AN ORDINANCE AUTHORIZING fflE SWEDISH MEDICAL CENTER PLANNED
DEVELOPMENT AMENDMENT NO . 6.
WHEREAS. the Englewood City Council approved the Swedish Medical Center
Planned Development in 1989 with additional amendments approved in 1989. 1990. 1992.
1993 and Ordinance No . IO. Series of2001 due to construction; and
WHEREAS , Swedish Medical Center filed an application for Planned Development
Amendment No. 6, to the Swedish Medical Center Planned Development; and
WHEREAS, the proposed Planned Development Amendment No. 6, proposes an
addition above the main entrance of the hospital located at SO I East Hampden A venue; and
WHEREAS, the Englewood Planning and Zoning Commission held a Public Hearing
on March 6. 2007. reviewed the Planned Development Amendment No . 6 and
recommended approval ; and
WHEREAS, the Swedish Medical Center Planned Development Amendment No . 6, the
e<pansion is intended to provide medicaVsurgical beds in private rooms to meet the
growing consumer demand for patient-focused facilities and the reconfiguration from semi-
private to private rooms : and
WHEREAS, the Englewood Water and Sewer Board i • •.c rr,mended •~e•oval of the City
Ditch Encroachment Permit and the Grant of City Ditch Crossing License to Swedish
Medical Center at the February 13, 2001, meeting;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, AS FOLLOWS:
~-The Englewood City Council has reviewed Amendment No . 6 to the
Swedish Medical Center Planned Development, attached hereto as " Exhibit A",
and said Amendment is hereby accepted and approved by the Englewood City Council.
~-Pursuant to Aniclc V, Section 40, of the Englewood Home Ruic Charter, the
City Council has determined that Exhibit A, attached to this Ordinance, shall not be
published because of its size. A copy is available in the Office of the Englewood City
Clerk .

PREVIOUS PLANNING COMMISSION ACTION
The Planning and Zoning Commission considered the Swedish Medical Center Planned
Development (PD) Amendment No. 6 at a public hearing on March 6, 2007 . The Commission
voted 7 to Oto forward the PD Amendment to City Council w ith a recommendation for approval .
RECOMMENDED ACTION
Recommendation fr om the Community Development Department to adopt a Bill for an Ordinance
approving Amendment No. 6 to the Swedish Medical Center Planned De velopment. Staff also
requests th at Council schedule a Public Hearing on May 7, 2007 to take public comment on the
proposed amendment.
BACKGROUND
The Swedish Medical Center campus is located in the area bounded by South Logan Street on the
WP.<~ East Girard Street on the north, South Clarkson Street on the east and East Hampden Avenue
on the south . The surrounding area is zon ed R-1-C and MU-R-3-B to the north, MU-R-3-B to the east
and west, and MU-B-2 to the south.
The Swedish Medical Center Planned Development was originally approved by City Council as
Resolution Number 30, Series of 1989. Since then Council approved five amendments through
Resolution No. 47 , Series of 1989; Resolution No . 78, Series of 1990; Resolution No . 59, Series of
1992; Resolution No. 26, Series of 1993; and Ordinance No . 10, Series of 2001.
The Planned Development (PD) Ordinance, which overlayed development criteria on e•lsting
zoning regulations, was repealed with the adoption in 1996 of the Planned Unit Development
(PUD) Ordinance that rezoning a site for fleKible development. This repeal did not affect the status
of existing Planned Developments . Changes to existing Planned De velopments are to be made •
under the procedures that were applicable to the Initial approval of the Planned Development.
ANALYSIS
Amendment No. 6 proposes an addition above the main entrance of the hospital on East Hampden
Avenue between South Pennsylvania and South Pearl Streets . This expansion is intended to provide
medical/surgical beds in private rooms to meet the growing consumer demand for patient-focused
facilities . Though the overall number of rooms increases with this expansion , only S additional
hospital beds are provided because of the reconfiguration from semi-private to private rooms.
The building on which the exoansio n is planned spans the City Ditch . Concurrent with this
Amendment, the applicant is working with the Utilities Department to update the City Ditch License
Agreement and Construction Agreement for this project.
Amendment No . 6 meets th e intent of the Planned Development Ordinance by providing for
expansion of an approved use that is con ,patible with adjacent uses.

ANALYSIS:
In reviewing a Planned Development amendment the followin g standards are to be
applied:
1. Uses permitted . The use of the property which is the subject of the Planned
Deve lopment, shall be a Permitted Principal Use in th Zone District in which the
D eve lopment is located, or a use permitted pursuant to r-"1e • provisions of the Zoning
Ordinance.
Hospital use is permitted in th e MU-R-3-8 zon e distr ic t purs uant to Table 16-
5-1-Table of Allowed Uses of th e Unified De ve lopm, ·. ' Cod e
2. The Pl anned De velopment shall be cons ist ent w ith th e intent of the Compreh ensi ve

Roadmap Englewood: 2003 En glewood Compreh ensi ve Plan recogni zes that
Swedish Medical Center is an anchor of th e City's eco nom y and with its
conversio n to a for-proiit en terprise the hospital wi ll continued to grow.
Furthermore, consistency with th e Comprehensi ve Plan has b ee n val idated
through th e approval of th e original PD and its fi ve subsequent amendment s.
The Compreh ensi ve Pl an re cog ni zes the long-ra nge expansion of Swedish
Medical Center and notes th at it would l'2 a catalyst for further
red ev elopment: "Th e City also sees a potential for additional businesses th at
will provide goods and se rvic es to hosp ital employees, patients, and visitors."
With o ut Swedish Medical Cent er th ,s goa l wou ld not be achieved.
The Plann ed Development's relation ship to its surrou11d1ngs shall be considered in
order to avoid adverse effec ts to the ex isting and possible future development caused
by traffi c circulation, building height or bulk, lack of screeninB or intrusions of privacy.
The proposed expansion is located above the hos1 ital 's main entrance which
is currently 53 fe ~t 4 inch es tall. The expansion consists of two ·curied
noors (pri vate rooms ) and 1 inters titial "noor" that houses mechanical
equipment and transitions between the noo r lev els of the expansion and the
existing pati ent tower building behind the expa1,sion . The proposed
expansion increases the building height to 93.5 faet which exceeds the
current maximum 60 feet building height in the MU-R-3 -8 district.
The PD regulations allow for two types of plan changes: administrative
changes required for engineering or other circumstances not foreseen at the
time the development was approved, and "all other changes." These other
amendments "must be made unde , the procedures that are applicable to the
initial approval of a Planned Development." Therefore any request for an

amendment to the approved plan must be re viewed and approved through
the PD process .
The hospital to wer5 and other buildings exceeding 1: ,e 60 feet ma xi mum
building hei ght were developed when the following Hei ght Ex ce ption
re gul ation was part of the Engle wood M unicipal Code:
"A principal permitted building or structure, or a building or structure
permitted by Conditional Use , may exceed the hei ght limitati o n for the
particular Zone District in whi ch said building or stru ctu re is loca ted if, fo r
eac h additional foot of heigh t an additional foo t of side yard is provided i n
addi ti on lo eac h minimum side vard req uired" (emphasis added ).
In the MU-R-3-B District th e minimum side ya rd requirem ent (se tback) for
hospital use is 15 fee l. All owi ng th e expa nsion using this heig ht exc epti on
requires that th e st ructure be a minimum of 15 feet (the requ ired setback )
glus 33 .5 feet (93 .5' -60') fr om the campus ' side property lin es . The subj ec t
building is set back more than 600 and 300 fee t respec tiv ely fr om th e
camp us 's sid e (east and west) properly lines.
Swedish Medical Center has little developable land avai lab le fo r gro und-l eve l

encroachin g into res id enti al areas. Ba sed on th e Ci ty's recog ni tio n that th e
hospita l w ill expan d and publ ic se ntimen t durin g the Medical Ce nter Sm all

the hosp ital has no roo m l o expa nd but up.
4. Minimum requir eme nts for usable open space sh all be set thr ough th e ove rall desig n
and amenities proposed for development.
The req uir ed lan dscaped ar ea requirement for non resid ent ia l uses in th e
MU-R-3 -B zone distrk't is 25% of the to tal site . With th e footprint expansion
unde r Ame ndm ent No. 5 the overall lands cape cove rage was 27.33%. Th e
addition of two flo c rs in Amendm ent No. 6 over existing footp rint does not
ap preciab ly change th e overall lands cape cove rage.
5. Th e num ber of off-street parking spaces in th e proposed development shall no t be less
th an the requ ir ement of Comprehensive Zoning Ordinance.
The City's minimum parking standard for a hospital is one space for every
two beds, plus one space for every two employees on duty. The proposed
expansion will result in an increase of 'i beds or 1 total of 3 73 beds . The
employee count is expected tc rematn at approximately 1,000 people .
Based on these numbers the minimum parking requirement is 63 7 parking
spaces .

Walker Parking Consultants conducted a parking study in 2001 that identified
2,196 available parking spaces were on the Swedish Hospital campus. Since
then , 262 spaces have been added at surface parkin g lots on South Emerson
Street (the former Englewood Garden Center) and on South Pearl Street.
These ne w lots bring the total parking suppl y to 2,4 58 spaces. Therefore the
expansion does not require additional parking to be provided .
Swedish Hospital wi ll provide temporary on-site parking for constructi o n
personnel.
6 . Site Plan . The approvi ng agencies shall be satisfied that the site pl an for the Pl anned
D eve lopment meets all the foilowing requirements :
a. If th e proposed development in cl udes multi-fam ily or nonresidential buildings o r
structur es and is adj ace nt to a si ngl e-fam il y residenti al use district, the de velopment
shall contain a buffer .
The proposed surg ica l and critical care expa nsi on is at th e Hosp ital's
main entrance and is not adjacent to single-famil y res idential dis tr icts.
b. Within the Pl ann ed De velopment, sufficient spa ce must be provided betwee n
buildings and structures, giv in g co nsiderat ion to th eir intended use, their location ,
design and heig ht, th e placement and ex tent of fac in g w indow area s, and the
topograp hy and other su ch other natural features as will assure privacy and a
pleasant environm ent.
Th e proposed expa nsion ove r the existing surgical facilities of Medical
Center does not increase the footprint, lot coverage, or de crease
setbacks of development as approved on previ ous amendments .
c. If the area of the deve lopment is su ch that an internal circu lation system is
necessary, su ch a system shall be d~signed for th e type of traffic that wi ll be
generated, and all curbs at entrances and other access points sh all ha ve ramps to
facilitate access for the handicap ped and bicycles .
The proposed amendment does not mod ify th e existing configuration
as the existing interna l circulation system remai ns un chang ed.
d. Bic ycle and pedestrian trails are to be provided w here the City bicycle and /or trail
plan or the Region al Bic ycle Tran spo rtation Plan shows such trail or trail corridor.
Bicycle and pedestrian trails are not proposed for th is expa nsion on the
Swe dish Medical Cent er campu s .

e. The site plan shall provide for the maximum preservation of natural drainage
areas, vegetatio n and other desirable features . •
As with Amendment No 5, roof runoff will be collected in roof drains
and then conveyed to existing on-site storm sewer facilities . No
additional drainage facilities are required as the expansion occurs
entirely within the existing Swedish Medical Center campus .
In te rm s of the overall de ve lopment plan , Amendment No. 6 is consistent with the intent of
the Comprehensive Plan and the Planned Deve lopment requirements .

Swedish Medical Center is requesting an amendment to our PD for the expansion and
remodeling of the patient care units. The project includes the addition of two floors over the
operating rooms, renovation of floors 7-10 of the main tower, renovation of the 5th floor for a
NICU and the expansion ofth~ lobby of the facility . The project allows SMC to meet the
growing demands of the community we serve .
SMC has di ff ere .:,r.t ed itself with high-end services and has created an environment conducive
to surgeons and specialists . Strategic investments in imaging , operating rooms and critica l care
have favorab ly positioned SMC in the market. However, more than ever, SMC is experiencing
• consumer backlash due to its dated environment and physical plant.
Competing in an environment where private rooms with private baths , healing gardens and other
patient-focused faci lit ies are the expectation, SMC has 61% of its Medical /Surgical beds in semi-
private configurations. While SMC clearly differentiates itself by providing the resources for

private facilities . The hospital routinely receives feedback from the Medical Staff that it is
becoming increasingly difficult to convince patients that the care they will receive at SMC
outweighs the concern that their care will be provided with a roommate.
We do not believe the bed tower expansion project will add significant traffic or parking demand
for the campus. Thus , the community served by Swedish will benefit greatly by the bed tower
expansion project.
We request the City of Englewood join us in supporting this very important addition to our
community .

The purpose of this letter is to provide drainage information to support the construction of
the expansion of the Swedish Medical Center. The site improvements wi th the expansion
are mainly located beneath covered areas of the site , which will not be exposed to surface
runoff. A small portion is located outside of the covered area and will be exposed to
surface drain age.This area is a re-de ve lopment of exist ing drive lane s and sidewa lk s. The
ptupos ed improvements are drive lanes and sidewalks; therefore, th ere will not be an
increase to imperviousne ss.
In 1egards to the propo sed improvements, I feel no increase to the current surface runoff
will be experienced or impacts to the existing draina ge system .

Mr. Wagnon testified regarding the overall project ; reconfiguring from semi -priva re
lo pri vate rooms with the addition of five more hospital beds, the encroachment into
the Cit y Ditch ; traffic; parking; regarding the construction work ; hours of opera non;
an d construction parking.
CONCLUSIONS
1. THAT the Publi c Hearing o n the Swedish Medical Center Pl anned Development
A1!'endme n1 No. 6 was brought before the Planning Commission by the Department
o f Community Deve lopment, a department of the City of Englewood .
2. TI J:,T proper notification of the date, time, and place of the Public Hea ring was
giv -.n by publication in the official City newspaper and by posting of the properly for
th e .-eq uired length of lime .
3. TI-IAT the permi11ed use is allowed in the MU-R-3 -B zone district.
4. THAT the proposal is co nsi stent with the intent of the goals and objectives of
Roadmap Englewood : The 2003 En glewood Comprehensive Plan.
5. THAT rh e landscaping requirement of 25 % of the total site is met.
6. THAT the minimum requi reme nt of 63 7 spaces of off-s tr ee t parking is met.

THEREFORE, ii is the decis ion of the City Planning and Zoning Commission th at Case
