(a) (3) Permit O,,n ia l and Appeal (/\) In the even t a n applica:i on for a wastewater discharge permi t is denied , the Directo r of Uti lities shall notify the appl icant i n wr iting of such denial. Such notification shall state the ground s for denial with that degree of specificity which will in form the applicant OF TEE MEASURES CR /ICT ION.5 WHI CH MUST BE TA KEN BY THE APPLt C/\ITT prior to issuance of a permit.
