WIIERl'AS, Keep Alrerica Beautiful (KAB) was founded in 1953 by rrentien
of private industry focusing their efforts oo litter prevention. After
three years of research and field testing, J<eep A.nerica Beautiful, Inc.
determined that solutions to reduce litter and prarote recycling work best
when they are not inp:,sed fran above, but rather organized at the
grass-roots level and in 1976, the Keep America Beautiful System was
launched; and
WHEREAS, the SYSTEM i s a s tructured , results-oriented program
involving business, civic and neighborhood groups, the media, schools and
goverment. Together, they analyze their problems and options, and accept
responsibility for their environment; and
WHEREAS, J<eep America Beautiful, Inc. is a unique organizatioo
bringing together diverse constituencies in CXJ1Tll:lll purpose. Leading the
way is the National Advisory Council (NAC), a body of 74 civic and
professional organizations and 14 federal agr.ncies that guides the
organization's staff and offers recamendations to the Board of Directors;
and
WHEREAS, 'nle NAC has been central to l<AB' s success over the years,
leading the e,cpansion of the l<I\B SYSTEM in the early 1980' s through the
organization's first three-year plan and guiding the growth of the Public
Lands Stewardship Program; and
WHEREAS, recognizing the need for develq;:ment of a national coosensus
on the solid was t e disposal problem, l<I\B turned to the NAC in 1988 forming
a task force of 14 organizations ; and
WHEREAS, the City recognizes that if America is to resolve its waste
disposal crisis it nust act '10W working together with its c itizens; and
WHEREAS , Keep America beautiful, Inc. 's educational approach to
in'provi ng waste handling practices has earned the respect and f i nancial
support of over 300 corporations; and
WHEREAS , over the years , Keep America Beautiful , Inc. has raised the
environmental awareness of Americans through public servi ce adverti ssnents,
garnering over $550 million in donated tine and space. 7.he m:,st popular

helped establish a national will to deal with the problem leading to the
develc:prent of the Keep Anerican Beautiful System; and
WHERE/\S, today , !<All, a national nonprofit public emication
organization , i s focused on carmunicating the lllll1icipal solid waste
disposal alternatives---source reduction, recycling, waste-to-energy,
sanitary landfills, and carposting-to its network of SYSTEM camunities;
and
WHERE/\S, tJ1e City Council feels it is in the interests of the health,
safety and weEare of its citizens to adopt a !<All Program;

CXH!ISSICN ESTABLISHED; ME2'll!EllSHIP l\ND 'l!BIS: There is hereby
established a ccmnis s i on of the City of Englewood, to be of
Fifteen (15 ) persons to be appointed by the City Council.
'!'he City Council shall designate Seven (7) rreti:>ers of the
Contni ssion to serve until December 10, 1992, and Eight (8)
rrember s t o serve until December 10, 1994 , or the balance of a
four-year term whe n designat ed mid term.

'A . In March of every even mm1bered year, the Keep AITerica
Beautiful Contnission shall select its chai.Iperson and vice
chairperson for two ( 2) year terms. The cJ\airperson and
vice chairperson shall be entitled to enter into all
discussi ons o f the Ccmnission and to vote on all questions
before the Cornni ss i on. The chairperson shall be the
presi ding officer and s hall have such othe r and further
duties as may be de signated by the rules and regulations of
the Contnission . When the chairperson is absent, the vice
chairperson shall serve as the presiding officer.

have the following powers and dlties:
A. Be advisory to the City Council in all matter■ pertai:,dng to
Keep America Beautiful, Inc.
B. Prepare annually a Keep America Beautiful master plan for
E)lglewood.
c. Act as a sounding board of the cx:mn.ull.ty and gather aid
assess the ( ::ts and data necessary to make sound
reccmrendations to City Council in providing Keep Americ,;
Beautiful services. The ~cision, with the approval of
Council, may fonn cannittees ma,ie up of Crmnission ffll!ITilers
as well as citizens as neeood to research programs that call
for extensive tiJne and discussion. These camdttees will be
advisory only to the Keep Arrerica Beautiful cannission.
D. l\&:pt rules and regulations for the oondlct of the
c:armission ireetings and duties of its officers and
cannittees.
E. At a minimlln l1'l!et rronthly.
F. The Keep Arrerica Beautiful Crmnission shall develcp a
behaviorally-based approach to litter prevention and
volunta,:y recycling.
G. The KAB camdssion shall develt,p a rcethod to iffprove waste
ha•.rlling practices in the City of Englewood.
H. The RAB camdssion shall work to change behaviors -
attitudes and practices each person has about handling solid
waste.
I. '!he RAB camdssion shall work to eliminate the following
sources-of litter,
1. In,proper household refuse p.,touts.
2 • Inprcper ccmrercial refuse p.,touts.
3 • Uncc-vered vehicles.
4. Lit, !t' fran loading d:lcks.
5 . Litter frat1 oonstruction and dom:>lition sites.
6. Litter frat1 rrotorists.
7. Litter fran pedestrians.

Adopt an Ordinance creating a Keep America Beautiful program for Englewood.
PREVIOUS COUNCIL ACTION
Council approved the City •• participation in the Keep America Beautiful program.
The Department of Community Oe velopmc~c has assigned a part-time staff person to the
program during it ■ ■tart-up period and the proposed 1991 budget contain• S25,000 for
a l/4 t.ima staff person .
There are four broad ways in which the KAl' effort can be organized:
1) Independent Commission: Created by Council, but acts independently such as the
EURA ,
2) Committee: Can be coordinated by dn existing department or agency such as the
Hou ■ing Ta1k Force.
3 l Ad\' iaory Commiaaion : Created by Cou ncil a nd adv isas Cou nc il o n a cour1a of
action . May do some things independently, but needs over.all Council approva l,

strategy for community involvement and for cleaning up our City.
