SECTION 2.
That all moneys in the hands of th e City Treasurer or to come into his hands
for the fiscal year 1951 may be app lied on the outstanding claims now due or to
become due for the said fiscal year of 1 951.

That all unappropriated moneys that may come into the hands of the City ~rea
surer during t h e year 1951 may be so distributed among the respective funds herein
as the ~ity <.;o uncil may deem best under such control as is preseribed by law.

That during and at the close of th e fiscal year 1951 any surplus money in any
of the respective funds , after all claims for 1951 a g ainst the same have been paid
may be distribu ted to any other fund or f'11 nds in the discretion of the City Counoii.
SECTION 5.
The Cit y Counci l hereby finds, det crnines and declares that this Urdinance is
necessary tor the immediate preservation o f the public peace, health, safety and
convenience.
SECTI ON 6 .
n the o p inion of the City Council an emergency exists; therefore, this Or di-
nance sbsll tak e effect and b e in force from and after its final passage and publi-
cation.
