~ll!EREAS, the City has purchased the five acre parcel that was
adjacent t.o CUshing Park on the West in order to provide additional
recreation facilities;
WHEREAS, changes have taken place in the area which render the
previously in'posed zooe classification of I-1, Light Industrial
incaq,atible with existing develqxrent; and
WHEREAS , the rezooing of this land to R-2, Medium Density Residence
will caw,e the zooing of the CUshing Park lands to be be entirely within
the saore zooe classification; and
WHEREAS, the rezcning to R-2 classification would provide nnre unifOI111
zooing w~thin the City as outlined in the ~rehensive Plan; and
WHEREAS , the rezooing will not create any nooconf=ing land uses oo
the effected parcel; and
WHEREAS, the Englewood Planning and Zooing Ccmnissioo held a Public
Hearing, reviewed and recamended the rezoning of this property to the City
Co.lncil;

Historical Background: Currently, t his property is zon ed 1-1 (Light In-
dustrial). The reason for this zoning class i fication takes place pr ior to t he
1940 adoption of zoning laws by the City , at which time the Public Service
Company 1 ocattd I subs ht I on on West Da rtmouth Avenue i n what is now the
NorUust corner of Cushing Park. In addition, a cannery was located on the
South side of West Oartllouth Avenue, next to the AT a SF railroad ri ght-of-
w1y. Hence, the Industrial classification was applied t o this area (under the
1940 zoning laws) In order to permit the continued use of the substat ion and
'the cannery . ·
Rnsons for Ruonl 11 Th• City's 1979 C011prehe nsiv e Pla n recomm ended that the
City purchue the f ve acre parcel that Is adjacent t o t he pa rk (which It has
done) and provide additional recreation f 1~11it ies (pp . 64 -6). Further•
more, the Comprehensive P11,1 outlines (pp . 82-84) the nee d for a more unifoni
zoning policy within the tlty.
Although the park i s all owed under the current 1-1 class i fication , part of
this public facility 1s located in an R-2 {Medi um Density Residential) dis-
trict. In light of this r eferen ce , it is rec ommended th at th e l·l zo ni ng
clas sification be chang ed to R-2 (Me dium Density Res idential ), to confor m more
appropriately with the surrounding resi de ntial an d recreati ona l charact•r of
the area. Furthermore , the R-2 cla ssificati on wou l d pro vid e for mor e uni,"irm
zoning within the City as outlined in the Comprehens iv e Plan.
