezing weather or at such a time that
it may be sub jected to freezing soon after being deposited, except with the written permission
of the Building Ins pector, an d then only under proper conditions satisfactory to the Building
Inspector. Formed surfaces wh ich are to be exposed to view after removal ot the terms shall
have the conc~ete well sp aded af:ainst t he forms so as to bring the m~ar against the form and
avo id honeycombin g or exposure of coarse a ggregate. After thorough consolidati on the concrete
shall conform to the specified thickness. Any evidence of lack of consolidation shall be regard-
ed as sufficent reason for requiring the removal of the section involved and its replacement
with new concrete. The contractor sh a ll be responsible for any defects in the quality and ap-
pearance of all comp leted work.
SECTION 26. FINISiING. All concrete walks , curbs, e utters and drivew Ays shall be given a wood float
finish satisfactory to the 3uilding Inspector. Upon request, the Building Inspector will ad-

to facilitate finishi ng will be permitted.
SEC TION 27 . CURIN G. As soon as conc i·e te surraces have been t'inlshed and before the set of the cement
has taken place, the concrete shall be cured by the application ot an impervious membrane dur-
ing compound containing a white pigme nt whi ch will clearly show that the surface has been pro-
perly coated and sealed. Ap plication s ha ll be made at the rate of approximately one {i) gallon
per iwo hundred fifty (250) s quare feet. The impressive membrane material shall be "Hunt Pro-
cess :·lhite Pip;...ented" or equal. The use of other methods of curing shall be approved by the
3uilding Insoector before t he con crete is pl,ced.

barric ades to comply with t he fore Going requirements.
S~ION 29. GU ARANT EE . The contractor sh all gu arantee in writing concrete walks and driveways for
a period of t wo (2) years after canpletion against defective workmanship and materials, and
shall k~ep the same in c o od order an d repair. The determination of' the necessity during such
guarantee p e riod ror the contractor to re pai r or repla ce said walks and driveways, or any por-
ti on t hereof, shall rest entire ly with t b~ Ouildinc Insp e ctor, whose decision upon the matter
shall be final and ooligatory up on the con t ractor.
SECTION 30 . ENFORCE!.~T . It shall be the duty of t he Building Inspector to see that this Ordinance is
enforced. No oversight or dereliction on the part of th e Building Inspector or his authorized
assistants, or on t he par t of any offici al or employee of' the City of Englewood sh a ll legal,ze,
authorize or excuse the vio l ati on •t any of the provisions of this Ordinance.
31. VALIDITY . Should any s ec ti on, clu'u.se or provisiun of this Ordinance be declared by the
~~~~~~~ Court to be invalid, th e same sh a ll not effect the validity or the Ordinance as a whole or any
part tthereof other than t he part declared to be invalid. All ordinances or parts of ordinances
in conflict herewith are hereby repeale d.
SECTION 32. VIOLATION AMD P ENALTY . Any p e rson, fti>rm or corporation that violates, disobeys, omits, neg-
lects or refuses to comply with or resist s the enforcement of any of the provisions of' this
Ordin ance shall be fin e d no t less tha n Ten Dollars {?10.00) nor more than One Hundred Dollars
(·.ii l00.00) for each offense.
~-----· 33. The City Council hereby fin d s, determi nes and declares that this Ordinance is necessary
for the immediat e pre servation of the public peace, health, safety and convenience.
