BACKG ROUND A conce ptua l sit e plan fo r th e Englewood Es tates Pl ann ed Un it Deve lopment was submi tted fo r Ci ty comm ents in Ap ril 200 1. A prelim in ary plan was prese nt ed at a neig hb orhood mee ting on October 9, 2001, as requi red by th e PUD O rdin ance I 16-4-5 of th e former Zonin g O rdin ance). Durin g th e • meetin g, co nce rns with th e propose d PU D were brou ght l o th e allenli o n of th e deve loper. In April ~0 0 3, a revis ed co nce ptu al si te plan was submilled fo r Ci ty ommenls. The revised PUD addresse d th e co nce rns brought fo rth by th e neighbo ring properly owners du rin g th e Octobe r 9, 200 1 neighborh o od meeting. Th e fo rma l PUD ap plica tion was submiued on Ap ril 4, 2003 , with th e appl icant hold in g an additi ona l neighborhood meeting on Augus t 5, 2003 lo review th e proposed sit e plan w ith the neighb o rh ood. Th e Di stric t Plan and th e Sile Plan have been combin ed and subm itt ed as one docum ent for concurr ent re view, as provid ed fo r in th e PUD Ordinan ce. The subj ec t property of th e Pl an ned Unit Deve lopment is a vaca nt parce l o f approximately 1.1 9 acres . Th e si te is loc ated in an ar ea bounded by W est Quincy Ave nu e on th e north , West Radcliff Av enu e o n th e so uth, So uth Li pa n Street on th e eas t, and South Navajo Str ee t on the west. Adja cent propert ies to th e north, eas t, an d so uth are zo ned R-1-C Single-Family Res id ence Di stri ct, and con tai n single-family homes. Ad jace nt properties to th e w est are zo ned 1-1 and are used as aut omoti ve sales and engin e repair . The subj ec t pr operty was annexe d into th e City of Englewood in 1955 and was zo ned R-1-D Residen ce Distric t. In 1963, thi s area was rezoned to th e current R-1-C cla ss ifica ti o n. ANALYS IS : Th e Pl anned U nit D eve lopment is a rezonin g process that establish es spec ific zo nin g and sit e p lanning c rit eri a to mee t the needs of a spe cific develo pm ent propos al th at may not be accomm od ated w ithin th e ex istin g zon in g o r development regul ati ons. The Englewood Es tates PU D proposes seve n 17) si ngl e-famil y res iden tial lots o n a priva te drive (West Qu incy Circl e) acc ess ed fr o m West Qu incy Ave nue . The proposed lots w ill rang e fr om 5,116 sq uare fee t to 6,750 sq uare feet. TI1 e ave rag e lo t size of th e PUD is 5,784 squ are feet, w hi ch is comparabl e to th e adjacen t R-1-C Single-Famil y Res id ence Dis tri ct whi ch requires a minimum 6,000 squ are fo ol lot. As stated above, access w ill be th roug h Wes t Quincy Circle and will tr ave l in a "one way" directi on ent erin g at th e w es t intersec tio n of Wes t Quin cy Circle and Wes t Quincy Avenue , and exiting at th e east inters ecti on of W es t Quin cy Circl e and Wes t Quin cy Ave nu e. All th e lots w ill be acce sse d via ind ividu al pri vate dri vewa ys th at conn ect to Wes t Q uin cy C ir cl e.
