BACKOROt/ND In 197 4 , congre a a p aaaad the Houaing and Community Development Act of 1974. Title o f this Act author ized creat ion of the Co mmu nity Deve lopment Block Grant p rogram. The objectives of the program we r e to do proj ect activ ities that benefit l ow and mode rate i nco me famil i es or that aid in the preventio n o r eliminat ion of slums o r blight. A twr-tier funding syetem was eet up and all cities and countiEa cou ld apply . One t.Ler was f or "entitlement " communi t ies . These communities were defined as cities wi th a population over 50 ,000 people or count i e6 with a popu lation over 200,000 people exc luding any entitlement cities within the county. Such a county is called an urban cou nty . It ia treated the same way as an entitlement city in that the amount o f the grant i s predetermine d by f o r mula and the mone y i s automat ically received without a lengthy application process . The e o cond tier was for all other cities and counties wh ooe populat ions were lees than the popul ation threshold s set above. Thia separate pot of money is called t he "Smal l Ci t ie ■ Discretionary " fund. Al l cities and co unties that applied t o HUD comr;,ted with each other f or the balance set aside statewide. Eventually, the u. s. Oepa rtment of Housing and Urban Devel opment tranafe.t"red the application review process from itself to eac h state, feeling that each st'l.te knew its small cities' need a better t ha n HUD did . The City of En glewood has never been a n entitlement city since its population is l ess than S0 ,000. Ar apahoe Co unty had neve r been an urban co unty because its popu lat on (lees the City of Aurora, an ent itlement city) was leas than 200,000. we have applied almoat every year since the program started f o r small c ities disc retionary monies. We seem to get funded two out of every three yea rs . Our average g rant Bm ount f or t he last ten years ( incl ud ing yea r s we were not funded ) is about s200,ooo. Last year marked the f i rat year that Ar apahoe County reached a popul atio n of 200 ,000 excluding Aurora and, therefore, fell under the e nt itlement program. The County coa-zni ssionera elected not to participate at t hat time. Thay ainca have reconsidered and now wish to part i cipate i n t he convnunity Development Block Gra nt (COBO) program a ■ an urban c o unty for f i s c a l year 19 92. Th ey need t o let HUD know by June 15 of t.he participation of juri sdictions with in the county. According to HUD, Arapahoe County will receive a pproximate ly Sl millio n an nua lly under the COBO program. The County hau decided to allocate the Sl mi ll i.on as follows : Sl,000,000 -Total grant -100,000 -10\ retained by County for administrative coats 900,000 -Sub-total 90,000 -10\"discretionary" pool 1.·etained by Count y 810,000 -Total allocati.on remaining f or part ic ipating jurisdict i o ns. The sa10,000 balance will be dist r ibuted to each participating jurisdiction within t.he county in the same percentage that it.s low and mode rate income population is of t he whol e count}'. Since 22 .77\ of Arapahoe County 's low and moderate population l ve in Englewo r,d, we would receive 22.77\ of the $810,000 , or $184,437. Al l participating convnunitias, including unincorporated Arapahoe Cou nty, could compete !o r the S90 ,000 discretionary pool. This could increase the am o unt we receive. If a u r i sdict i on does not participate, the total grant alloca tion to the county will be reduced on a formul a ba sis by HUD. A couple o f the smaller j urisdictions have a.ready indicated they do not wish to participate.
