AN ORDINANCE AUTHORIZING AN IN'fERGOVERNMENT AL AGREEMENT ENTITLED
"U.S. DEPARTMENT OF THE INTERIOR U.S . GEOLOGICAL SURVEY JOINT FUNDING
AGREEMENT FOR WATER RESOURCES INVESTIGATIONS ."
WHEREAS, th e Ci ty Co un ci l of the City of Englewood approved a Joint Funding Agreement
between the U.S . Geological Survey by the passage of Ordinance No . 20, Series of 1996,
Ordinance No. 87 , Series of 1997, and Ordinance No. 5, Series of 1999; and
WHEREAS , the Englewood Ci1y Council approved the Joint Funding Agreement for 5
additional one year periods with tho passage of Ordinance No. 2, Series of 2001; and
WHEREAS , stream flow gages located at Union Avenue and the South Plaue River, are
operated and m,intained by the U.S. Geological Survey and have been in operation since 1990; and
WHEREAS , the data provided by the gauging station is required by the State Water
Commissione r in ord er to make re leases from : .... hatfield Reservoir during low flow situations in
which insufficient water is availab le to me et r t.roping demands at Union Avenue Pwnp Station ;
and
WHEREAS , the data provided by the gauging station and monitorinr •H tion located on the
South Platte River in Englewood assists in detennining state wa ter qutEt y pem1it requirem !nts for
the Lit,:eton/Englewood Wastewater Treatment Plant; and
WHEREAS , this Ordin ance will renew the "Joint. ·unding Agreement For Water Resour<·es
Investigations" with the Englewood Utilities Department and authorizes new joint funding for the
period of October 1, 2008 through September 30, 2009; and
WHEREAS , the Liuleton/Englewood Wastewa ter Treatment !'lant contribution is $21 ,700 ; and
WHEREAS , the contribution of the Englewood Utility Department is $9,620; and
WHEREAS, the U.S.G .S. contributi ?n is '.. l S,795 und er thi s Agreement ; and
WHEREAS , the Englewood Water and Sewe r Board reco mmended approval of thi s Agreement
at their October 14 , 2008 meeting ;
NOW, THEREFORE , BE IT ORDAil~ED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD , COLORADO , AS FOLLOWS:

the Eng lewood Cit y Coun cil.
Section 2. The Mayor is authorized to execute the Intergovernmental Joint Funding Agreement
For Water Sources lnvestigatim,. for and on behalf of th e City of Englewood, Colorado .
Section 3. The City Manager shall be auth orized to further ex tend the Intergovernmental Joi nt
Funding Agreement For Water Sources Investigations between the Littleton/Englewood
Wastewater Treatment Plant and the U.S. Geologica l Survey United States Depanment Of The
Interior for five additiona l one (I) yeat periods .

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
Council action of Ordinance Number 5, series of 1999, approving the p ri or Joint Funding
Agreement.
Council action of Ordinance N umber 2, Series of 2001, approving the Joint Funding Agreement for
five additional one yea r peri ods.
RECOMMENDED ACTION
Sta ff recommends that Council adopt a bill f ,r an ordinance approving th e renewal of an
Intergovernmental Agreement fo r Joi nt Funding between the City of Englewood and the U .S.
GPological Survey for two gauging stations and one monitoring station and to au thorize th e City
Manager to execute the agreement and fu rthe r extend th e agreement for fi ve additional one year
periods.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
In cooperation with th e U .S.G.S. and U rb an Drain age, the City of Engle wood co ntributes 10 the
cos t of maintaining the flow ga uge at Union Avenue and the flow gauge and th e ,.,ate r quality
mo nit:,r al th e Lillleton/En glewood Was tewater Trea tmen t Plant. Information from this equipment
is us ed 10 make ca ll s for water rel eases from Chatfield to maintain necessary leve ls at the Union
Avenue reservoir and determine state wa ter quali ty perm it requirements for th e
Littl eton/Engl ewood Wastewa ter Treatment Plant.
The Utilities D epartment con tri b utes funding for th e Un ion Avenue gauging stati on at Union
Avenue. Th e Littleton/Englewood Wastewat er Trea tm en t Pl ant co ntributes fundin g for the gauging
station and th e monitoring sta tion located at th e Lillleton/Englewood Wastewater Tr ea tm ent Pl ant.
