AN ORDINANCE AUTHORIZING THE PURCHASE OF 4673 SOUTH GRANT
STREET BY THE CITY OF ENGLEWOOD, COLORADO.
WHEREAS, the City Council of the City of Englewood, Colorado authorized
an intergovernmental agreement with Arapahoe Community College/A VS Career and
Technical School to build a single-family residence during the 2003-2004 school year
by the passage of Ordinance No . 36, Series of 2003; and
WHEREAS, the Englewood Housing Authority is the owner of 4673 South
Grant and wishes to sell the property; and
WHEREAS, the purchase of a vacant residential property located at 4673
South Grant Street will be the building site for the A VS Career and Technical School;
and
WHEREAS, a variety of public objectives can be accomplished with the
development of this property such as: I) Introducing home designs with a more
attractive relationship with the street; 2) Developing desirable floor plans; 3)
Increasing the inventory of affordable new housing for borne ownership; 4) "Raising
the bar" with better quality housing, hopefully pushing the private development
community towards higher standards in the neighborhood; and
WHEREAS, by the passage of this proposed Ordinance the Englewood City
Council will authorize the purchase of 4673 South Grant Street and the Englewood
Community Development Department will act in the roll of the developer providing
construction funds from the Housing Rehabilitation Fund (Fund 46); and
WHEREAS, a site contractor will be hired to coordinate the day-to-day building
activities with A VS; and
WHEREAS, the house will be sold after completion and the proceeds will be
returned to the Housing Rehabilitation Fund;
NOW, THEREFORE , BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ENGLEWOOD, COLORADO, AS FOLLOWS:
~-The City Council of the City of Englewood, Colorado hereby authorizes
the purchase of the 4673 South Grant Street for an amount not to exceed Seventy-two
Thousand Five Hundred Doll ars ($72,500) .

and attest a contract for the purchase of 4673 South Grant Street on behalf of the City
ofEnglewood, Colorado.

RECOMMENDED ACTION;
Approve a Bill for an Ordinance authorizing the purchase of a vacant residential property located at
4673 South Grant Street to be the building site for the AVS Career and Technical School .
BACKGROUND, ANA~s1s, AND AlffRNATJYES IDENTIFIED;
The City of Englewood first became involved with the Arapahoe Community College AVS Career
and Technical School (AVS) du ri ng 1985. The last house built by the students was completed in
May, 2003 at 2133 W. Wesley Ave.
The AVS program serves Arapahoe Community College and five schools districts, including
Englewood . Every student is exposed to all of the building trade, (i .e. framing, drywall, masonry,
electrical , plumbing, HVAC, etc.).
City staff will act in ti ,, roll of the developer providing construction funds from the Housing
Rehabilitation Fund (Fund 46). A site contractor will be hired to coord inate the day•to-day building
activities with the AVS instructor and students. The house will be sold after comple tion of the
project and the pr,,ceeds returned to Fund 46.
Proceeds to purchase the site will be provided from the Housing Rehabilitation Fund . Staff
negotiated the purchase of the subject property for fair market value.
FINANqAL IMPACT;
The existing employees in Communi ty Development are available to admini ster the project and
their salaries and benefits are part of the City's contribution. Funds to pu rchase the property are
available through the Housing Rehabilitation Fund .

This memo is to fonn:ilize our discussions reg:inling utilizing the ,bove referenced site as the
building site for the .WS 2003-200~ building tr.ides progr,m project.
The Englewood Housing Authority (EHA) Board has ,uthorized me to proceed with this
agreement at their regular meeting held August 6"', 2003 . The understmding is that the EHA will be
paid for the bnd •t the time of the sale of the completed home to the future homeowner or no lacer
than December 3 I•, 2004. The payment to the EHA will be in the ,mount of $72,500.00. The
payment will be tr:111Sferrcd to the EHA at the time of closing prior to :my other disbunements, or
from other City of Englewood funds, if the home has not sold by December 3 I•, 2004.
All costs incumd in the development of this project will be paid by the City of Englewood
through the Commlll'jty Development department. No costs shall be owed by or billc:d to the EHA.
Any clunges to the origin:J plans submitted to md reviewed by the EHA Board on August 6•h,
need to be copied to the EHA. md EHA st.ff m:iy at my time review the constNCtion process on
site, or through the construction dnw process. EHA 's ponicip:ition in the project will be
