ViCAP pro gram ; however , the c urrent progra m is run by the Co lorado Burea u of

WH EREAS, the Vi CAP program is th e sta te-of-the-an beha vior-based e,im e

imp acting law enforceme nt agencies ; and

Between the
Colorado Bureau of Investigation

Englewood Police Department
Purpose:
To establish a working framework berween the Colorado Bureau oflnvcstigation (CBI),
and Englewood Police Depamnent (the law enforcement agency, abbreviated LEA), in
order to coordinate the collection analysis , and dissemination of information relating to
violent crimes within th e respective jurisdiction and the timely forwarding of
information collected by the LEA via the ViCAP Crime Analysis Report form to the
CBL Both the LEA and the CBI share the common goal of identifying patterns and/or
similarities among violent crimes, which have been committed by the same offender(s),
and reported to the respective programs. This information will be used to facilitate and
coordinate investigative interactions within and berwecn agencies and jurisdiction
victimized by the satne offender{s). By accomplishing this goal the solution of these
crimes can be greatly enhanced by poo ling the resources and information of what would
mos t probably be and remain independent, parallel, and separate investigations
altogether .

B. Data Collection lnstrument
The LEA agrees to use the web-based ViCAP Crime Analysis Report Form which will
serve as the nucl eus of the LEA data co ll ection ins trument To that end, the CBI agrees
to pro vide to the LEA upon request, all software , instructions , and training necessary to
meet the LEA data collection ne eds . The LEA or CBI may append a supplemental
instrument to the ViCAP Crime Analysis Report form for the purpose of collecting
additicnal information pertinent to the analysis of violent crimes which is deemed
nec essary by the LEA or the CBI to accomplish its mission.
The CBI agrees to provide the personnel necessary to administer the program, load data,
and analyze those cases occurring within the State of Colorado. Other Colorado agencies
working with the CBI may contribute whatever resources necessary to fulfill this
obligation.
The LEA agrees to enter all current year homicides ( open and closed}, missing persons
(still missing) where foul play is suspected, and unidentified dead via the ViCAP web-
based program . The LEA also agrees to enter ViCAP reportS on all open homicides for
the past ten ( I 0) years. Nothing in this memorandum of understanding (MOU) shall
p,ec!ude or prohi bit the LEA from submitting any open cases that meet the criteria for
submission to VICAP , or any open homic ide cases cl osed by arrest where there is a
possibility that the offender may t.ave commined other homicides.
The LEA as sures that they will continue to enter data into ViCAP until such time as
either party tenninates this MOU. At such time as the MOU is terminated, all ViCAP
related materials, software , instructions , report booklets , etc ., '>'ill be surrendered to the
':BI at the LEA ' s expense.
C. Technical Assistance
To facilitate the coordination and compatibility berween the LEA and the CBL the CBI's
ViCAP Office agrees to provide the appropriate software program necessary to operate
your re spective progratn responsibilities as outli ned in the MOU .

D. Timeliness of LEA submission to 'viCAP
Ti me is of the esse nce in the identification of patterns and/or similarities and th,. po ss ib!e
solution of violent crimes . Therefore , the LEA a2rees to enter all crime infer.nation '.nto
the web-based ViCAP system within five worki~g days of the receipt of such cir.ta as
collected by the LEA. For cases meeting the FBI's criteria for subm;;sion, t!Je CBI
ViCAP Office must be notified within the same timcframe for upload !'J the FBl ViCAP
databa~-.:.
Cases submitted to CBI in rare instances of urgency when :he Li::.A is n·,t web-enabled
and trained will be handled in the following manner. T'Je LEA ·ill rcqUC!i a
transmission form from the CBI ViCAP Office and will inclw'.¢ the cr.mplcted form with
the submission of the LEA's photocopied case to the CBI '.or en!9/ into Vi CAP noting
the requested disposition. Once received by th,. CBI ViCAJ' ()f.Fi ce, the
acknowledgement of receipt will be completed and rr.nmied ,o the suh )t '.:r ~ LEA.
Upon completion of case cnay into ViCAP, the case w;n be w ;alved wilh th ~ ;,:qu:.:st for
cony wtless otherwise requested by the LEA. If notr ..i on thr. transmission for 11•,, the LEA
can request the case be (1) shredded upon comple',on, or i2) picked up by the LEA on a
specified dntc and time .
E. Confidentialit:·
Both the LEA and the CBI agree tb .1t case. information should be handled in a
confidential manner and that LEA hr.s an '-Xpectation of privw;. To that end, the
Anomcy General of the United State', has ,:-:,empted the ViCAP system from subsections
(cX3), (d), (e)(l ), (eX4XG) and (F.J, (f) ~ad (g) of the Privacy Act pursuant to 5 U.S.C .
552a (jX::?) and (k)(2).
CBI dissemination of info!l",ation 0btained from another agency and contained in the
ViCAP Crime Analysis Rep,.'ti: Dl'Jst be companble with the purpose and intent for which
the information was originally ~ollcctcd. In no case shall that information be shared with

F. Coordination of:-lorific:irion of Posaibly Related Cases
• The :.EA shall :nake no notific:ition re garding possibly related .:ases which have been
submined to ViCAP without nm notifying the CBI of findings and .ntent to :ionfy th e
concerned agencies . This requirement of notice shall not, however, prevent the LEA from •
subsequently notifying the concerned agencies whether '>r not agreement exists as to the
validity of the tentative case associations . The notification is to serve as a means of
coordinating the activities of both the LEA and CBL
G. CBI/LEA Joint/Coordinated Training
CBI and LEA sball provide, subject to budgetary and other resowce constraints, joint
and/or coordiJJaled training to law enforcement personnel for the purpose of advising
participA!'!S of the existence and coordination of the respective programs as well as their
operational requirements and benefits.

The Colorado Bureau of Investigation in partnership with th e federal Bureau of Investigatio n is excited to
ann ounce the reintroduction of ViCAP in Colorado. T!Je Violent Criminal Apprehension Program,
developed by the FBI in 1985 is a state of the art behavior-based crim e analysis tool , which bas been
designed and strucrured 10 address violent crime problems impacting law enforcement agencies. The
Vi CAP program is available to your agency free of charge when yo u agree to become part of this effective
networl< of crime analysis .
Enclosed with this letter is a brochure that explains the ViCAP system, as well as the minimum system
requirements for a computer to run the ViCAP software. Also included is a web enabling request form.
Upon yo ur decision to participate in this program, please fill out the request form and mail or fox it 10 the
address listed at the bottom of the form. Upon our receipt of the web enabling form, the materials necessmy
10 begin set up on your comp uter sys tem will be mailed to you.
There are !raining sessions available lo your agency to help with the se t up and use of the ViCAP system .
Training dates are scheduled monthly and sign up will be on a first come first served basis . In addi ·on to
training, personnel in the Colorado Bureau of Investigation ViCAP office are availab le to answer yo ur

In The Present Solving The Past
VICAP continues to be used to solve crimes from
the past. In 1989 Investigators from Pennsylvania
entered a case from 1951 Into the VICAP
database . In this case . a man was found guilty of
murdering a young girl . Not long after, Investigators
from Illinois entered an unsolved case from 1957 , In
which an eight year old girl was murdered . VICAP
ana ly .ts noticed slmllaritles In the two cases . Due
to these slmllaritles and other related evldenca ,
detectiv es In Illinois were able to solve a crime that
occurred almost 40 years ago and finally resolve a
terrible myste1y for the parents .
Recently (05/2004), VICAP analysts matched three
Florida missing persons to unidentified dead cases
based on physical descriptions and verified by DNA
comparisons .
From East to West
VICAP assisted In another case that linked un-
solved crin,es separated b)' 3D00 miles . In Novem-
ber, 1987, a Noiweglan Nal:011111 was last seen In
New Yor1< City . Foreign law en :•orcement personnel
submitted the case to VICAP . The assigned analyst
saw that later In the same moni i: in 1~d7, a body
was found In Callfomla , a case that was never
solved . H~\'/•ver through VICAP's assistance ,
lnvestlgalort. compared dental records and
discovered that the body found In Callfomla was
that of the man iast seen In New Yor1<.
Similarly, a Key West, Florida murderer , an avid
chess player, was talking In jell about a west coast
murder he committed . The case Involved a
homosexual , who was beat to death with a baseball
bat. A search of the VICAP system located the
exact case . It w,:s confim1ed that he committed the
west coast murder by a DNA comparison of a
cigarette butt found In the hotel room murder site .
Also, a chess piece was located at the murder site .

The ViCAP mission is to facilitate co operation, commu nica ti on , and coordination between
law enforcement agencies and provide sup pon in their effons to investigate, ide nti fy, track,
apprehend , and pros ecute violen t serial offenders .

Develo ped by the FB I in 1985 , ViCAP is a state-of-the-an behavior-based crime analysis tool
which has been designed and structured to addre ss violent crime problems impacting law
enforcement agencies . It is available free of charge to any agency willing to become a pan of
tltls effective network of crime analysis . ViCAP will enable law enforcement agencies to
collect , co ll ate, and analyze their own violent crime informat ion on a local level , and to
assist in identifying similar cases on a regional , state, or national basis .

The sys tem consists of a revised ViCAP Crime Analysis Repon Fonn and a user friendly
computer program designed for application on a Pentium-based computer equipped with a
CD drive, Windows 9~, Windows 98 , Windows NT or 2000, and internet access . It
enhances crime analysis for specific violent crimes, including solved and unsolved
homicides, missing persons, unidenti fie d bodies, and sex assaults .

ViCAP Operation
ViCAP operates on the web in an agency's major crimes or crime analysis unit and
suppons the agency's ability to track vio lent crimes as well as to complete detailed analyses
of these crimes . From a wider perspective, it enables agencies to upload their case data to
ViCAP an d to panicipate in a statewide or national comparison of cases and crime trends .
Investigati ve, administrative, and behavior-oriented data concerning a specific violent crime is
entered into the ViCAP database to find information with whatever combination or
seq uen ce of data is needed to complete a required task .
The collected information that meets FBI ViCAP criteria will be securely downloaded to the
Na tional Cen ter for the Analysis of Violent Crime (NCA VC) ViCAP program, via a special
Vi CAP capab ility of the Law Enforce ment Officers (LEO) onli ne program . • • ••••
