In 1964, the Ci ty purchased th e building to be used as t he City Hall, and because the public facility was per mitted unde r the in - dustrial classification , the zoning was ne ver chan ged . Later, in 1967, the Fi rst National Bank of Engle wood constructed a ban k and offi ce building on I/e st Hampden Avenue, and the zoning was not chang~!l beca use t he use was al- lowed und er the industrial classificat i on.
