AN ORDINA NCE AUTHORIZING THE ACCEPTANCE OF A VICTIM
ASSISTANCE LAW ENFORCEMENT (VALE) GRANT FROM THE VICTIM
ASSISTANCE LAW ENFORCEMENT BOARD OF THE 18TH JUDICIAL
DISTRICT .
WHEREAS , the City of Eng lewood Safety Service Department applied for funding
under the VALE Grants Program to be used for funding the Victim/W itness Program in
1he Englewood Municipa l Court ; and
: WHEREAS, the City of Englewood has previously applied and been granted VALE
Grants for the years 1990 through 2002 ; ah\!· •'
WHEREAS, the staff seeks Council suppo'rt for•-. Ordinance accepting a 2003
VALE grant fund ing in the amount'of$15,000;
WHEREAS, the Victim/Witness Program in the Enfewood Municipal Court has
served the victims of domestic vio lence since 1990;
NOW, THEREFORE , BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ENGLEWOOD, COLORADO , AS FOLLOWS :
Sec,ion I. The City Counci l of the Cily of Englewo od, Colorado hereby autho rize s
the acceptance of the VALE Grant and accompanying inte rgovernmenta l agreement, a
copy of which is marked as "Exhibil A" and auached hcrclo.
Sec1ion 2. The Mayor and the Director ofFinance/Administrali ve Services are hereby
nuth orhed to sign said VALE Grant ->nd acco'mpanying intergovernmental agreement on
behalf of 1he Ci1y of Eng lewood.

VICTIM ASSISTANCE AND l W ENFORCEMENT BOARD
CONTRACT
Pursuant to the Assistance to Victims of and Witnesses to Crimes and Aid to Law
Enforcement Act, Article 4 .2 Title 24 C R.S., the Victim Ass istance and Law
Enforcement Board of the 1 8 '" Judicial Dis t rict has made the follow ing award :

Purpose of Grc 1t Funds : Provide support for victims of domestic violence through
the court process
Services /Equipment Seing Funded : Portion of salary and benefits for victim/witness
advocate
Grant Period : January 1 to December 31, 2003
Amount of Grant Award : ~ 15,000
Quarterly Inst allments: $3 ,750
BE IT UNDERSTOOD THAT:
( 1 ) All disbursement of awards are contingent upon the availability of VALE funds .
(2) The contents of the grant application will become contractual obligations of the
grant recipient and are incorporated into th is contract as if fully set forth herein .
(3) The grant recipient is re quired to submit Financial Reports quarterl y: April 30 ,
2003, July 31, 2003, October 31 , 2003 and January 31 , 2004 for fu:1ding for
2003 . The report due on J; ,uary 31 , 2004 shall be the year-end report . The
VAL!: Board will-provid~ Financial-Reporting-Rlrms , Grant recipients are required to •·
use t hese forms .

(4) The gr ant re cipient is required to submit a Pro gram Report on July 31 , 2003
and Januar y 3 1, 2004, w hi ch address es an y special conditions that are li sted in
this contract. The report due on Januar y 3 1, 2004 shall be t he year-end report . It
shall show totals for the entire year and must address any spe c ial conditions that
are listed in this contract . The VALE Boa rd w ill provide Program Reporting Forms .
Grant recipients are required to use these forms .

(5) Failure to submit these required reports on the dates due may result in
termination of the grant award, re t urn of awarded funds or the loss of future
funding by VALE .
(6) Special conditions for the award which ha ve been stipulated between the VALE
Board and the grant recipient are as follows :
None
(7) Any equipment purchased with VALE funds must remain with the .grant
recipient . Equipment must be used for the purpose designated in the grant
application . Any use by others or transfer of ownership must be reported to the
VALE Board , in writing , prior to the occurrence of such use or transfer. The Board
may approve such use or transfer or may request return of the equipment .
(8) ~ change in the use of grant funds shall be approved by the VALE Board .
The request for such change shall be in writing . Approval of the VALE Board shall
be obtained prior to any such use .
(9) Amendment of any other terms of this contract shall have prior approval of the
Board . Requests for amendment shall be in writing . ·
( 10) The grant recipient shall submit written notification by December 1 , 2003 to

makes a request in writing for use of the funds be yond the grant p er iod and such
reque st has bee n approved by the VALE Board .
Such reques t s shall include :
The amount of remain ing funds
How the funds w ill be used
When the fund s w ill be expend ed
Why the funds were r.ot expended .
Such request must be received on or be fore December 1, 2003.
Up o n receipt of the request, the VALE Board shall decide whether to grant or deny
the reques t without further presentation or hearing .
( 11) The grant recipient agrees t ha t all funds rece ive d under this grant shall be
ex pended solely for the purposes stated above and that any funds not so expended ,
including funds lost or dive rted to ott.er purposes , shall be repa id to t he VALE fund .
• 11 2) The grant rec ipient agrees t o comply with t he letter and spirit of the Colorado
Anti-discrimination Act of 1957, as amended , and other applicable law r specting
discrimination and unfair ·~mployment practice s IC.R .S . Sec . 24-34-402) and
required by Exec utive Order, Equal Opportunity and Affirma~iv e A ction , date April
16, 1975.

BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
The VALE Grant fina nces approximately 32% of the salary & benefits for th e Victim Witness Pr og ram at
Englewood Municipal Court. The Victim Witness Program provi des services for victims
of domesti c vio lence.
FINANCIAL IMPACT
Victim Witness p rogram would lose 3~0/o fundi ng.
