The moratorium esta blish ed a temporary suspensio n of the issuance of building permits fo r new sing le-family attached and multi- family resi dentia l co nstruction, as well as land subdivision, in an area bounded by West Evans Avenue o n th e no rth , W es t Vassa r Ave nu e on the sOL•t h, South Tejon Street on the east and South Z11 ni Str ee t o n the west. Th e morat o rium is scheduled to expi re on November 24, 2002. RECOMMENDED ACTION : Staff re comm ends that City Council approve a six (6 ) month extension of the morato rium es tablished by Emergen cy Ordinance 28, Se ri es 2002 . Thi s reques t provides ad ditional time t.o prepare and adopt the U nifi ed D eve lopment Code (U 'JCI, the update of existing land use and zo ning regulations. BACKGROUND: Al a City Co unci l Publi c Forum o n Apri l 1, 2002, the cc·mmuni ty expressed concerns regard ing the quality of residential structures being built in north west En glewood. City Council dis cussed the co nc erns at the Ap ril 8, 2002 study session in relation lC/ th e Comprehensive Zoning Ordinance. Currently, no design standards are identified fo r the are a cove red by the moratc rium. Council determined that establishment of design standard; is necessa ry to protect the viability of the neighborhood and the interest, of th e community. Council directed City staff to continue preparation of the Unifie d Development Code, including residential de;ign sta ndards . Adoption oj the UDC is sc hed uled to begin with a public hearing sc hed uled befo re the Pl an ning and Zoning Co mmission on Nove mber 5, 2002 . FINANCIAL IMPACT: Building permit fees for new single-famil y attached and multi-fa mily construction will not be co ll ected during t:1e moratorium.
