SECTION 2; TITLE 1, CHAPTER 6 , ARTICLES E AND F; AND THE
ADDITION OF TITLE l, CHAPTER 6 ARTICLE I.
WHEREAS, the City Manager has recommended departmental
reorganization; and
WHEREAS, City Council has :::eviewed the departmental
organization of the City of Englewood; and
WHEREAS, City Council desires to implement the
ordinances of the City of En g lewood to mandate the
r ecoll\ll\endation of the City Manager;
tlOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EIIGLEWOOD, COLORADO, AS FOLLOWS:
Section l. Title 1 , Cha pter 6, Section 2, Englewood
1-!unicipal Code 1985, entitled D partmental Organization, is
hereby amended to read as follows:
1-6-2: DEPARTMEIITAL ORGANIZATION:
A. The departmental organization of the City shall be
divi ded under the City Manager into the followi ng
departments and directors thereof:

of a ne w Article I entitled Department of Recreation Service&,
to read as follows:

DEPARTMENT OF RECREATION SERVICES
GENERAL RESPONSIBILITIES: THE DEPART!ii::NT OF
RECREATION SERVICES SHALL PROVIDE RECREATION
PROGRAMS l\tlD SERVICES UTILIZING THE VARIOUS
RECREATION FACILITIES IN THE COMMUNITY AND
SHALL OPERATE AND MAitlTAIN THE GOLF COURSE.

the 3rd day of December, 1990.

PREVIOUS COUNCIL ACTION
Approximately one ye ar ago . amendments to thls ordinance were effected to reflect
th e reorganization whl ch was Implemented In 1989. During the Budget workshop tn
September, 1990, Counctl requested further reductions In the number of
management personnel ln th e City. The specifics of Council's co ncerns were
discussed In an executive session on Sunday evenJng . September 30 . following the
budget workshop . On Monday. October I, 1990, tn another exec utive session . the
City Manager presented to Counctl his plan for Implementing the staff reductions
which Included six Jay-offs a nd one tenntnatlon.
STAFF ANALYSIS
This ordinance change reflects the separation of Lt braiy a nd Re cre ation Services Into
two d epartments . Utiltztng management talent \\1thtn each of these two units , these
departments have been re -es ta blfshed with two fewer ma nagers than were utfll zed
prior to this reorganJzatlon .
BACKGROUND
During the past twenty-some months, we have been fi ne-tuning the organizational
structure to establtsh the most effective management team possible . Thi s r ece nt
change has left us with the most ca pable management talent who also have the
pe rsonal goals and commJtments which are consistent with the goals of Counctl and
the values of this adrnlntstration .
FINANCIAL
The two management positions eliminated as a result of this organtzational change
will save the City an additional $117 ,971.79 yearly In perso nnel costs .
