I I I I I SECTION 15 INTERPRETATION, PURPOSE, AND CONFLICT In interr reting and ap p lying the provisiona or this ordinance, they shall be held to be the minimum requirements for the promotion of the public health , safety, morals, order, convenience, happi- ness, prosperity, and general welfare. It ia not intended by this ordinanc e to interfere with or abrogate or annul any easements, covenants, or other agre ements, between pa ~ties: provided, howev e r, that wherever this ordinance L1poaes a greater restriction upon the u s e of buildings or premises or upon the height of buildings or requires larger o p en spaces than are im p ose• or required by other ordinances, ru l es, regu l a tions, or pe r mi t s, or by easements, covenants, or agreements, the provisions or this ordinance shall govern. SECTION 16 CHA NGE S AND AMEi"DMENTS The Co ~ncil may, from time to time, on itsown motion or on pet i tion, after public notice, and hearings as p rovided by law, amend, sup p lement, or change the boundaries or regulation herein or subsequently established. Whenever the owners of fifty (50) er cent or mo re of the fr ontage in any district or part thereot, it ~hall be the duty of the Council to vote upon shuch petition ithin ninety (90) days af t er the filing by tJle petitioners with t h e Clerk of Council: in t 11e case a pro\e•• to .ite proposed amend- men t, supplement, or change he presented duly signed and acknow- ledgedby the owners of the twenty (20) per cent, or more, either ot the a rea of the lo ts included in such proposed change, or those immediately adiacent in the re [r thereof extending one hundred (100) feet therefrom, or those directly opposite thereto extending one hundred (100) feet from the street frontage of such opposite lots, such ammend ment or change shall not -e passed except by a majority vote or the Council.
