Where a lot has a width of less than seventy-five feet (75') or an area of less than nine thousan d (9,000) square feel , and is in separate and different ownership from any lot immediately adjoining it as shown by the last recorded sale at the time of the effective date of this Title, a one-unit detached dwelling may be constructed on sai d lot , except •iat the width shall in no case be less than sixty feet (6 0') and the area not less than seven thousand two hundred (7,200) square feet. 2. R-1-B District W, ea lot bas a width of less than si xty feet (6 0') or an area of less than Sl''. "' thousand two hundred (7,200) square feet, and is in separate and differo,•' ownership from any lot immediately adjoining it as shown by the last re ,orded sale at the ti me of the effective date of this Title, a one-unit detached dwelling may be constructed on sa id lot, except that the width shall in no case be less than fifty feet (50') and the area nol less than six thousand (6,000) square feet. 3. R-1-C District. Where a lot has a width of les s than fifty feel (50') or an area of le ss than six :housand (6,000) square feet, and is in separate and different ownership from any lot immediately adjoining as s~own by the last recorded sale at the time of the cfTcctive date of this Title, a one-unit detached dwelling may be constructed on said lot, except that the width shall in no case be less than thirty-seven feet (37') and the area not less than four thousand six hundred twenty-five (4,625) square feel. 4. MU-R-3 -B District . a. The minimum lot area sta ndard s sc i for,h iri Table 16-6-1.1 app ly lo oarcels of land containing less than forty-three thousand five b . ' ,!red sixty (43,560) square feet (I acre). The City Co uncil furth er determines th at the Ordinance bear s a rational rel ati on to th e pro pe r legi slative object sought to be obt ained . Section 3. Scverabili ty . If any clause, se nten ce , parag raph, or part of thi s Ordin ance or th e :1 ppli ca ti on th ereof to any person or cir cu mstances shall fo r any re:1sun be adju dg ed by a court of competent jurisdiction invalid , such judgment shall no t affec t, impair or inva lid ate th e rem ainder of th is Ordi nance or its app li ca ti on to oth er persons or c ircum stance s. Section 4. FINANCIAL IMPACT There is no direct cos t to th e City. In stallin g and maintaining sidewalk, landscapi ng, fe nci ng, irrigation syst ems, lights and oth er elements will b e the financial responsibi lity of the property owner o r tenant constructing and occupyin g a building or addit ion.
