ORDINANCE NO. 4. SERIES or 1945.
AN ORDINANCE REGULATING THE INSTALLATION AND OPERATION OF GAS SYSTEMS
FOR WELDI NG AND CUTTING IN .THE CITY 1II,1ITS OF THE CITY OF ENGlEWOOD AND PROV-
IDING F OR A PENA LTY FCR AN Y VIOL ATIONS OF THE PROVISIONS OF THIS ORDINANCE .
BE IT CRD AINED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO:
SECTION 1. That all installations and operations of all gas, welding
and cut ting systems and all gases used with oxygen for welding, cutting, heat-
ing and heat treating operations and also all storage or calcium carbide and
gases used in such processes by any person, firm or corporation shall conform
to and comply with the following regulations, to-wit:
S ECTI ON 2. Outside houses containing automatic, ·stationary acetylene
genera to rs s hal l co mp ly with the following:
(a ) No o p ening in any outside generator house shall be located within
five f e et o f a ny o p ening in another building.
(b) Where a pa rt of the h ou se is to be used for the storage or mani-
folding o f oxygen cyli n ders, the space to be so occupied shall be separated
from the generator or carbide storage section by partition walls continuous
from floor t o roof o r ceiling, of one of the types of construction listed in
S e ction 3 h ereof.
SECTION 3. Where automatic, stationary acetylene generators are loc-
ated in inside rooms or compart ments, such inside rooms or compartments shall
comply with the following conditions: ·
(a ) Th e i ns tal J ation of acetylene generators within buildings shall be
restricted to buildings n o t exceeding one story in height; provided, however,
t hat th s shal l n ot be construed as prohibitin g such installations on the roof
or top fl oo r of a building exceeding such height.

(b ) Wh ere generators a re in s talled inside buildings, they shall be
enclosed i n a se pa r a te r o o m or c ompa rtment of ample size. The wal l s or partit-
ions, f l o or a nd ceiling of suc h room or comp 9rtment shall be of one of the types
of c onst r 2ction liste~ below or other construction equivalent in strength and
fire resistance. Walls or pa rtitions shall be continuous from floor to ceiling
and shall be securely anchored. At least one wall of an inside generator room
shall be an exterior wall. ·

(c ) Al l g enerator h ouses or enclosures shall be equipped with a ventilator
exte ndi n g a t le as t twelve feet above the roof. ·

or of the City of En glew ood, generators shall not be fitted with continuous drain
connections leading to sewers, but shall discharge through an open connection into
a suitably vented outd o or rece p tacle or residue pit which may:bave such connections.
S ECTI ON 5. Each generator shall be provided with an escape or relief
pipe of standard fu l l-weight galvanized iron or steel except that outside of
buildings vent pipes l a rger than four inches in diameter may be of galvanized
tubin g o r sh e et steel not less than f ourteen gauge. ·
The escape or relief pipe shall be substantially installed without traps
a nd s o that a ny condensation will drain back to the generator.
The escape or relief pipe shall be carried full size to a suitable point
outside the building and shall terminate in an approved hood or bend located at
le a st twelve feet a bove the ground, and as far as practicable from windows or
ot h er openi ng s int o buildings, and as far as practicable from sources of ignit-
ion such as flues or chimneys, a nd tracks used by steam locomotives. Generator
relief p i p es shall not be interconnected but shall be led separately to the out-
side air. Th e h o od o r bend sha l l be so constructed that it will not be obstruct-
ed by rain, s now, ice, insects or birds; the outlet shall be at least three feet
from co mbu stible construction.
The wa ter-car b ide residue mixture drain ed from generators shall never
be disch a rged into sewer pipes, or deposited or ~tored in areas near open flames
or combustible material.
SECTI ON 6. Portable ac e tylene generators shall not be used within ten
feet of co mbustible material other than the floor.
Such g enerat o rs shall not be used in rooms of total valume less than
thirty-five t i mes the nomin a l a g g regate gas -generating capacity of all such
gener a t o rs in t he r o om, or in rooms h ~ving a ceiling height less than ten feet.

SECTION 7. Where a piping system is supplied with acetylene
from cylinders connected to a manifold, an approved service regulator
or hydraulic seal shall be used at every point ·in the piping system
here acetylene is drawn off to supply a torch, or m~chine. Suitable
anti-freeze may be used in hydraulic seals.
SECTION 8. Flash arresters shall be provided where the fuel gas
manifold is connect ed to a gas-consuming device supplied with oxygen or
air under n ressure.

SECTICN 9. Cylinders containing gases may be stored in the open
provided valves and safety devices are protected against accumulations ot
ice and snow. Cylinders pe r mitted inside or buildings shall be stored away I
from highly combustible materials and in locations where they are not liable i
to excessive rtse in· temperature, mechanical injury or tampering by unauthor-:
ize4 persM1s. Empty•cyrinders shall have their valves closed in storage and ·
when shipped.
SECTION 10. Cylinders, ~ored inside a building, except those in actual
use or attached ready for use, shall be limited to a total capacity of 2,000
cubic feet of gas. For storage in excess of 2i000 cubic feet total gas capac-
1 ty of cylinders, a separate room or compartment as provided for in Section 3, I
shall be provid ed, or cylinders shall be kept outside or in a special building. j
Special buildings, rooms or compartments shall have no open flame for heating 1 .
or lighting and shall be well ventilated. Cylinders of dissolved acetylene '
shall be stored with the valve end up.
SECTION 11. Inside of buildings, cylinders of oxygen shall not be
stored in an acetylene generator room or in close proximity to cylinders of
combustible gases. Unless well separated there should be a fire resistive
partition between the oxygen cylinders and combustible gas cylinders.
Cylinders of oxygen, except those in actual use, shall be stored away from
highly flammable material, es pecially oil, grease, or any substance likely
to cause or accelerat e fire.
SECTION 12. Calcium c arbide may not be stored in quantities exceed-
ing 200 pounds and must be contained in a pp roved metal packages and kept in
a dry, waterproof pl a ce, well ventilated, and all, but one of said packages
of each size of carbide shall be sealed, and such seals shall not be broken
so long as there is carbide in excess of one pound in any other unsealed
package of that size of carbide in the building.
S ECT I ON 13. Welding equipment such as regulators, torches, hose, etc., ,
when not attached to cylinders ready for uss, shall be stored in clean locations
away from grease and oil. Ho s e should be stored in cool locations, special care
being taken th a t it is not laid on greasy floors or shelves where it is likely
to absorb such materials.
SECTION 14. Acetylene or blow torches shall not be operated, except
when they are connected to acetylene or oxygen tanks or cylinders in accord-
ance with factory made regulations for such torches.
SECTION 15. All hose used in connection with torches shall be cap-
able of withstanding a hydrostatic pressure of two hundr~d pounds per square
inch for five minu tes.
A single hose having more than one gas passage, a "wall failure of
hich would permit the flow of one g as into the other gas passage shall not
be permitted. \\'hen parallel lengths of oxygen and acetylene hose are taped
together for convenienc e and to p revent tangling, not more than four inches
out o f each eight should be covered wit '~ tape.
Hose connections shall be made through substantial fittings and
clamped or otherwis e securely fastened to these connections in such a
manner as to withstand with out leakage a pressure twice as great as the
maximum delivery pressu re of the pres sure regulators provided on the
system.
SECTION 16. Under no c onditions shall acetylene be generated or
utilized at a pressure in excess of 15 pounds per square inch gauge pressure.
This requirement is not intended to appl y to the storage of acetylene dis-
solved i n a suitable solvent in cylinders manufactured according to Inter-
state Commerce Commission requirements.
The use of liquid acetylene is prohibited.
Wooden floors shall be covered with metal or other suitable noncombust-
ible material where sparks or hot metal are likely to fall.
Oxygen shall never be used from a cylinder unless the oxygen cylinder
is provided with a pressu r e re gulating device intended for that purpose only.
SECTION 17. Any person violating any of the provisions of this Ord-
inance shall be punished by a fine not exceeding $25.00 or i mpri sonment not
exceeding 30 days or by both such fine and imprisonment in the discretion of
the Police Magi strate.
S ECTION 18. In the opi n ion of the City Council of the City of Engle-
wood the i mme di a te passage of t h ts o rdinance is necessary for the public
health, welfare a nd safety, and this ordinance shall not be subject to the
referendum p r ov isi ons of the laws of the State of Colorado, and shall become
effective i mmed iately u p on its fin a l passage and ap r roval.

SECTION 19. In the opinion of the City Council of the City of Engle-
wood an emergency exists, therefore, this ordinance shall be in full force
and effect im mediately from and after its final passage and approval, as
provided by law.
