WHEREAS, the City Cou ncil of t he City of Englewood hes committed to reviewing o ptions for hous in g and dP.\'e l'l pment of a s tr ategy to enhance diverse housing options in the community; and WHEREAS. the City -.,f Englewood became involved with Arapahoe Community Co ll ege AVS Ca reer a nd Technical School (AVS) during 1985 when the vrincipal of Co lorad o's Finest, Alternati\·e High School contacte d th e City for assistance in e xp an Jinc the buii.ling trades progrn~; and WHEREAS. t r .e A VS program waa able to offer a two year Comprehensive Building T:-ades program for high schoo l students and adults to have a "hands-on" exp erience in bwlding a home from t he ground up \.i1 ~oughout the sc hool year; and WHEREAS, Ci ty will act in the roU a, the developer by providing co nstruction funds from th e Housi ng Reh abilitation Fune' and a s ite co ntractor will be hired to C'lordinate the day-to-day building activities with the AVS instructor and stude nts; and WHERE.AS , the house at 2133 West Wesley Avenue wili be sold after co mpler \on of the proJect nnd the proceeds retLrned to the Housing Rehabilitntic..r, Fund; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD , CO LORADO , AS FOLLOWS: Sl:mwl..1 . In the event of termination, the parties shall have no further obligation whatever under this Agreement and the Student Laborers may keep the tool belts and tools, which have been, s upplied them. Student s in th e program w ere not rea li zing th e full po tenti al that the prog ram co uld provide. Th ey w ere limited to bu ildin g on ly storage sheds and fe nce s. City staff loca ted and r• ,r hase d th e first two building site s in 1986. Th e AVS program was th en abl e to offer a two-year , ehensi ve Building Trades prog:a m for hi gh sc hool stud ents and adults to ha ve a "han d,-, " ,peri ence in building a home fr om th e gro und up through o ut th e school yea r. Th e AV S program serv es Arapah oe Commun ity Coll ege and fi ve sc ho ols districts , in cl udin g Englewood. Every stud e 11 is expose d to all of th e b uildin g tra des (i.e. fr aming, drywa ll , ma so nry, elec tri ca l, plumbin g, H VAC, etc.). Th ey learn to ap pre cia te how each tr ade affec ts th e oth er. Stu de nt s are of all ages (men and women alike) and co me fr om all bac kgrounds. City sta ff w ill ac t in th e ro ll of th e developer provi ding construc ti on funds fr om th e H ousing Rehabilitati o n Fund (Fun d 72). A si te contrac tor will be hired to coo rdinate th e day-to-day building ac ti viti es w ith th e AVS in structo r and stud ents. Th e house w ill be so ld aft er co mpletio n of the project and th e proceeds return ed to Fund 72. Th e buildin g process begins in th e draft i ng cl ass. St udents are give n the param eters to design a floo r pl an (e .g. a 120 0 -1500 sq . it., 3 bedroom, two bath home w ith a deta ched rea r ga ra ge ) . Th ey use a computer sy st em to deve lop th e noor pla n, fro nt , rear and si de eleva ti on dra w ings, et c. The stud ents presen t th eir plans to a select ed pa nel fo r a grade in th e cl ass. A se parat e co mmittee of Community Devleopment staff will selec t th e "winn in g" design that the students w ill build during th e n ext sc hool yea r. Atten tion w ill be given to se lec tin g a design that supports a good q uality level of materials, appropri ate design fo r th e neig hb orh ood an d community, and finall y, a product that is marketable within th e neighborood. Th e firs t two houses b uilt in Englewood we re com pl eted in 1987 and 1988 at 2101 W. Bak er Ave. and 21 ()7 W. Baker Ave. respectively. In 1998 and 19 99 students completed hom es at 3938 S. Acoma St and 7 77 W. Oxford bui lt for th e City's Project BUILD program. In 2000 and 200 1 stud en ts completed r,vo hnmes on th e 3700 block of S. In ca Street usin g Proj ect BU IL D sites that were transferrerl tn :he En glewood Housi ng Auth ority. Over th e last sixteen years, th e prog ram has built homes in Englewood and Littleton dep ending on availability of building si tes. The site for th e 2002 -2003 sc hoo l yea r wi ll be loca ted at 2 133 W. Wesley Ave. FINANCIAL IMPACT Th e existi ng employees in Community D evelopment are avai lable to administ er th e project and th eir sa laries and b enefi ts are part of th e City's contribution.
