(B) The term "r a t proo fing " as used herein appli e s to a form of construction
to prevent t he inGres s o f r a ts i nt o bus iness build ing s from t h~ ext e rior or from
one business bu ildinc or e st &b li s h ~e n t to an other. It c onsists essentially of treat-
men t wi t h mater ial , imp e r v ious to r o t c na~i ng , a l l actual o r potential openings in
e xt erior walls , ground or f i r st f l oors , bas ements, roofs and foundations, that may
b e reached by r a ts from the ground by climbing or by bu r r owing.
(C) The t erm "ro t h a r b o rag e " sha ll mea n any cond ition Vlhic h provides . shelter
or pro tection for ra t s , thu s fa v ori n~ t h eir multi plic a tion and continu e d existence
i n , under , or outsi d e o f o.ny structur e.
(D) The t ern "r a t e r a d icat ion" me a ns the elimination or exte rr1ination of rats

ranted by the Ec alth Officer, t he Health Officer is emp owered to institute con-

construct, r epa ir or r emode l any bu ildine dwelling , stable or market, or other
structure n ha tsoever , unl ess suc h c en s truc tion, repair, remodeling or installation
shall render t he buildinc or oth er s tructure r a tproor in accordance with the regu-
lations prescribed her e in and hereunder. The provisions ot this Se ction apply only
to such con struction , r e pa irs, remo dell ing or installation as affect the ratprotf
condition of any bui l d~ng or other s tructure.

SECTION 1 6 .
enalty: Any p e r son, f irm or corp ora tion wh o shall violate any provision or
provisions o f t h i s o .. :dine.n c e shall b e deemed gui lty of a misdemeanor and upon con-
viction shall be punished b y a f ine of not more than three hundred dollars (1300.00)
or imprisonme nt of n ot ~o re ttian n :n e ty (~O) days, or both. Each day's violation
shall c onst itute a s e parate off £ns e .
