by ado pting new Section 16 .4-13 of '!'itle XVI.

This Ordinance relates to zoning , and it does not
repeal , abr ogate , annul , or in any way impair or inte rfe re with
exist ing provis ions of other laws or ordinances , except those

C. Violation and Penalty .
Any person , firm , or corp:>ration that viola t es ,
disobeys , an i ts , neglects or refuses to can pl y with or res i sts the

fined not less than ten dolla r s ($10) nor more than three hundred
dollars ($300) for each offense . Each day that a violat ion exists
shall const i tute a separa t e offense . Any bui ldings ewcted ,
raised , or converted o r l and o.: pranises used i n viole.tion of an y
provisions of this Ordina nce , or any c1T1endment heretc , is hereby
dec lared to be a carmon nuisance and S\.!ch cannon nui sa nce may be

Ll . Necessity .
The City Counci 1 hereby finds, determines , and decl ares
that th is Ordinance is necessary for the immediate preservat ion of
the public peace , hea lth, safety and convenience .
Section 3. Hearing . In accordance with Sect i on 40 of the City
Charter , the City Council sha ll hold a public heari ng on t his
Ordinance , before final passage , at 7:30 p .m. on l'onday , Augus t 6 ,
1984.

ex ist.r,. 'lllerefore , this Ordinance shall take effect and be ir,
force £ran and after its fi nal passage and publication . 'Ille
anergency is that the current ordinances of the City cf Ehglel,OQd
do not addr ess certain im por tant land use iss ue s necessary for the
proper developnent of the City. 'llli s ordinance shall address those deficiencies .
