F. Stanley Council has discussed this proposed ordinance on s11veral occasions. During the counci 1 study sf!ssion March 13, 1989, the decision was made to draft this ordinance revision for inclusion on the March 20, 1989, council meeting agenda. ACTION PROPOSED Adopt an ordinance repealing and re-enacting Title 5, Chapter 11, relating to police and f i r~ alarms. Add a new section 11 to Title 7, Chapter 68, relating to Agencies of Public SafetJ, and renumber sections 11 and 12 of Title 7, Chapter 68, of the Englewood Municipal Code . BACKGROUNO The existing alarm ordinance Is Ineffective. The Englewood Police Departrrent pres- ently responds to approximately 2,500 alarms per calendar year . The clear majority of these alarms are 'false;" there exists no co~romlse to the bU$lness or re s idence of origin . The fire department experienced 267 false alarms in 1988. Activating emergency equipment to respond to an allrm creates a substantial risk of accident and/or injury to both city employees and the general public. The present ordinance does not control the abuse and danger caused by faulty or negligently used a 1 arm systems. FINANCIAL The adoption of this proposed revision to the Englewood Municipal Code will reduce the nu mber of responses to alal"lls, thus reducing the cost to the city In providing these emergency responses . It Is conceivable that a reduction In litigation costs, ta lawsuit settl-nts, and loss of personnel fl'OII accident and Injury ■ay well be the 'Wend result. The proposed fine schedule of $25,00 per "false" alar■ ■ay generate revenues In the area of $20,000 to $30,000 per year. This ■ay be a conservative estimate based on the 1988 alar■ flg ~res.
