NOW , THEREFORE , BE IT ORDAINED BY THE CITY COUNC IL OF THE CITY OF
EN GLEWOOD , CO LORADO , AS FOL LOW S:
Section I . Th e City Council of th e City of Eng lewood, Colorado hereby amends Title 5, of the
Englewood Municipal Code 2000, by th e ad diti on of a new Chapter 8, pertllinin g to Reflexology, to
read as follows:

Sect ion 2. Transiti onal Period. Any pe rson who ca n show pro of that the y were doin g
bu sin es s as a Renexologist in th e Cit y of Englewood on or before Sept ember I, 2005 and who
can show ev id ence of completion of a Reflex oltJgy progrnm but who does not meet the specific
educati onal req uirements sci fonh in 5-8-3 (C) EMC above , shall be gra nt ed a on e (I) year licen se
to all ow th em to practice Reflexology if th ey meet all of th e other conditions fo r the li ce nse .
After thi s one ( 1) yea r grace period they must th en mee t ull educational req 11irem cnt s for re-
li censing.
Section 3. Safe ty Cla uses . Th e City Council hereby find s, de tennines, and decla res that thi s
Ordinance is promu lgated under th e ge nera l poli ce power of 1he City of Eng lewoo d, th at it is
promu lgated for th e hea lth , safe ty, and welfare of the public , and th at thi s Ordina nce is necessary
for th e prese rv at ion of hea lth and sa fety and fo r the protec tion of publi c co nven ien ce and we lfa re.

Section 4. Severability. If an y clau se , sent ence , paragrap h, or pan of th is Ordinance or the
application th ere of to an y pe rso n or ci rcum stan ces shall for any re ason be adjud ged by a coun of
co mp eten t jurisdic ti on inva lid, such juC~ment shall not affec t, imp air or in validate th e remainder
of th is Ordinance or its appli cat ion to oth er persons or circumstances .
Section 5. In co nsiste nt Ordinances. All othe r Ordin an ces or po11i ons thereo f inconsistent or
con fli cting with this Ord in ance or any porti on hereo f arc hereby repea led to the extent of s uch
inconsistency or con fl ict.
Section 6. Effe ct of repe al or mod ifi ca ti on. The repeal or modifi c;i tion of any provi sion of th e
Code of th e Cit y of Englewood by thi s Ordinance shall not relea se, extingu ish, alter, modify, or
change in whole or in part any penalty, fo rfei ture, or li abi lity, ei th er d vi l C1: l.rimi 1al , whic h shall
have been incu rred unde r such provision , and ea ch provi sion shall be trea ted and 11.:::id as st ill
remai ning in fo rce for the purposes of sus1aining any and all pro per Jcti ons. suit s. proc eed ings ,
and pro secutions fo r the enforcement of the penalt y, fo rfeiture, or liabil ity, as well as for the
purpose of sustai nin g an y j ud gme nt, dec ree , or ord er which can or may be rendered , ent ered , or
made in suc h action s. s ui ts. proceedi ngs. or pro secuti ons.
Section 7. Pcnaltv. Th e Penalt y Provision of Section 1-4-1 EMC shall ap pl y 10 eac h and
every violati on of thi s Ord ina nce.
