City Planning and Zoning Comission Richard S. Wanush, Director of Comunity Development This right-of-way vacation has been submitted In conjunction with the Phnned Development submitted for Swedish Medical Center. (See Item No. 11 (a) for the details concerning previous Council action on the Planned Development and thi s case.) In addition to the actions taken on the Planned Development, the vacat \<>n was approved by City Council on first reading at their meeting of April 17, 1989 . -ACTION PROPOSED Approve the vacation of the right-of-way for the south 366.10 feet of the 3400 block of Pennsylvania Street , filed by Swedish Medical Cer,ter in conjunction with its Planned Development, for the property bounded by Cast Girard , South Logan, East Hampden and the extension of South Ogden. BACKGROUND This right-of-way vacation request was initiated by Swedish Medical Center in con- junctym with its Planned Development. Swedish Medical Center is the owner of all the property on both sides of the 3400 block of South Pennsylvania adjacent to the right-of-way to be vacated. Swedish Medical Center has requested the right -of-way vacation to acco111110date the proposed park! ng structure, ho s pita 1 add! t ions and the pedestrian and vehicular 1 inks between . The vacation would make it possible to in - crease the safety of pedestrians and to improve the del Ivery service to the hospital . The request is to vacate the south 366.10 feet of South Pennsylvania Street in the 3400 block. A public cul-de-sac will be retained for approximately 220 feet south from East Girard Avenue. The cul -de-sac will provide access to the Dunn properties and also to the parking structure. Swedish Medical Center has agreed to maintain the cul -de -sac; however , ft will remain a public street. BAt'tGROUND AND DESCRIPTION OF REQUEST : The vacation request was initiated by Swedish Medical Center in conjunction with their Planned Development . Swedish Medical Center is the owner of all of the property, on both sldes of the 3400 block of South Pennsylvania adjoining the right -of-wny to be vacated . The attached map, Appendix A, indicates the ownership of Swedish Medical Center. Swedish Medical Center is requesting the right-of-way vacation to accommodate construction of its proposed parking structure , hospital additions and to improve the pedestrian and vehicular links betwe ~m . At the February 21, 1989 City Council meeting, this vacation request , along with the Planned Development, was remanded to the Planning Commi11ion at the reque ■t of Swediah Medical Center , lllATIONSHIP TO TH! COMPREHENSIVE PIAN : The Comprehensive Plan takH into consideration the Swedilh Medical Center Campus in identifying medically related uae• in the areas adjacent to the south, west and eaat . The Comprehensive Plan al10 designate" Logan Street aa a Major Collector and Clarkson Street u an Arterial. llithin the Medical Cam• 1,,1u s , efficient internal circulation is critical, and the advantage of having that internal circulation should be considered in tho vacation requut , DEPAlTHENT OF COIIIIUNITY DEVELOPMENT ANALYSIS AND UCO!D!ENDATION : As stated previously, this vacation request is required to implement the Planned Development for Swedish Medical Center. The overall i,lan for Swedish Medical Center 1s designed to provide internal circulation for both vehicles and pedestrians in an effort to lessen the impact of the medical center on the surrounding neighborhoods . The closure of Pennsylvania Street will allow for efficient movement of em- ployees, visitors and patients from the proposed parking structure at t he southeast corner of Logan Street and Girard Avenue to the main campus . A public cul-de-sac will be retained in Pennsylvania for approximately 220 feet south from Girard Avenue. The cul-de -sac will provide access to the Dunn pro~erties at 3419 and 3430 South Pennsylvania Street and also to the parking str'ftcture . Swedish Medical Center has agreed to maintain the c ul-de -sac, even though it will be in public ownership , The closure of South Penn s ylvania Street will mean that fewer vehicles will be traveling in front of the Dunn properties and that the vehicles that are on the cul-de-sac wi ll be traveling a t a lesser s peed . The closure of the street immediately south of the Dunn properties will also mean that access to their property will be less direct, especially to and from the south , It 1s the opinion of the Community Devolop,,ent Department that efficient internal circulation wi thin the medical cm:,ua will bes t serve the needs of the area. South Logan Street is designated aa a Major Collector Street and with i1Dproved signalization at the interaections of South Logan and Girard and South Logan and Hampden Avenue I Logan Street can handle any additional through traffic now using South Pennsylvania Street .
