South Tejon Street on 1he eas1 , and South Zuni St:·eet on the wes t; and WHEREAS , City Counci l has reviewed that co ncern and f0 und thJt the design standa rd s in tl!c area loca ted betwee n West Eva ns Ave nue on 1he nort h, West Vassa: Avenue on the sout h, South Tejon Street on the east an d South Zuni Stre et on 1he wes t need to bt! updated; and WHEREAS, controi of the permitting an d zo nin g of these facilities are J,agitim ate exe rcises of local police powe r; and WHEREAS , the ori gi nal moratorium on th e iss uanc e ofpennits for new sin gle-famil y attached and multi-famil y re sidenti al co nstru ction. or any housi ng requiring the s ubd ivisio n of propeny , in th e area loca ted between West Evans Ave nue on 1he north , West Vass ar Avenut' on th e so uth . City Co un cil dis cu sse d th e conce rn s at th e April 8, 2002 stud y sess ion in relatio n to the Comprehensi ve Zo ni ng O rdinance. Coun cil deter mi n ed th at estab lishment of de sign stand ards was nece ssary to p ro tect th e viabi li ty of the neighb orhood and the interes ts of th e communi ty . Th e mo ratoriu m and its extens ion we re es tab lished to prov ide ad ditiona l time to pre pare and ado pt th e UD C, incl uding th l' re qu es ted residen ti al des ign stan dards.
