The Planning an d Zon in g Commiss ion held a public hearing on 1h e draft UDC on Sep tembe r 16,
2003. Th e Commis sion, by a vote of 7 to 0, reco mm end ed ap p rova l w ith transmittal to City
Co unci l w ith lhree am endm en ts to lh e draft. The amendm ents as propose d by Plann ing and
Zonin g Comm iss ion have be en in corporated into the Unified Dev elopment Code.

The Ci ty adopted th e first Zon ing Q :ri ,,1ance in 1940 . Subs equenl rewrites occurr ed in 1955 and
1963. The las t majo r rev ision of Ti tl e 16, Zonin g Reg ulali ns, occ urred in 1985 . In th e int erv enin g
ye ars , num erous am endm ent s have res ul ted in a doc ument fi ll ed with in co nsist encie s and outdat ed
references lhal made it diffi cult to use and adm inis ter. The doc ument did not reOr .t community's
