BACKGROUND, ANALYSIS , AND ALTERNATIVES IDENTIFIED
Th e City of Sheridan has in stall ed numerous sto p signs and spe ed bumps on th e eas t-wes t stree ts
w ithin th ei r juri sdicti o n. Th e harshn ess of th e traffic ca lming techniq ues that th ey have utili zed has
res ulted in car s, tru cks , and sc hoo l busses us ing Tu fts Aven ue in Engl ewood in ord er to avoid th ese
str ee ts .
Pub lic W ork s has rece ived a pe titi o n signed by th e maj orit y of resi dents th at live in th e area
bounded by Lowell and Irvin g on th e three cul-de-sacs -Kin g and Juli an Stree ts, an d Knox Court.

SUBJECT: AL L WAY STOP REQUEST AT KNOX COURT AND TUFTS A VE .
We received a petition sign ed by th e majority ofres idents li vi ng betwe en Lowell Bl vd. and
Irving St. on the three cul-de-sac s -King, Knox, and Juli an -requesting an all-way sto p at Knox
Co urt and Tufts Ave.
Our ne ighboring jurisdictions -Sheridan 10 the north and Den ve r to the south -have installed
nume rous tr affic co ntrol de vic es th at have had a detrimental effect on traffic on Tufts Avenue.
Sherid an has installed mid-block stop sign s on Dill Road , as we ll as mid-block slop signs and
spe ed bumps on Mountain Rd ., thereb y makin g ii an unattractive route for ve hicles; Denver has
two all -w ay stops betwe en Tufts Ave. and Belle view on Lowell Bl vd.
We conducted a speed stud y to determine the magnitude of the problem . Th e results are
summ arize d bel ow :

There are about 77 4 vehicl es per da y that tr avel lhi s'loca l stree t. The re are abou t 50 res id ences
in the imm ediate area. Based on In stitute of Transportation Engineers trip ge neration rat es, we
wo uld ex pec t that the immedia te neighborhood alone wo uld gene rate about 500 trips per da y.
From an engineeri ng point o f view, th e numbers wo uld not in dicat e a huge pro blem in terms of
either spee din g or cu t-through traffic . But the perc ept ion of th e neighborhood seems to be th at
th ere is a problem , and th ey have submi tted a petiti on requ esti ng the all-way stop at Kno x and
Tufts .

I. Doroth y Martinez surveyed residents who live in the 4500 and 4600 blocks of S. Julian Street ,
the 4500 and 4600 blocks of S. Knox Court, the 4500 and 4600 blocks of S. King Street, and the
3300 through 3500 blocks ofS. Tuft s Avenue on Tuesday, September 9, 2003, Thursday ,
September 11 , 2003, Friday, September 12, 2003 and Saturday, September 13 , 2003 .
In the area surveyed there are a total of 59 houses . The breakdown of the neighborhood is as
follows :
• 14 houses on W. Tufts Avenue between S. Irving Street and S. Lowell Blvd .(9 households
surveyed= 64 .2%)
• 14 houses in the 4500 and 4600 blocks ofS. Julian Street (8 households su rve yed = 57 .1%)
• 16 houses in the 4500 and 4600 blocks ofS. Knox Coun (12 households surveyed= 75%)
• 15 houses in the 4500 and 4600 blorks ofS. King Street (7 households surveyed = 46 .7%)
I surveyed a total of 53 resident; representing 36 households ( 61 % of neighborhood). Of those
53 residents surveyed, 50 were in favor of installing a 4-way stop sign at the intersection ofW.
Tufts Avenue and S. Knox Coun and 3 were opposed to installing a 4-way stop sign at the
intersection ofW. Tufts Avenue and S. Knox Coun.
The addresses with a star to their left indicate those addresses at the 4 comers of the W. Tufts
Avenue and S. Knox Coun intersection . These residents will be impacted the most by the
installation of a 4-way stop sign at the W. Tufts Avenue and S. Knox Coun intersection .
The percentage of residents surveyed in favor of installing the 4-way stop sign is 94 .3%. The
percentage of residents surveyed opposing the 4-way stop sign is 5. 7%. \I. 1th 50 residents of 53
(94 .3%) in favor of installing a 4-way stop sign and 3 residents of 53 (5 . 7%) opposing installing
the 4-way stop sign , it is clear the need for a stop sign is wanted .
Of the 3 residents opposing the 4-way sto p sig n. 2 residents expre ssed a need for a 4-way stop
sign at the intersection ofW. Tufts Avenue and S. Lowe ll Blvd . One of the residents at 3501 W.
Tufts Avenue expressed a desire to have a total of3 stop signs erected at W. Tufts Avenue and S.
King Street , W. Tufts Avenue and S. Knox Coun . and W. Tufts and S. Julian Street.
