WHEREAS, the City of Englewood 's annual Holiday Parade requires a great deal of community participation as well as participation by City staff; and WHEREAS. cooperatio n between the comm,,r.ity and City function 3 such as safety services protection and traffic regulation is tissentiol for a successful parade; a nd WHERE AS, the City Co uncil recognizes the importance of cJmmunity involvement in establishing a vision for a nd raising funds for a successful para de ; and WHEREAS, a permanent committee will crt:ate a continuum of experienced volunteers , and City staff coordinators to insure effective coordination of this annual parade und other community events; a nd WHEREAS, the division of respon,ibilities (i.e. co mmunity /stafJ) will help foster eve n more co mmunity participa~:"n and will free the Committee from responsibility for t he functional details t ha t are t qse ntially City service-related, s uch as public safety and traffic coo rdination; NOW, THEREFORE , BE IT ORDAINED BY T:-IE CITY COUNC IL OF THE CITY OF ENGLE\1'00D , COLORADO, AS FOLLOWS : ~-The City Council of the City of Englewood hereby app roves amending Tit:e 2, of the Englewood Municipal Code 2000, by adding a new Chapter 13 , establi shing the Parade Commi ttee, which shall read as follows: 2-13: PARADE COMMITTEE; 2-13-1 · PURPOSE ; The Parade Committee is established ns a cQ.ID.ID.it..t.. ~~~•e annual Englewood Holiday Parade and other par ades and comm uni ty eve nts w hicb the Citv nod the Committee feel are anproorinte for the benefit of the citize ns of the Citv of Eng lewood -1- HH COMPOSITION AND MEMBERSHIP; Th• Committee shall be comprised of seven {7) members appointed bv Ci ty Council a diverse group of representatio n ie desirable including one Cl) rr&.m.b..~J:r2.m...tM..Dreater Englewood Chamber of Commerce membership one (1) memhel' from the General Bu siness Communitv and one CU member from the Englewood School District in ruldllism there shall be two (2) ex -officio staff members appointed by the City Manager. 2-13-3· TERMS OF MEMBERS; Terms of members · Members shal! be appointed to overlapping terms of four C4} years with three (3) of the first members appoi nted for two (fuears Citv Council shall make aooointments to fill vacancies for unexpired terms . 2-13-4; <;;OMPENSATION· ~-The members of the Committee shall serve without compensation. ~ Reasonable expense s dir ectly related to performing the duties of the Committee shall be allowed . 2-13-5; POWER AND DUTIES · ~ The Parade Commi 1 tee membership : the Committee shall foster community partic ip ation· set tbE; tone for the event· oromo te the par ade and shall· ~ Conduct ongoing planning for the annua l Holiday Parade in coo peration with the Citv of Englewood staff ~ Raiso funds and solicit sponsorships to help defray the costs of the parade ~ Select the theme Grand Marshal and Judges for each ~ ~ Re cruit and crurdinnte volunte ers to assist in planning and work~ ~ ~ r.ondu ct a publicity campaign and other promotion for the parade to ensure. communitv•wide participation ~ Oth er planning and coordination efforts as needed ~ ~sponsible for coordinating org ani z..n r.io~ such as street clos ure s public safetv measure s and other _~ arrangements which mav include· . 2- • • • • • • ~-Coordin ating entry for ms· developing adv ertise ments and oosters· lli>rdin atiog necessary staff· making necessary arrangement.A with CP0.1 an d RTD · arran ging for insurance covera ge· ordering awards and tropnin; ruul.Jirafti ng lin e·up and announcer's script and other related e~ s..AJ::!D The Co mmit~~ eball p;~1dopt administrative rul es nod procedutP.S and elec t from ~1be re such officers as it shall deem necessary to accom pl is h its purposes .
