City Planning and Zoning Comission Richard S. Wanush, Director of Comunity Development The right -of-way vacation has been submitted in conjunction with the Planned Development submitted for Swedish Medical Center. (See Item No. 11 (a) for the details concerning previous Council action of the Planned Development and this case .) In addition to the action taken on the Planned Development, the vacation was approved by City Council on first reading at their meeting of April 17 , 1989 . ACTION PROPOSED Approve the vacation of the right-of-way for the north 375 feet of the alley located between Logan and Pennsylvania in tne 3400 block, filed by Swedish Medical Center in conjunction with its Planned Development for the property bounded by Girard, Logan, Hampden and South Emerson Street . BACKGROUND This &ight -of-way vacation was initiated by Swedish Medical Center in conjunction with lts Planned Development. Swedish Medical Center is the owner of all the prop- erty to the west of the proposed alley vacation and all but two 25-foot lots on the east side of the alley . Lots 43 and 44, Block 5, West View Addition, are owned by Eleanor Scheirer Dunn . Swedish Medical Center is requesting the right -of-way vaca- tion to acconmodate construction of its proposed parking structure, hospital addi- tion and the pedestrian and vehicular links between. To provide alley access to the southern portion of the 3400 block between South Logan Street and South Pennsylvania Street, Swedish Medical Center is proposing to dedicate a 25 foot alley from South Logan Street to connect with that portion of the 16 foot alley not vacated . This vacation request was submitted to and approved by the Technical Review Comittee . Rl!:LATIO!ISHIP TO TH! COMPREHENSIVE PLAN: The Comprehensive Plan tak•• into consideration the Swedish Medical Center Campus in identify.\ng medically related uses in the areas adjacent to the south, west, and east. Tne Comprehensive Plan also designates Logan Street aa a Maj or Collector and Clarkson Street as an Arterial, The Comprehensive Plan does not make reference to traffic circulation within the Medical Campus ; however, efficient internal circulation is critical ; and the advantage of having that internal circulation should be considered in the vacation request. DEPARTMENT OF COHHUNITY DEVELOPMENT ANALYSIS AND Rl!:COIIHENDATION: As stated previously , this vacation request is required to implement the Planned Development for Swedish Medical Center. The overall plan for Swedish Medical Ct·nter is designed to provide internal circulation for both vehicles and pedestrians in an effort to lessen the impact of the medical center on the surrounding neighborhoods . .. The vacation of the north 375 feet of t he alley between South Logan and South Pennsylvania in the 3400 block will allow for efficient and safe movement of employees , visitors, and patients from the proposed parking structure at the southeast corner of Logan Street and Gitard Avenue to the main campus. At the present time, the portion of the alley requested for vacation is used infrequently . Due to a grade differentiation between the alley and the rear of the Dunn property , the Dunns do not presently have direct vehicular acce11 to their property from the alley.
