WHEREAS, the Coloracx, Water Resources Research Institute and the
University of Coloracx, at Boulder propose to c-:,nduct a research project,
which will include the develCJEffl!nt of an Upper south Platte Management
Program ( SPMP) ; and
WHEREAS, the d:>jectives of this project are to provide the Coloracx,
S':ate Engineer's Office (SEX>) with new decision support technology to aid
in the aaninistration of water rights, and to allow water users access to
this technology and to on-line data bases included within the system, so
that they may inprove the management of their individual water ~lies;
and
WHEREAS, the South Platte Management Research Project will run a, a
Unix-bllsed carputer workstation and will be designed to take advantage of
the interactive graphical display capabilities of this equi~t to access
multiple databases, including a regional GIS system, water rights
tabulations, historical diversion data, and real tin-e river conditia,s; and
WHEREAS, the develop,rent of Phase I will be cxrrpleted by April 1, 1991
and will be restricted to the South Platte River and its tributaries
upstream fran its confluence with St. Vrain Creek; and
WHEREAS, the rrodel would benefit Englewood because it could lead to
in'proved river aaninistration, by establishing unbiased infOil1'o!ltion for the
State Engineer's Office to Englewood in malting river achinistration
decisions; and
WHEREAS, the cities of Auror , Denver, Englewood, Thornton and the
Centennial Water and Sanitation District are participating sponsors in
Phase I and Englewood's share for the study is $5,000; and
WHEREAS, matching funds in the am:iunt of approximately $12,000 are
being provided by the University of Colorado's Graduate School, the College
of Engineering and the Department of Civil, Environnental and Engineering;
and
WHEREAS, the University of Coloracx, and the U. s. &lreau of Reclamation
are providing contributions of overhead waiver and pro bono faculty
supervision estimated at $40,000 for Phase I;
WHEREAS, the Englewood Water and Sewer reviewed this project a, August
14, 1990 and reamrends participation; and
WHEREAS, upon 0a1pletioo of Phase I participation, any additiooal .,,,,,...,
phases and required funding will be first approved by the Water and Sewer f i'

BACKOROIIND
The South Platte Management Research project is a program to run on a computer
workstation which models the South Platte Riv er . Phase I will cover t h e South
Platte Riv er and its tributaries upstream f r.om its confluence wi th St . Vrain Creek.
The model would incorporate exist i ng flow monitoring stations . Afte r the fir1t
phase is completed, participation in additiona l phases a nd required funding will be
first approved by the Water and Sewer Board and City Counc il .
The cities of Aurora, Denver, Englewood, Thornton and the CentennJ :.1 Wate1: and

A qroup of regional water users are working cooperatively with the State
Engineer's Office to p r ovide advice and financial sup?Ort. for the development
of the SPMP . The University of Colorado will provide direct financial
support and will also receive funding for Phase I of the project from the
Colorado Water Resources Research Institute (CWRRI) at Colorado State
Unive.rsity . The role of each entity involved in the dev elopment of the
program i s briefly outlined below.
